ever entered the Portland yards, not
even barring shovv Mock, have heeil
held over several days because the
feeders did not want to sell them at

the animals.
The market for sheep is holding
steady and best yearling wethers are
selling at Jo.
No hns arrived but that line Is
generally considered weak. At South
Omaha there was an advance of 6c
In swine values for the day, and the
landing price for Omaha hogs at Pa
cific northwest lacking plants stands
at $7.10 or practically the same val

That there are not more than 3.-
500,000 bushels of wheat remaining In
the hands of all growers of the Pa-
cirio northwest was the assertion of
one of the largest buyers of wheat
this morning. The same interest
places ihe amount of wheat in the
hands of millers and dealers at 1,500,
000 bushels, making total holdings of
the cereal in Oregon, Idaho and
Washington 5,000,000 bushels.
This 's the smallest amount of
wheat estimated in the hands of local
Interests to date this season but the
figures are now considered approxi
mately correct by the trade in gener
al. .
Wheat market is excited as a result
of the scarcity of stock and bids for
club are being made as high as 84
Sue a bushel, basis track delivery,
Portlund. Bids for bluestem ran are
from 8990c a bushel but it Is now
believed that No, 1 milling can be
secured even In small lots under the
higher figure.
Wheat Is held in strong hands at
this time and even the more bearish
of the millers say they are not able to
secure supplies' except at ': higher
prices.
As exclusively forecasted by The
Journal a week ago, the price of pat
ent flour was advanced 20c a barrel
here today, following a similar move
ment of prices In the north.
Outs and barley markets are firm
with no general change in the situa
tion. Millstuffs are firm and prices have
been advanced 50c a ton from the low
mark.
IMultry Market Lower.
Still another cut of a cent a pound
is showing In the local chicken mar
ket as the result of the Increasing of
ferings and the filled up condition of
the trade in general.
Quite a number of coops of chick
ens were tarried over from yesterday
and dealers report that they will be
compelled to lower their quotations
to 19c In order to clean up.
Not only is the chicken market de
pressed at the moment but the weak
ness is showing In other lines. While
only a few dressed turkeys have como
forward during the past 4 8 hours, re
ceivers have not been able to move
them. They ore today asking 25
26c for good stock but buyers want
supplies for less.

geese and ducks are coming forward
and trade in these lines is nominal.
Eastern poultry Is generally con
sidered the depressing feature of the
trade here at present. Supplies of
storage stock are brought forward and
find a ready demand from the cheap

terday afternoon, aged 69 years. A
few months age he disposed of his

vived by Mrs. Hamilton and three

mcl, 27 years old and an employe at
the Columbia quarries, six miles east
of Vancouver, fell 35 feet from a
trustle on which he wag at work at
3 o'clock yesterday afternoon and was
dead when picked up by fellow work
men. Whether he accidentally fell
and was killed, or was stricken with
death before falling, will probably
never be known.

Preacher Takes Charge of Paper.
Salem, Ore. The Rev; O. A. Still
man, of this city, has taken charge of
the management of Lend a Hand, a
monthly publication that is published
at the State Penitentiary. Heretofore
the management of the paper has
been in charge of the inmates. Pub
lication and printing will bo by the
Inmates, but Mr. Stlllman hopes to
Increase the patronage to a great ex
tent so as to be beneficial to the in
terests of the convicts.

the City Surveyor shall file such plans
and specifications and estimates In
the office of the Recorder of The City
of Pendleton. If the Council shall
find such plans, specifications and es
timates to be satisfactory, it shall ap
prove the same and shall determine
the boundaries of the district bene
fited and to be assessed for such im
provement and the action of the
Council in the creation of such an
assessment district shall be final and
conclusive. Tho Council shall by
resolution declare its purpose of mak
lng such improvement, describing the
same and including such engineer's
estimates of tho probable total cost
thereof, and also defining the boun
daries of the assessment district to
be benefited and assessed therefor.
The action of the Council in declaring
its intention to Improve any street or
streets or any part or parts thereof,
directing the publication of notice
thereof, approving and adopting the
plans and specifications and esti
mates of the City Surveyor, and de
termlnlng the district benefited and
to be assessed therefor, may all be
done in one and the same act.
(3) The resolution of the Council
declaring its purpose to Improve the
street shall be published for a period
shall also be published therewith
notice that the Surveyor's estimate of
the proportion of the cost of said
work to be charged against each lot,
part of Jot and parcel of land Is on
file In the office of the City Record
er, and a copy of such resolution, to
gether with the report of the Sur
veyor, showing the probable percent
age of benefit to be assessed against
each lot, part of lot and parcel of
land within such district, shall be
kept of record In the office of the
City Recorder.
(4) Within ten days from the date
of the flm publication of the notice
required to be published In the pre
ceding section the owners of 80 per
cent or more In area of the property
within such assessment district may
make and file with the City Recorder
a written objection or remonstrance
against such proposed Improvement,
and such objection or remonstrance
shall be a bar to any further proceed
ing In the making of such improve
ment for a period of six months, un
less the owners of one-half or more
of the property affected as aforesaid
hall subsequently petition therefor.
(5) If no such objection or re-
monBtranes be made or filed with the
Recorder within the time designated,
the Council shall be deemed to have
acquired Jurisdiction to order the Im
provements to be made, and the
Council may thereafter by ordinance
provide for making such Improve
ment, which shall conform In all par-
Iculars to the plans and specifica
tions previously adopted.
(6) When the improvement of
any street Is ordered the Recorder,
upon instruction from the Common
Council, shall Immediately invite pro
posals for making the same, In ac
cordance with ordinance provided,
which proposals shall be opened In
the presence of a majority of the
Common Council and the contract
awarded to the lowest responsible
bidder for either the whole of said
Improvement or such part thereof as
will not materially conflict with the
completion of tho remainder thereof.
Tho Common Council shall have the
right to reject any or all proposals
received. If all proposals shall be
rejected tho Common Council shall
have power by resolution duly adopt
ed, to order that BUch Improvement,
or any portion thereof, may be made
under the direction of the Common
Council by purchasing the materials
and hiring the labor therefor. The
Common Council Bhall have the pow
er to provide for the proper Inspec
tion and supervision of all work done
under the provisions of this article,
and to do any other act to secure
tho faithful carrying out and tho com
pletton of all contracts, and the mak
lng of all Improvements in strict com
pliance with the ordinances and
specifications therefor, and shall have
power to direct that the cost of said
Improvements, or any portion there
of, shall be paid for by the City.
(7) Upon the signing of the con
tract, or upon the determination of
Improvement under its own supervi
sion by purchasing the material and
the Common Council to make said
of ten days in some newspaper to be
designated by the Council, and there
hiring the labor therefor, or as soon
thereafter aa Is reasonably conven
ient, the Common Council shall pro
ceed to apportion and assess the cost
of making such Improvement upon
the lots, parts of lots and parcels of
land within the assessment district, In
accordance with the special and pe
culiar benefits derived by each lot,
part of lot and parcel of land. No
I notice of such hearing and assess-
ment shall be necessary outer than
the notice required by subdivision I
of this section, and all objections or
exceptions to the Surveyor's estimates
of percentage or any application for
raising or lowering the same in any
particular shall be filed with the City
Recorder within fifteen days after
the first publication of such notice,
and at uch hearing- the Common
Council shall consider the said City
Surveyor's estimates of assessments
and all objections thereto, and shall
have the power at its discretion, and
without any further notice, to con
sider, ascertain and determine the
amount of trte special and peculiar
benefits accruing to each lot, part ot
lot or parcel of land within said as
sessment district by reason of such
improvement, and the amount appor
tioned by the City Surveyor to any
lot, part of lot or parcel of land shall
be so reduced or increased by the
Common Council that it shall be in
Just proportion to such benefits. But
in no case shall any such percentage
exceed such benefit. The amount of
such assessment against each lot,
part of lot and parcel of land shall
be declared by ordinance, and the Re
corder shall thereupon enter the sam
in the lien docket of The City of Pen
dleton, and the same shall thereafter
be known as the Recorder's Estimate
and Assessment. The contract price.

the cost of right of way and expenses
of condemning the land and a sum
not exceeding five per cent f the
contract price, or the surveyor's estl

cil of the city of Pendleton, held April
12, 1911, the following resolution was
adopted by the council, viz:
"Be It Resolved, By the common
council of the city of Pendleton that
it Is expedient to Improve and It is
hereby proposed to improve West
Court street in The City of Pendleton
from the west line of Star street to
the east line of Ash street, by con
structing sidewalks and cross walks
along the south side thereof, where
there are no sidewalks and cross
walks or where the sidewalks and
crosswalks are not constructed ac
cording to the city ordinances and up
on the established grade for such
sidewalks and cross walks, such Im
provements to be made in accordance
with the ordinances of The City of
Pendleton, the cost of making the
same to be a charge and lien upon the
lots, parts of lots and parcels of land
in front of which said improvement
shall be made, as provided by the
charter of The City of Pendleton, and
the owners of lots and parts of lots
fronting upon said streets where said
improvements shall be made shall be
liable for the payment of the portion
of such Improvements in front of
their respective lots, parts of lots and
parcels of land.
"And Be It Further Resolved, That
the recorder of The City of Pendle
ton shall cause a copy of this resolu
tion to be published In the East Ore
gonlan for a period of ten days" and
all persons interested will govern
themselves accordingly.
