Judge Thomas Fitz Gerald is build
ins a new fence about his residence
property on the corner of Johnson
and Kailroad streets Recently he
constructed a concrete sidewalk in
front of his lot and has had his park
ins filled in. He is also building his
concrete walk up to grade and lay
ing an additional walk alond his lot
east of his residence.
Frank Neacle is building: a new ga
rage on his Jackson street residence
property and also a driveway leading
to it. A concrete wall will fence in
the driveway.
M. J. Cronin is among the resi
dents who are building new concrete
walks. He is having one laid along
his east Court street lot.
J. S. Landers, superintendent of the
city schools, is having a moss rock
wall built around his residence prop
erty at the corner of Jackson and
Rlaine streets.
A. J. Black has improved his Lewis
street residence property by building
an addition to his dwelling.
Among the applicants for permits
to construct new cement sidewalks
are K. J. Sommerville for a walk on
the north and west sides of his res
idence property, corner Lewis and
Vincent street. C. II. Alcott for north
and east side of his property on John
son and Water streets, John Knight
on the south side of his east Court
street property and E. Dennis for his
Lewis street lot.
j G. W. Redduw has received a per-
mit from the city for the improve
ment of his property, 713 Aura street.
He intends underpinning his house,
constructing a cellar, building a
porch and sidewalk, and painting,
plastering and papering his house,
the whole to cost about $600 and to
be finished by June 1.
Henry Schultz has finished mov
ing the house which stood on his
Willow street lot to a lot facing Rail
road street and directly opposite the
depot. He intends building a bun
galow when the house formerly stood.

campaign for the development of his
new residence addition to this citv.
Irvington Heights, Charles Cowen. the
Seattle capitalist, has had published
a beautifully illustrated booklet de
seriptive of his property and of Pen
dleton, a copy of which was received
wus morning by the Fast Oregonian
together with a plot of the addition
Mr. Cowen has gone to considerable
expense In getting out the booklet
which, from a standpoint of typo
graphy, is extremely artistic. It
contains cuts of several residences on
the north side, notably the Oliver
Landers and Greulich homes, a num
ber of Pendleton street seenea entn
of the high school, court house and I
st. Anthony' hospital and an inter
ior view of a Pendleton home Scat
tred through the booklet is consid
erable information of Pendleton and
Umatilla county.
Mr. Cowan is exploiting Irvington
Heights with a view to making it the
choice residence district of Pendleton.
He has had considerable exnerienee
tn developing Seattle additions and if
his booklet can be taken as an indi
cation, he does not do things by
halves.

today inaugurated a unique .system
of advertising Colorado. Today has
been officially designated "Letter
Hay," Members of the Chamber of
Commerce, in addresses to pupils,
furnished data on the resources and
scenic beauty of the state which will
be later incorporated in 30.U00 letters
to be mailed to every section of the
United States.

commission which will consider all
bills introduced in the legislature for
amending the state constitution. A
secretary is to be elected today and
the committee had hoped to get
down to the work of hearing any cit
izen or interest for suggestions this
afternoon.

sion form of government began in
earnest today the last day under the
law when candidates may file their
petitions. Nearly 200 men and wo
men have declared their candidacies
for the six positions five commis
sionerships and one auditorship to
be filled at the city election on May
20. Party designations are barred
from the ballots.
Washington Representative Gil
bert N. Haugen of Iowa, today was
accorded an informal reception in
his own offices in honor of his 5tth
birthday. The affair had been plan
ned as a surprise for the Iowan.

UNIQUE PAGEANT TO
BE HELD IN SPOKANE
Spokane. Wash.. April 21. (Spec
ial.) Hauling turnips, carrots, onions,
Rutabagas and other vegetables with
play express wagons, wheelbarrows
and tricycles. 60OO Spokane school
children will participate in the most
unique pageant ever held in the
northwest.
The vegetable parade wi'.l be the
concluding event of a garden contest
in which several thousand boys and
girls are causing as many backyards
to blossom and to produce real mon
ey. Following the parade, which will
be held during the week of the June
Pow Wow. or carnival, the horde of
young gardeners will take their vege
tables to the public stadium to be dis
posed of by auction.
This is the second year of the gar
den contest, which is conducted by
the chamber of commerce and the
Y, M. C. A., and every one of the 33
grade schools in the city has between
150 and 200 boys and girls who are
cultivating garden plots. In many
instances vacant lots have been so
cured by the children from their
neighbors.

With Mexico Since March 4.
Washington, April 21. Inquiries at
the White House concerning the exact
relations of the JInited States with the
Huerta government In Mexico at the
present time revealed that no messag
es of Important communications had
been transmitted to the Huerta ad
ministration since President Wilson
was inaugurated. Ambassador Wil
son has been In correspondence with
the state department and has been
given various suggestions concerning
the policy of the new administration
hre, but it was explained that Wash
ington has treated the Huerta admin
