a gravity system of water works, to
supply the City and the inhabitants

or In the vicinity of such gravity sys
tem with water, and for such purpose
the said City Is hereby authorized to
Incur an indebtedness not to exceed
the sum of 1200.000 00. The bonds

Section 4. The term "Improve"
and "Improvement," as used In thl
Act In reference to streets, shall be
construed to Include all grading or
regradlng, paving or repavlng, macad
amizing or remacadamlxlng, gravel
ing or regravellng, and all manner of
bridge-work and roadway Improve
ment or repair and all manner of
constructing sidewalks crosswalks,
sewers, gutters and curbs within any
of th streets In The City of Pendle
ton, or any part of any such street,
and such Improvements may be mad
In the following manner:
(1) The Council, whenevor It may
deem It expedient, Is hereby author
ized and empowered to order the
whole or any part of the streets of
the city to be Improved, to determine
the character, kind and extent of such.
Improvement, to levy and collect an,
assessment upon all lots and parcels
of land specially benefited by such.
Improvement, to defray the whole or
any portion of the cost and expens
thereof, and to determine what lands
are specially benefited by such im
provement and the amount to which
each parcel or tract of land Is bene
fited. (2) Whenever the Council shall
deem It expedient or necessary to Im
prove any street or streets or any
part or parts thereof, within Th
City of Pendleton, It shall require
from the City Surveyor plans and
specifications for an appropriate Im
provement and estimates of the work
tn be done and the probable cost
thereof, together with a statement of
the lots, parts of lots and parcels of
land to be benefited by such pro
posed Improvement, and the percent
age of the total cost of Improvement
which each of such lots, parts of lots
