(From Thursday's Journal.) There was a good run In all llnis of livestock at North Portland and as a rule prices received were fa vorable. Cattle were 10c up for cows and 25c for bulls. The run of cuttle la surprising, In cluding 898 head for the 24 hours. The arrivals were about equally di vided between this state and Idaho. At Chicago there was a strong tone In the mutton trade, with a run of 25,000 for the day. South Omaha sheep and lamb trade was steady with a run of 18,000 for the day. Top lambs sold there at .6, yearlings $4.25, wethers $3.75 and etves $3 35. At South Omaha hogs were 5 to 10c higher, with tops at $6.20. Thia means $6.30 to land here, therefore an advance Is due In the North Port land yards. The management of the University of Oregon Men's Dormitory has re uced the weekly rent of rooms from one dollar to fifty cents. This makes the cost of a room to a student, lighted, heated and tended, two dol lars a month. This reduction in room rent is in accordance with the plan of President Campbell to reduce the living expenses of the students to a minimum. Encouraged by President 'Campbell, the students themselves have passed a number of rules of government, tending toi lessen the living expense and to do away with extravagances which tend to set a pace that the self supporting students can not maintain. The students have ordained that no underclassmen shall wear derbies or stiff hats that no full dress suits shall not be worn by the freshmen on parties, and that evening dress attire shall not b eworn by the freshmen on any occasion. The women of the uni versity have gone further and refus ed to allow their escorts to go to the expense of taking them to and from tne parties in cabs or automobiles. NOTICE or STREET MENT - IMPROVE- Notice is hereby given, that the Common Council did on October 25, 1911, pass the following resolution, and that the surveyor's estimate of the proportion of the cost of the im provement as mentioned therein, to be charged against each lot, part of lot and parcel of land, is now on file In my office, raid resolution being aa follows: to-wlt: Whereas the city surveyor did on October 25, 1911, under direction of the Common Council, file plans and specifications for an appropriate Im provement of Washington street from a point 100 feet east of the east line of Garfield street to the west line of Bla'ne street, Blaine street from the north line of Washington street to a point 200 feet north of the north line of Washington street, together with the estimates of the work to be done and the probable cost thereof, togeth er with a statement of the lots, Jarts of lots and parcels of land to be ben efited by such improvement, and per centage of the total cost of. the Im provement which each of such lots, parts of lots and parcels of land should pay on account of the bene fits to bo derived therefrom; and Whereas the Common Council has examined such ' plans and specifica tions and found the same satisfactory and the estimates for the work to be done in accordance with the probable cost thereof; and Whereas, the property recommend ed by the city surveyor to be includ ed within the boundaries of the dis trict benefited is, In the Judgment of the Common Council, properly to be Included within such district, and no property Is excluded therefrom which should properly be included therein; and Whereas, the improvement of the hereinabove described portions of said streets by grading and constructing sidewalks and crosswalks along the north side of such portion of Wash ington street and the west side of such portion of Blaine street where there are at present no sidewalks or where the sidewalks are not con structed according to the ordinances of the Clty of Pendleton, the same Is, In the Judgment of the Common Coun cil, at this time necessary; therefore, Be It Resolved, by the Common Council of the City of Pendleton that it is expedient to improve and it is hereby proposed to improve Washing ton street.
