Firm, Despite Liberal Offerings
During the Duy Nu Run of Swine
ami Demand Is Very Strong.

ProHpecU are exceedingly bright
for a further boost in swine values
at North Portland, but until definite
transactions are available it would be
unwise to state what the advance will
be. With hogs selling ut a higher
price at eastern centera, thus forcing
Pacific northwest packers to pay
more for their stock, It develops that
these Interests will in turn be forced
to boost the local market In order
to come out right with their higher
priced- eastern shipments.
There was no run of hogs in the
local yards today and this following
the small supply of yesterday lef the
trade in the strongest position of the
season. So few hogs have been re
ceived here from the east' recently that
killers hive been forced to seek stock
on the North Portland murket.
There was a further advance of a
nickel In the price of hogs in the
Chicago yards today, placing the top
at $6.95. This was for mixed offer
ing, while light stuff was 6c under
the high market.
North Portland general range:
Best light hogs , $7.50
Medium hogs 7.50
Good and heavy hogs ... $6.50 6.75
Rough find heavy hogs .. $5.50 & 6.00
Cattle Murket la Finn.
While there was a fairly good run
of cattle In the local market during
the day, a total of 358 head being re
ceived compared with 142 head last
Tuesday, the trade for steers and row
was firm. Some top steers moved off
at .5. These animals averaged
i ii i pounus. some heavier stuff
sold down to $5.75 as was the case
with offerings that averaged 1045
pounds.
B-t price available for cou-. dur
ing the day was $5.50, this being 15c
above yesterday's top. However, only
uiip ummui soiu at the extreme figure
this being scarcely sufficient to fully
test the new quotation.
In the cheaper offerings was a
-single bull that averaged 1600 pounds
that went at $3.25 during the morn
ing's trade.

Notice Is hereby given, that at a
regular meeting of the Common
Council, held "on July 13, 1911, the
Common Council of The City of Pen
dleton did adopt the following reso
lution: Whereas, the oty surveyor did, on
the 13th day of July, 1911, under di
rection of the Council, file plans and
specifications for an appropriate Im
provement of Cottonwood street In
Tho City of Pendleton from the south
Uno of Water street to the North line
of Railroad street and Webb
street from the west line of Cotton
wood street to the east line of Main
street, together with estimates of the
work to be done and the probabto cost
thereof, with a statement of the lots,
parts of lots and parcels of land to
be benefited by such improvement,
and the percentage of the total cost of
improvement which each of such lots,
parts of lots and parcels of land
should pay on account of the bene
fits to be derived from such proposed
improvement; and
Whereas, the council has examined
such plans and specifications and
found the same satisfactory and the
estimates therefor to be in accord
ance with the probable cost of such
work; and
Whereas, tho property recommend
ed by the city surveyor to be includ
ed within the boundaries of the dis
trict benefited is, in the judgment of
the Common Council, properly In
cluded within such Improvement dls
trlct, and no property Is excluded
therefrom which should properly be
Included thereia; and.
Whereas, the Improvement of the
hereinbefore described portion of Cot
tonwood street and of Webb . street
with hard surface pavement, curb
and storm sewers down Cottonwood
street is at this time necessary, there
fore. Be It Resolved, by the Common
Council of The City of Pendleton that
it is expedient to improve and it is
hereby proposed to Improve Cotton
wood street in The City of Pendleton
from the south line of Water street
to the north line of Railroad street,
and Webb street from the west line
of Cottonwood street to the east line
of Main street, with hard surface
pavement, curb and a storm sewer, ac
cording to the plans and specifica
tions therefor, prepared by the city
surveyor and filed with the recorder
of The City of Pendleton on the 13th
day of July, 1911; such Improvement
to be made where there is at present
no hard surface pavement, curb or
sewer, or where hard surface curb
or Bewer shall not hive been ordered
prior to the letting of the contract
for such improvement; such pave
ment to be 40 feet In width from the
south line of Water street to the north
line of Court street, 38.83 feet in
width from the south line of Court
street to the north line of Alta street,
and 40 feet in width from the south
line of Alta street to the north line
of Railroad street, and 40 feet in
width on Webb street from the west
line of Cottonwood street to the east
line of Main Btreet. And
Be It Further Resolved, That the
plans and specifications and estimates
for such Improvements, as prepared
by the city surveyor and filed with
the recorder of The City of Pendle
ton on the 13th day of July, 1911,
be and they are hereby approved.
And Be It Further Resolved, That
the cost of making such improve
ments shall be a charge and lien up
on all lots, parts of lots and parcels
of land to be benefited by such Im
provement, and that owners of such
lots, parts of lots and parcels of land
specially benefited by such improve
ment shall be liable for the payment
of the costs thereof; and
Be It Further Resolved, That an as
sessment district is hereby created, to
be known as Assessment District No.
3, embracing the property to be as
sessed for the payment of such im
provement, which assessment district
shall Include all lots, parts of lots and
parcels of land lying and being with
in tho district bounded and described
as follows: to-wit:
Commencing at the northeast cor
ner of Block 2 In the original Town
of Pendleton; thence running west
erly 100 feet to the north and Bouth
center line through the said Block 2;
thence running southerly on such
center line through the center of Block
2;. thence across Court street through
the center of Block 4; thence across
Alta street and along the north and
south center line of Block "E" to a
point on the east line of Lot 9 in the
said Block "E," which point is 25
feet south of the northeast corner
of said Lot 9; thence at right angles
westerly an through the center of the
said Lot 9 to the East line of Main
street; thence southerly along the east
line of Main street to the southwest
corner of Lot 7 In Block 72 In the
Reservation Addition to the Town of
Pendleton; thence easterly along the
south line of the said Lot 7 to the
southeast corner of said Lot 7; thence
southerly along the west line of Lots
3 and 4 in said Block 72 to the north
