in the following manner:
(1) The Council, whenever it may
uuem It expedient. Is hereby author
ized and empowered to order tho
rtholo or any punt of the streets of
the cily to be Improved, to determine
the character, kind and extent of such
Improvement, to levy and collect an
assessment upon all lots and parcel!
of land specially benefited by such
Improvement, to defray the whole or
nny portion of tho cost and expense
thereof, and to determine what lands
are specially .benefited by such Im
provement and tho amount to which
ench parcel or tract of land Is bene
fited. (2) Whenever the Council shall
deem It expedient or necessary to Im
prove any street or streets or any
part or parts thereof, within The
City uf Pendleton, It shall require
from the City Surveyor plans and

to be done and the probable cost
thereof, together with a statement of
the lots, pnrts of lots and parcels of
