Cattle market prices were about 10
to 15c lower for top steers that
weighed from 1200 to 1300 pounds
today. There were quite liberal ar
rivals and while light stuff of qual
ity so hi well around former figures,
there" .was a depressed undertone to
the selling of the heavier lots.
The market for sheep remains quite
steady with a small run for the day.
General situation shows practically no
change from recent sales.
While thero was ' a liberal run of
hogs In the yards today, all except a
few head of feeders were purchased
by a local meat .company nt Nebraska

ures. Wheat stocks at country points
continue to surprise the trade as re
gards their smallness. One of the
leading elevator concerns reported
this morning that it had less than 8
per cent of the wheat it held In Us
houses at tho start of the season.
Others report less than that available
for market.
Coarse grains are firm with no gen
eral change In the situation. Offer
ings are limited and it is extremely
difficult to get a line on the general
situation unless one has actual grain
to offer. Even then the bids show a
wide range.
Flour market is firm for patent.
No additional export business Is
available. Tho placing of an Increas
ed "duty by Japan on July 1, caused
the trade to purchase heavily In ad
vance for earlier delivery. Therefore
steamer room for delivery In Japan
before July 1 is scarcely, obtainable.
Present duty on fl'our Is $1.10 per
barrel.
On June 1 the steamship companies
will advance their freight rate on
flour 10c a barrel and this therefore
aided early buying.
IviEK Advance Stopped.
While some dealers are still asking
21c a dozen for eggs, the trade In
general Is not obtaining over 20c and
that Is now tho price quoted. Those
that have- beep asking. 21c say that
they could not clean up and the boost
Is merely by those who are getting
supplies from tho east and want to
undersell the local product.
Strawberries Sell Well.
The half car of strawberries which
arrived here yesterday from Los An
geles has all been disposed of and
there Is a shortage of offerings for
Saturday trade. Florida stick Is In
limited supply around $2.76 a crate
of 15 baskets.
Some Slmrie Chickens.
In an effort to clean up some sales
of live chickens were reported as low
as 16 l-2c along the street during the
past 24 hours. Receipts continue to
increase. Many more hens are now
arriving.

has placed an order for $60,000 worth
of 65-pound steel rails and $16,000

Yakima Man Drops Iel.
North Yakimn, Wash. While kin
dling the fire Tuesday" morning at his
home In Fairvlew, John Sweet, a res
dent of Yakima for the last 12 years
was seized with sudden Illness and
fell lifeless to the floor. The thud of
his falling body aroused his wife. Mr.
Sweet was dead Uift)re she reached
him. He was 61 years old and Is sur
vived by four children, all of this city.

Portland Tramps Fall in Holdup.
La Grande, Or. Three tramps, re
cently out of Portland, are nursing
bruised heads and are also In Jail as
the result of an attempt to commit a
daylight holdup. Bert Coleman, of
Elgin, was tho Jeffries In the affair.
He was accosted and told to hand
over his money, but instead "waded"
Into the trio. The first blow felled
one and a second caught another fel
low. The third fled, but Coleman
threw stones at him, striking him sev
eral times. Two of the men are bad
ly bruised.

and she arrived In Seattle today as a
passenger on the Nippon Yusen Kai

comes to the United States to study
Occidental methods In medicine and
surgery, and will spend a year In hos
pital work in the city. Then she will
go to Germany to take special courses
in branches of her profession.
Mother Cats Cooiiernte.

er, Yi prominent rancher of this coun
ty, who recently found the gophers
devastating his orchards, secured two
cats and In a short time they ha.j
cleared the place of the rodents. The
fir.-t of this week Mr. Prather missed
bis cats. While feeding his work
horses In the barn he discovered one
of them with a nest of nine kittens.
Mr. Prather was surprised at such
a number for a single family. How
ever, after a few moments, the other
cat returned with a mouse, which she
gave to the cat suckling the kittens.
Further observations proved that both
of tho cats were mothers and that
they had entered an agreement to
raise their families on the co-opra-tiv
scheme. They alternate their
time spent In hunting and feeding the
kittens. ,

Civet Is an aromatic substance of
the consistence of honey and Is ob
tained from a pouch, on the civet cat.

and parcels of land should pay on ac
count of the benefits to be derived
from such proposed Improvement, and
tho City Surveyor shall file such plans
and specifications and' estimates In
the offlco of the Recorder of The City
of Pendleton. If the Council shall
find such plans, specifications and es'
tlmntes to bo satisfactory, It shall ap
prove the same and shall determine
the boundaries of the district bene
flted and to be assessed for such lm
provement and tho action of the
Council In the creation of such an
assessment district shall be final and
conclusive. The Council shall by
resolution declare its purpose of mak
ing such Improvement, describing the
same and including such engineer's
estimates et the probable total cost
thereof, and also defining the boun
daries of the assessment district to
be benefited and assessed therefor.
The action of the Council in declaring
Its intention to Improve any street or
streets or any part or parts thereof,
directing the publication of notice
thereof, approving and adopting the
plans and specifications and esti
mates of the City Surveyor, and de
termining the district benefited and
to be assessed therefor, may all be
done in one and the same act.
(8) The resolution of the Council
declaring its purpose to Improve the
street shall be published for a period
shall also be published therewith a
notice that the Surveyor's estimate of
the proportion of the cost of said
work to be charged against each lot,
part of lot and parcel of land la on
file in the office of the City Record
er, and a copy of such resolution, to
gether with the report of the Sur
veyor, showing the probable percent
age of benefit to be assessed against
each lot, part of lot and parcel of
land within such district, shall be
kept of record in the office of the
City Recorder.
(4) Within ten days from the date
of the first publication of the notice
required to be published In the pre
ceding section, the owners of 80 per
cent or more In area of the property
within sUch assessment district may
make and file with the City Recorder
a written objection or remonstrance
against such proposed improvement,
and such objection or remonstrance
shall be a bar to any further proceed
ing In the making of such Improve
ment for a period of six months, un
less the owners of one-half or more
of the property affected as aforesaid
shall subsequently petition therefor.
(5) If no such objection or re
monstrance be made or filed with the
Recorder within the time designated,
the Council shall be deemed to have
acquired Jurisdiction to order the lm
provements to be made, and the
Council may thereafter by ordinance
provide for making such Improve
ment, which shall conform In all par
ticulars to the plans and specifics
tlons previously adopted.
(6) When the Improvement of
any street Is ordered the Recorder,
upon Instruction from the Common
Council, shall Immediately Invite pro
posals for making the same, in ac
cordance with ordinance provided,
which proposals shall be opened In
the presence of a majority of the
Common Council and the contract
awarded to the lowest responsible
bidder for either the whole of said
Improvement or such part thereof as
will not materially conflict with the
completion of the remainder thereof.
The Common Council shall have the
right to reject any or all proposals
received. If all proposals shall.be
rejected the Common Council shall
have power by resolution duly adopt
ed, to order that such Improvement,
or any portion thereof, may be made
under the direction of the Common
Council by purchasing the materials
and hiring the labor therefor. The
Common Council shall have the pow
er to provide for the proper Inspec
tion and supervision of all work done
under the provisions of this article,
and to do any other act to secure
the faithful carrying out and the com
pletion of all contracts, and the mak
ing of all Improvements In strict com
pliance .with the ordinances and
specifications therefor, and shall have
power to direct that the eost of said
Improvements, or any portion there
of, shall be paid for by the City.
(7) Upon the signing of the con
tract, or upon the determination of
Improvement under Its own supervi
sion by purchasing the material and
the Common Council to make said
of ten days In some newspaper to be
designated by the Council, and there
hiring the labor therefor, or as soon
thereafter as is reasonably conven
ient, the Common Council shall pro
ceed to apportion and assess the cost
of making such Improvement upon
the lots, parts of lots and parcels of
land within the assessment district, in
accordance with the Bpeclal and pe
culiar benefits derived by each lot.

benefits accruing to each lot, part ol
lot or parcel of land within said as
sessment district by reason of such
Improvement, and the amount appor
tioned by the City Surveyor to any
lot, part of lot or parcel of land shall
be so reduced or Increased by the
Common Council that It shall be In
just proportion to such benefits. But
In no case shall any such percentage
exceed such benefit. The amount of
such assessment against each lot,
part of lot and parcel of land shall
be declared by ordinance, and the Re
corder shall thereupon enter the sam
In the Hen docket of The City of Pen
dleton, and the same shall thereafter
be known as the Recorder's Estimate
and Assessment. The contract price,
based upon the estimate of the City
Surveyor, or If there be no contract.
the estimates of tho City Surveyor,
the cost of right of way and expenses
of condemning the land and a sum
not exceeding five per cent f the
contract price, or the surveyor's esti
mate as the aost of advertising, engi
neering and superintendence shall be
deemed to be the cost of every im
provement. This notice is published pursuant
to order of the Common Council, the
first publication hereof being made
April 8, 1911.
