the old water system during another
summer and perhaps indefinitely. At
the same time the city would have
1200,000 invested. in the Thorn Hollow
project and would have to pay $10,

tinue paying the electric company
$4000 a year for pumping water. In
other words to delay the gravity sys
tem for a year would simply cost the
city 114,000 in cold cash and the
money would be absolutely wasted. Is
that what the "antia" are after?
Borne people who have been investi
gating the subject declare that if Am-

at the time of shearing and the men

tralian system by American growers
would bring the results predicted Is
a matter for conjecture. It is an In
teresting point however. It Is a fact
that wherever uncertainty exists the
buyer plays safe and the grower loses
out. When ungraded wool is pur
chased It is certain the buyer will not
overestimate the quality of the wooL
When tariff changes were in prospect
the buying Interests were never back
ward about making the fullest allow
ances for possible reductions and the
prices offered for wool were lowered
accord! n Ely.
Anything that will more fully de
termine the exact merits of wool that
la ready for the market is a good
thing for the grower. A system that
causes the true worth of wool to he
surrounded with doubt works to the
adavntage of the buyer.

That Is an unjust reflection on our
business men. It Is an insinuation they
have bean responsible for lawlessness
within the city. '
The East Oregoulan does not find
such to be true and this paper knows
ths situation. The East Oregonlan
has been an outspoken champion of
law and order. In thut Attitude this
paper has had warm commendation
nnd encouragement from the largest
and moat Influential business men la

Palx is a good deal. But is not this
history repeating itself on a small

No doubt Paris dressmakers will
stifle their moral scruples and con
tinue to make gowns for American
wear. It Is enough to have pointed
out the Impropriety. Yet it is sad
dening to think that the Rue de la
Palx is confessedly succumbing to the

pioneer prospectors crossed the Chll
koot Pass about 18S0 and six years
later began mining in the interior of
Alaska after finding gold In the Yu-kon-Tanana
region. Since then this
region has produced gold to the val
ue of about IS3.000.000. The United
states Geological Jsurrvey began its
survey of this field. Which embraces
some 40,000 square miles. In 1898

portion of the region known as ,the
urcie quadrangle, published recent
ly as Bulletin 538, geologic and topo
graphic renaissance maps, togeth
er with a description of the mineral
resources of this area, became avail
able.
The town of Circle, from which the
report takes its name, is one of the
odest white settlements on the Yu
yon. It was located before the sur
Teyor had determined that the town
was not on the Arctic Circle, as sup
posed, but SO miles south of It. Lest
the nearness of the Arctic Circle be
regarded as indicative of Ice and
snow, it should be noted that there
are neither glaciers nor permanent
snow In the Yukon-Tanana region. It
is. Indeed, a land of fertile valleys
and grassy slopes, and during the
short but warm summers vegetation
thrives, many grains can be ripened
and vegetables grow luxuriantly. Of
course, the establishment of adequate
railroad transportation facilities may
be expected to greatly develop this
entire region.
The Circle quadrangle owes Its
chief present Importance to the pla
cer mines of the Birch Creek district,
which though worked in only a
small way, have produced gold to the
value of nearly $5,000,000. Bulletin
538 was written by L. M. Prindle. of
the Geological Survey, and a copy
may be obtained on application to
the Director of the Survey at Wash
ington, D. C.

Lands Restored to Entry.
Nearly 88,000 acres of land from a
former oil withdrawal in Wyoming
were restored to entry by the presi
dent during February on the recom
mendation of Secretary Lane, exam
ination of the land by the United
State Geological Survey having shown
that It Is non-oil In character.
In Idaho about 2000 acres of land
heretofore withheld from entry In
powersite reserves, were found to
have no power value and were there
fore restored.
