bonds for the purpose of constructing
a gravity system of water works, to
supply the City and the Inhabitants
thereof and the inhabitants of terri
tory adjoining The City of Pendleton
or In the vicinity of such gravity sys
tem with water, and for such purpose
the said City Is hereby authorized to
Incur an indebtedness not to exceed
the sum of $200,000.00. The bonds
Issued pursuant to this section shall
be known aa Water Bonds, Series C

ed, lithographed or engraved thereon,

said Sinking Fund any of such bonds
as can at any time be o purchased.

made from said sinking fund except

amount of such loan shall not exceed
one-half of the value of the security
taken therefor.

Section 4. The term "Improve"
and "Improvement," as used In this
Act in reference to streets, shall be
construed to Include all grading or
rcgradlng, paving or repaving, macad
amizing or remacadamlzlng, gravel
ing or regravellng, and all manner of
bridge-work nnd roadway improve
ment or repair nnd all manner of
constructing sidewalks crosswalks,
sewers, gutters and curbs within any
of the streets in The City of Pendle
ton, or any part of any such street,
and such Improvements may be made
In tho following manner:
(1) The Council, whenover it may
deem It expedient, is hereby author
ized and empowered to order the
wholo or any part of the streets of
tho city to be Improved, to determine
the chnracter, kind and extent of such
improvement, to levy and collect an
assessment upon all lots and parcels
of land specially benefited by such
Improvement, to defray the whole or
any portion of the cost and expense
thereof, and to determine what lands
are specially benefited by such Im
provement and the amount to which
each parcel or tract of land Is bene
fited. (2) Whenever the Council shall
deem It expedient or necessary to Im
prove any street or streets or any
part or parts thereof, within The
City ot Pendleton, It shall require
from the City Surveyor plans and
specifications for an appropriate Im
provement and estimates of the work
to be dmo and the. probable coat
thereof, togethor with a statement of
the lots, parts of lots and parcels of
land to be benefited by such pro
posed Improvement, and the percent
age of the total cost of Improvement
which each of such lota, parts of lots
