the office of the Water Commission of
The City of Pendleton, Oregon, until
10 o'clock A. M. Tuesday, August 26,
1913, for the construction of water
works, consisting of a concrete con
duit and pipe line and distributing
reservoirs. Separate bids will be re
ceived for the conduit and pipe line
and for the distributing reservoirs.
Plans and specifications may be seen
at the office of the Water Commis
sion, Pendleton, -Oregon, or at the of
fice of the Engineer, 303 Journal
Building. Portland, Oregon. Copies of
tne plans and specifications may be
obtained from the Engineer upon de
positing $30.00. 825.00 of which will
be refunded when the plans and
specifications are returned. The right
Is reserved to reject any and all bids.

been taken up by the marshal of the
City of Pendleton, towlt:
One grey mare, branded D on left
shoulder, weighs about 950 pounds.
If Bald animal Is not claimed by
the owners or those entitled to the
possession of them, costs and expenses
against them paid and they taken
away within ten days from the date
hereof, then at 2 o'clock p. m. of the
20th day of August. 1913, the said
animal will be sold to the highest
bidder, at public auction, for cash, at
the city pound at the Oregon Feed
Yard, In said City of Pendleton, the
proceeds of such sale to be applied to
the payment of such costs and expens
es of making sale.

IN HOG MARKET

The worst break that ha occurred
In. the local market for hogs within
recent years was shon today when
values slid off fully 45c, while a ma
jority of the offerings were 80c below
previous Quotations. Only one load
of swine went this morning even at
$8.85, the bulk of the offerings
ranging from 18.60 downward. This
puts the local market to an extreme
low figure.
Seemingly there Is not the slight
est occasion for the present bearish
ness In the local market outside of
the desire of killers to secure the sup
plies for less. So far as can be as
certained today, no changes are be
ing made, In the price of pork pro
ducts. I
There was not even a liberal run!
of hogs to cause such a disaster as oc
curred In the swine trade at North
Portland for the day. Totals were
only 49 head compared with 150 head
a week ago. j
Today's general hog range:
Extra fancy $ 8.85
Ordinary light 8.504P8.75
Fancy heavy 8.40
Rough and heavy 7.40.
Cattle Market Is Bearish.
Sentiment In the cattle trade at
North Portland Is of bearish charac
ter. While there is practically no
top offerings in the yards this morn
ing, the indications were that values
.e easing off somewhat from pre
vious figures, although il is quite pos
sible that steers could be good enough
to bring 88.25 to 88.50 In a very lim
ited way.
One light load of rather good steers
sold this morning at $7.75, but the
bulk of offerings were more of fee
der character and therefore found
lower prices.

CHICAGO, Aug. 14. Further evi
dence of the existence of a very heavy
amount of short sales were shown at
the market's opening yesterday morn
Inf, when values were lifted 1-4 to
l-2c a bushel for September and De
cember wheat options, respectively. At
the closing the market ruled 1-4 to
3-8c a bushel above Tuesday.
There was a somewhat better tone
abroad at the start and this created
some bullish enthusiasm here. Broom
hall cabled from Liverpool that the
higher market for wheat there was
influenced by the firmer American
cables and the strength In coarse
grain. Further support developed on
the fewer offers of American winter,
strength in Paris and the unsettled
weather in the United Kingdom with
rain in parts. Spot market steady.

Building Trades in Pittsburg May Be
Tied Vp As Result of Labor
Trouble.
PITTSBURG. Aug. 14. An acute
situation in buildings trade developed
when a strike of laborers tied up
work on three large business build
lngs. They were Joined by other work
men and early in the evening the de
mands of the men w-ere met by the
announcement that the master build
ers would lock out all union men and
suspend operations on structures val
ued at $67,000,000.
The laborers who were working on
a department store demanded 28 1-8
cents an hour, 3 1-8 cents more than
has ever been paid for the same labor
in Pittsburg.
The demand was refused and the
hoisting engineers Joined them early
