There have been no local hogs In
the yurds since Monday, when a to
tal of but 122 head put in appearance.
While there were arrivals ot 872
head in the swine trade today the en
tire eight louds were from the Mis
souri river territory and wore pur
chased prior to arrival by local pack
ers. The extent of the local shortage of
hogH la alarming. The run is exceed
ingly small and for that reason val
uc-b are holding exceedingly stiff.
The local market is now in a po
sition to absorb quite a number of
loads of hogs and were they offering
today,- in all probability the price
would bo slightly lifted over previous
transactions.
There was a weaker tone in the
hog trade at Chicago today und in the
yards a loss of 6c w-as shown in the
price.
Hogs are weaker at South Omaha
today with tops at $6.50, the same as
yesterday.

There was a further Joss of 25c In
the sheep and lamb trade at North
Portland today. The run during the
past 24 hours was very liberal, in
cluding 2125 head as compared with
1174 lust Thursday and 802 on this
same day a year ago.
Wethers of fair quality sold down
to $3.35 In the yards this morning
but better stuff would have brought
more money.
With their feed lots filled with
sheep and lambs, killers nre becom
ing rath?r independent of the offer
ings. With the grater run they are
again demanding a concession in the
price, which receivers are fighting
hard to maintain.
At Chicago today there was a weak
er tone in the sheep and lamb trade
but prices were unchanged.
South Omaha sheep and lamb trade
was strong at former prices.

Cuttle Value Holding.
Prices nre holding rather well In
the rattle trade, although there was
again a very liberal marketing of
stock In the North Portland yards
today. , A total of 995 head of cattla
were received today, compared with
4 84 a week ago and 414 head on this
same day in 1810.
Top steers are still cominnruiliig
$6 50, but stuff of that quality is
hard to obtain. Most of the arrivals
recently have been of Inferior qual
ity and this has whetted the appetite
of buyers for better stuff.
However, while there Is still a very
strung market for cattle, the buying
1) not quite so brisk as it was a short
time ago. This Is a condition that is
due entirely to the warm weather,
and warm weather markets are sel
dom of the most favorable character.
A noticeable feature of the late
marketing of cattle Is the great num
ber of calves that are being sent for
ward. The best of these nre bring
ing S7.25, but ordinary stuff around
$6. The extensive shipments Just
now are due to the vanishing range.

Sharp 1'ptiiru In Wheat,
Chlcag-), July 21. There was a
sharp upturn in the price of wheat
yesterday following the issuance of
many damage reports from the cen
tral west. Closing prices were 1 3-Sc
to 1 6-8c a bushel higher than yes
terday, with September the big
mover.
The market opened l-2c higher for
July nt 85 3-4c. September went to
the high mark nt 8S 5-Sc and closed
there but after touching 91 3-4c the
December went off a fraction.
Liverpool Closed 1-Sd lower, but
Berlin was up l-4c.
Argentine shipments: Wheat, 1.
200,000 bt shels, compare 1 w ith 1.
384.000 bushels n year ago; corn,
none, compared with 2.9S3.0O0 bush
els.

regular meeting of the Common
Council, held on July 13, 1911, the
Common Council of The City of Pen
dleton did adopt the following reso
lution: Whereas, the city surveyor did, on
the 13th day of July, 1911, under di
rection of the Council, file plans and
specifications for an appropriate im
provement of Cottonwood street In
The City of Pendleton from the south
line of Water street to the North line
of Railroad street and Webb
street from the west line of Cotton
wood street to the east line of Main
street, together with estimates of the
work to be done and the probable cost
thereof, with a statement of the lots,
parts of lots and parcels of land to
be benefited by such improvement,
and the percentage of the total cost of
Improvement which each of such lots,
parts jof lots and parcels of land
should pay on account of the bene
fits to be derived from such proposed
Improvement; and
Whereas, the council has examined
such plans and specifications and
found the same satisfactory and the
estimates therefor to be in accord
ance with the probable cost of such
work; and
Whereas, the property recommend
ed by the city surveyor to be includ
ed within the boundaries of the dis
trict benefited'is, In the judgment of
the Common Council, properly in
cluded within such Improvement dis
trict, and no property Is excluded
therefrom which should properly be
Included therein; and.
Whereas, the Improvement of the
hereinbefore described portion of Cot
tonwood street and of Webb street
with hard surface pavement, curb
and storm sewers down Cottonwood
street is at this time necessary, there
fore, lie It Resolved, by the Common
Council of The City of Pendleton that
it is expedient to improve and it is
hereby proposed to Improve Cotton
wood street in The City of Pendleton
from the south line of Water street
to the north line of Railroad street,
uitd Webb street from the west line
of Cottonwood street to the east line
of Main street, with hard surface
pavement, curb and a storm sewer, ac
cording to the plana and specifica
tions therefor, prepared by the city
surveyor and filed with the recorder
of The City of Pendleton on the13th
day of July, 1911; such improvement
to be made where there is at present
no hard surface pavement, curb or
sewer, or where hard surface curb
or sewer shall not b'we been ordered
prior to the letting of the contract
for such improvement; such pave
ment to be 40 feet In width from the
south line of Water street to the north
line of Court street, 38.83 feet in
width from the south line of Court
street to the north line of Alta street,
and 40 feet in width from the south
line of Alta street to the north line
of Railroad street, and 40 feet in
width on Webb street from the west
line of Cottonwood street to the cast
line of Main street. And
Be It Further Resolved. That the
plans and specifications and estimates
for such Improvements, as prepared
by the city surveyor and filed with
the recorder of The City of Pendle
ton on the 13th day of July, 1911,
be and they are hereby approved.
And Be It Further Resolved, That
the 'cost of making such Improve
ments shall be a charge and lien up
on all lots, parts of lots and parcels
of land to be benefited by such im
provement, and that owners of such
lots, parts of lots and parcels of land
specially benefited by such improve
ment shall be liable for the payment
of the costs thereof; and
Be It Further Itesolved, That an as
sessment district is hereby created, to
be known as Assessment District No.
3, embracing the property to be as
sessed for the payment of such im
provement, which assessment district
shall Include all lots, parts of lots and
parcels of land lying and being with
in the district bounded and described
ns follows: to-wit:
Commencing at the northeast cor
ner of Block 2 In the original Town
of Pendleton; thence running west
erly 100 feet to the north and south
center line through the said Block 2;
thence running southerly on such
center lino through the center of Block
2; thence across Court street through
the center of Block 4; thence across
Alta street and along the north and
soutn center line ot iflock "E ' to a
point on the east line of Lot 9 in the
said Block "E," which point is 25
feet south of the northeast corner
of said Lot 9; thence at right angles
westerly an through the center of the
said Lot 9 to the East line of Main
street; thence southerly along the east
line of Main street to the southwest
corner of Lot 7 in Block 72 in the
Reservation Addition to the Town of
Pendleton; thence easterly along the
south line of the said Lot 7 to the
southeast corner of said Lot 7; thence
southerly along the west line of Lots
3 and 4 in said Block 72 to the north
line of Railroad street; thence east
erly along the north line of Railroad
street; thence easterly along the
north line of railroad street to the
southeast corner of Lot 6 in Block
"(1" in the Reservation Addition to
the Town of Pendleton; thence north
erly along the north and south cen
ter lino of the said Block "Q" and
across Webb street and along the
north and south center line of Block
"D" in what Is known as South Ten
dleton; to the south line of Alta
street; thence diagonally across Alta
street to the southwest corner of Lot

file in the office of the city recorder,

paper is hereby designated by the
council for the publication thereof..

and 35 feet wide from the West line

by such plans and specifications; and

said course Easterly to Intersect the
South line of Court Street; thence
following said line along the same
cours Easterly to Intersect the South
