The first boat butlt on the Pacific Coast to be equipped with Diesel engines has been launched from the Oakland shipyards of D. J. Hanlon. The boat is the Marie L. Hanlon, 7 feet la length and fitted to accom modate 100 passengers. She la of 160 horsepower, turning 225 revolutions a minute. The first, and so far the only, vessel with Diesel engines to visit the Pa cific coasct was the Slam, which re cently took a cargo of freight from Oakland for the Orient She attract ed much attention from steamship men, her new type of engines, which develop their own gasoline from crude oil, being a brand new development In he a. going craft, and having enormous power, while occupying but a small percentage of the space required by Meant engines. K. Cranston, secretary Commercial association, Pendleton, Ore., with copy of resolutions adopted by that body requesting topographic and hydro- graphic surveys of the Umatilla river and Its tributaries and that the topo graphic surveys Include the entire watershed of the Umatilla river and Its tributaries: v "I have the honor to state that all funds available for field work during the present fiscal year have been al loted to specific areas and that it Is ImpoKHtble to anticipate the new ap propriations to be made by congress to the extent of making any definite promise as to what surveys may be made with such funds. "The greater portion of the annual allotment for topographic surveys in Oregon is apportioned between sur veys, In national forests and those In co-operation with the state, and un der this plan specific area to be map ped are selected In conference be tween representatives of the geologi cal survey and the other interested parties. The state engineer having in mind co-op eration with the reclamation service has also requested .topographic sur veys in the vicinity of the towns of Condon and Fossil, in eastern Oregon, and these have proceeded in a sys tematlo manner in order that data may be available as early as possible to be used in connection with the In ve,stlgatIon and utilization of the wat ers of the John Day river; -- . First hold the watch against your ear, then move it gradually away from the ear and see how far away from the watch you can actually hear It tick. Try It on the other side and see if both ears are alike. If you find that you are unable to hear the watch on both sides alike and at a distance of four feet from the ear, you may know that deafness has already begun. The following is the full text of the amendment: lie It Enacted by the People of the City of Pendleton: The People of The City of Pendleton do Ordain as Follows: That the Charter of The City of Pendleton. Umatilla County, Oregon, shall be amended by adding thereto a section to' be numbered Section 1 B, to read as follows: Section 1 B. That whenever an as sessment for the opening, altering, grading, paving or Improving of any street, or the construction, re-construction or repair of any sewer or for any kind of local improvement, which has been or may hereafter be made by the City, has been or shall hereafter be set aside, annulled, de clared or rendered void, or Its en forcement refused by any court of this state, or any Federal court, having Jurisdiction therein, whether directly or. by virtue of any decision of such court, or when the council shall be in doubt as to the validity of such as sessment," or any part thereof, the council may. by ordinance, make a new assessment,- or re-assessment, up on the lots, blocks or parcels of land which have been benefited ,by such improvement to the extent of their respective and proportionate shares of the full value thereof. Such re assessment shall be based upon the special and peculiar benefit of such improvement to the respective parcels of land assessed, at the time of its or iginal making, but shall not exceed the amount of such original assessment Interest thereon from the date of de linquency of the original assessment may be added at the discretion of the Council. Such re-assessment shall be made in an equitable manner, a's nearly as may be in accordance with the law in force at the time it U made; but the Council may adopt a different plan of apportionment of benefits, when in Its Judgment es sential, to secure an equitable re-as- settsment. The proceedings required by this Charter to be had prior to the making of the original assessment shall not be required to be taken or had within the Intent of this Section. Such re-assessment shall be made and shall become a charge upon the property upon which the same Is laid, notwithstanding the omission, failure or neglect of any officer, body or per son to comply with the provisions of this Charter connected with or re. latlng to such improvement and orlgi- nai assessment and notwithstanding the proceedings of the Council or of any uffieer, contractor or other per son connected with such work or im provement may have been irregular or defective, whether such Irregularity or defect be Jurisdictional or otherwise.
