Rlsdon, age 25 yours, lies dead- at her
home In Kama Valley, north of this
city, as the reisult of burns received
whi'n her clothe caught fire from an
open f rep'aoe. . Her brother Amr
smothered with h's ?oat the flames
enveloping the body of his sister when
she ran toward him in the yard.
No one witnessed the tragedy, but
Miss Rlsdon, according to the story
tolj by neighbors was stooping down
In front of the open fireplace to re
arrange the wood when the folds of
her skirts were sucked Into the
flames by the draught of the chim
ney and owing to their texture were
a mass of flames at once. In fear she
ran from the house, screaming hys
terically. Her running fanned the
flames and clothed her form with
fiery death. ,

Tho livestock market was quiet to
day. The sharp decline In the price
of hogs yesterday, which has been ex
clusively forecasted by this paper, ha
left the trade of the opinion that fur
ther price Klashlng will be forced un
less there Is a radical change in the
eastern situation.
It is even possible that with the In
creasing offerings of local hops, a suf
ficient supply will be forthcoming to
the Pacific northwest to make this
market Independent of the Missouri
river trade. In that event still fur
ther declines In values would be forc
ed because packers here would not
pay more than other markets unless
forced to by lack of supplies.
While there wero no hogs offered
in the yards today and the totals for
the month of October are but 8951
compared with 1 1.083 for the same
period last year, most of this month's
arrivals were from the home territory
while during previous periods the ar-

mutton division of the yards today
so f:ir as numbers were concerned,
but quality was laok'ng. The market
is generally considered favorable at
former prices.

year the run was 259 554 head com-i
pared with 133,621 for the same pe-1

There was only a smalt run of cat
tle In the yards nt North Portland to
day, only 62 head being received.
Prices were good all around. One
lot of steers averaged 1268 pounds
went at $5.90, or an advance of 10c
above previous prices. A lot of calves
that averaged 183 pounds sold at
$7.90, the highest price of the season,
and a substantial advance over pre
vious transactions.
Fancy heifers sold at $5 for several
small lots, but there was nothing
really fancy offering In the cow di
vision. The highest price obtainable
there today wf $4.60.
At Chicago there was a run of only
7"io head in the cattle yards today,
while prices held steady.

Roy In SI root Sweeper.
Pasco, Wash. The 6-year-old
of J. E. Young had an almost
raculous escape. While playing
"horBe" with other youngsters he
hrow one end of a rope which was
tied to his arm against the revolving
brush of the street, sweeper. The
rope wound around the brush and
pulled the boy along and the brush
made three revolutions, carrying the
child around each time. Had he be
come entangled six inches to the
right hi:j head would have struck the
wheels. Driver J. E. Sullivan had
warned the youngsters to stay away
from the sweeper. Peyond bruises
the boy Is not seriously hurt.

Nelson, R. C. A gruesome discov
ery was made at Puck Creek, near
Creston, when a section hand cutting
fire wood came across the body of a
man badlv decomposed lying under
two logs and covered with a blanket.
One foot was missing and had ap
parently been chewed up by animals.

provement as mentioned therein, to
be charged against each lot, part of
lot and parcel of land, Is now on file
in my office, said resolution being as
follows: to-wit:
Whereas the city surveyor d'd on
October 25, 1911, under direction of
the Common Council, file plans and
specifications for an appropriate im
provement of Washington street from
a point 100 feet east of the east line
of Garfield street to tho west line of
Blaine street, Riaine street from the
north line of Washington street to a
point 200 feet north of the north line
of Washington street, together with
tho estimates of the work to be done
and the probable cost thereof, togeth
er with a statement of tho lots, jarts
of lots and porcels of land to be ben
efited by such improvement, and per
centage of the total cost of tho im
provement which 'each of such lots,
parts of lots and parcels of land
should pay on account of the bene
fits to bo derived therefrom; and
Whereas the Common Council has
examined such plans and specifica
tions and found tho same satisfactory
and tho estimates for the work to bo
done In accordance with the probable
cost thereof; and
Whereas, tho property recommend
ed by the city surveyor to be Includ
ed within tho boundaries of the dis
trict benefited Is, In the judgment of
the Common Council, properly to bo
Included within such district, and no
property is excluded therefrom which
should properly be Included therein;
and
Whereas, the Improvement of the

streets by grading and constructing

veyor and filed with the Recorder of

Re it further resolved, that the costs
of making such improvement shall be
a charge and lien upon the parcels of
land especially benefited thereby, pro
porfionately as so benefited, and the
owners of such parcels of land so
specially benefited shall be liable for
tho payment of the co-ts thereof In
proportion as they are so specially
benefited; and
Pe it further resolved, that an as
sessment district is hereby created,
embracing the property to be assess
ed for the payment of such improve
ment, which assessment district shall
include the property lying nnd being
within the following bounded and de
scribed district, to-wit:
Commencing at a point on the line
between Sections 3 nnd 10, Town-hip
2 North. Range 32 E. W. M., 58 feet
east of the Intersection of said sec
tion line with a southerly projected
east line of Main street, thence south
35 degrees SO minutes, east 187 feet
move or less to the center of the
channel of the Umatilla rtver, thence
up the said center of the channel of
the Umatilla river to the northerly
projected east line of Main street
thcuco following said northerly pro
jected east line of Main street north
23 degrees 36 minutes, west 140 foet
more or less to the said section line;
thence continuing in the same direc
tion, along tho same line 17.25 feet
thence south 88 degrees V. 84.7 feet,
thence south 35 degrees 30 minutes
east 16.9 feet to place of beginning.
