bonds for the purpose of constructing
a gravity system of water works, to
supply the City and the Inhabitants
thereof and the Inhabitants of terri
tory adjoining The City of Pendleton
or In the vicinity of such gravity sys
tem with water, and for such purpose
the said City Is hereby authorize to
facer an Indebtedness not to exceed
the sum of $200,000.00. The bonds
Issued pursuant to this section shall
be known as Water Bonds, Series C,

ed, lithographed or engraved thereon,
such bonds shall be numbered con
secutively, commencing with No. 1

and "Improvement," as used In this
Act In reference to streets, shall be
construed to Include all grading er
regrading, paving or repaying, macadamizing-or
remacadamlxlng, gravel
ing or regravellng, and all manner of
bridge-work and roadway Improve
ment or repair and all manner ' ef
constructing sidewalks crosswalk,
sewers, gutters and curbs within any
of the streets In The City of Pendle
ton, or any part of any such street,
and such Improvements may be made
In the following manner:
(1) The Council, whenever It may
aeera It expedient, la hereby author-
izea ana empowered to order the
whole or any past of the atreet of
the city to be Improved, to determine
the character, kind end extent of such
Improvement, to levy and collect aa
assessment upon all lot and parcels
of land specially benefited by such
Improvement, to defray the whole er
any portion of the cost and ex pease
thereof, and to determine what land
are specially benefited by such Im
provement and the amount to which
each parcel or tract of land la bene
fited. (I) Whenever the Council shall
deem It expedient or necessary to im
