Potato market is .up another dime
locally as well as elsewhere in the Pa
cific northwest.
As high as $1.75 is being offered
and paid at country shipping points
for best offerings of Oregon stock
while ordinary local growth is finding
an excellent demand at $1.60 or with
in a fraction of that price.
Additional supplies of Idaho pota
toes are being purchased for south
ern account by local brokers. Trad
ing is principally in the vicinity of
Idaho Falls and Boise. The stock

rurals and pearls and latest ship
ments are said to show quite good
quality, in fact one local broker re
ceived a telegraphic advice from the
south this morning stating that the
last shipment from Idaho was so good
that a further lot was ordered.
Idaho potatoes cost from $1.60 to
$1.65 per cental to land here and
therefore with supplies quite fair the
trade Is going in that direction. Pur
chases are hard to make at local coun
try points at any price. Potatoes are
higher in San Francisco and Seattle.
Prices along the coast per cental to
day1: Portland, $2; Seattle, $2.25;
'San Francisco, $2.26.

SUBMARINES MAY I1E SENT
ACHOSS THE BIO POXD
Washington. 'The largest and most
formidable submarine ever construct
ed for the government will be given a
trial trln soon, if the craft proves a
success it will have a large bearing on
the future of the navy, will tend to
Increase the importance of sub-surface
war vessels, and at the same time to
lessen the Importance of the great
battleship. The experiment will be
watched with the keenest interest in
navy circles.
The submarine is the Seal, now be
lng constructed by the Lake Torpedo
Boat Company. On February 9th the
vessel was launched. If her trial trip
shows that she can accomplish what
the Inventor, Captain Simon Lake,
maintains the government will accept
her and will pay the contract price.
It Is the intention to cruise to New
York with the boat on her trial trip
and then to Bridgeport. Later it is
expected the strange crafe will be sent
across the Atlantic.
Its length is 161 feet and its dis
placement about 635 tons. The gov
ernment contract calls for fourteen
knots speed, but It Is expected to make
sixteen. This la when the submarine
is traveling on the surface. The sub
merged speed called for by tho con
tract Is nine and a half knots.
It is designed to travel alone. The
armament consists of six torpedo
tubes and room aboard Is provided for
ten torpedoes. The crew will consist
of about twenty-one members. Lieu
tenant Kenneth Whiting of the navy
I now In command.
As with other submarines, the Seal
can travel on the surface, or parti
ally submerged, or completely sub
merged. In theory there Is nothing
to prevent It from traveling for many
miles under the surface, entering
harbor unobserved, poking about be
lew water until It finds the hull of a
battleship within easy reach, and then
blowing It out of the water with
torpedo. If the Seal can travel as its
Inventor expects there is nothing to
prevent it going along as an auxiliary
with a fleet of battleships and In an
engagement sneaking quietly under
the surface Into the very midst of th
fleet of the enemy. In fact, if the
Seal bears out all the representations
made concerning It, It Is easy to see
that nnval warfare will be to a large
extent revolutionized.
Among the features of the new sub
marine or hydroplanes. These corre
spond to the planes of an aeroplane.
They are designed for the purpose of
steadying the boat and holding it even
when under the water. Another fea
ture is the drop keel, which weighs
several tons, and can be released In
case of an accident, thus adding to the
buoyance of the vessel. On the bot
tom of th boat are wheels, calculat
ed to protect the bottom when the
vessel drops down to the bed of the
ocean. Various other features are
important In the construction of this
type of submarine.
Enough storage air Is provided for
forty-eight hours under water. The
vessel Is provided with powerful gaso
line engines, which propel her when
running at the surface. But under the
water the power Is furnished by stor
age batteries.

from such proposed Improvement, and
the City Surveyor shall file such plans
and specifications and estimates In
the office of the Recorder of The City
of Pendleton. If the Council shall
find such plans, specifications and es
timates to be satisfactory, It shall ap
prove the same and shall determine
the boundaries of the district bene
fited and to be assessed for such im
provement and the action of the
Council in the creation of such an
assessment district shall be final and
conclusive. The Council shall by
resolution declare Its purpose of mak
ing such Improvement, describing the
same and Including such engineer's
estimates of the probable total cost
thereof, and also defining the boun
daries of the assessment district to
be benefited and assessed therefor.
The action of tho Council in declaring
Its Intention to Improve any street or
streets or any part or parts thereof,
directing the publication of notice
thereof, approving and adopting the
plans and specifications and esti
mates of the City Surveyor, and de
termining the district benefited and
to be assessed therefor, may all be
done In one and the aame act.
(S) The resolution of the Council
declaring its purpose to improve the
street shall be published for a period
of ten days In soma newspaper to be j
designated by the Council, and there
shall alao be published therewith a
notice that the Surveyor! estimate of
the proportion pf the coat of said
work to be charged against each lot,
part of lot and parcel of land is on
file in the office of the City Record
er, and a copy of such resolution, to
gether with the report of the Sur
veyor, showing the probable percent
age of benefit to be assessed against
each lot, part of lot and parcel of
land within such district, shall be
kept of record in the office of the
City Recorder.
(4) Within ten days from the date
of the first publication of the notice
required to be published in the pre
ceding section, the owners of 80 per
cent or more in area of the property
within such assessment district may
make and file with the City Recorder
written objection or remonstrance
against such proposed Improvement,
and such objection or remonstrance
Bhall be a bar to any further proceed
ing In the making of such improve
ment for a period of six months, un
less the owners of one-half or more
of the property affected as aforesaid
shall subsequently petition therefor.
(5) If no such objection or re
monstrance be made or filed with the
Recorder within the time designated,
the Council shall be deemed to have
acquired Jurisdiction to order the im
provements to be made, and the
Council may thereafter by ordinance
provide for making such improve
ment, which shall conform In all par
ticulars to the plans and specifica
tions previously adopted.
(6) When the Improvement or
any street is ordered the Recorder,
upon Instruction from the Common
Council, shall Immediately invite pro
posals for making the same, In ac
cordance with ordinance provided,
which proposals rha:i bo opened in
the presence of a mnjTlty of the
Common Council -nii the contract
awarded to the lowest responsible
bidder either the whole of said
Improve. Ktiu or -Tt thereof aa
will not ,. "fiict with the
completion ui ine remainder thereof.
The Common Council shall have the
right to reject any or all proposals
received. If all proposals shall be
rejected the Common Council shall
have power by resolution duly adopt
ed. to order that such Improvement,
or any portion thereof, may be made
under the direction of the Common
Council by purchasing the materials
and hiring the labor therefor. The
Common Council shall have the pow
er to provide for the proper lnspec
tion and supervision of all work done
under the provisions of this article
and to do any other act to secure
the faithful carrying out and the com
pletkm of all contracts, and the mak
lng of all improvements in strict com'
pllance with the ordinances and
specifications therefor, and shall have
power to direct that the cost of said
Improvements, or any portion there
f, shall be paid for by the City.
(7) Upon the signing of the con
tract, or upon the determination of
improvement under its own supervl
sion by purchasing the material and
the Common Council to make said
hiring the labor therefor, or as soon
thereafter as Is reasonably conven
lent, the Common Council shall pro
Ceed to apportion and assess the cost
of making such improvement upon
the lots, parts of lots and parcels of
land within the assessment district, In
accordance with the special and pe
cullar benefits derived by each lot.

amount of the special and peculiar
benefits accruing to each lot, part ot
lot or parcel of land within said as
sessment district by reason of such
Improvement, and the amount appor
tioned by the City Surveyor to any
lot, part of lot or parcel of land shall
be so reduced or Increased by the
Common Council that It shall be In
Just proportion to such benefits. But
in no case shall any such percentage
exceed such benefit. The amount of
such assessment against each lot,
part of lot and parcel of land shall
be declared by ordinance, and the Re
corder shall thereupon enter the sama
In the Hen docket of The City of Pen
dleton, and the same shall thereafter
be known as the Recorder's Estimate
and Assessment. The contract price,
based upon the estimate of the' City
Surveyor, or If there be no contract,
the estimates of the City Surveyor,
the cost of right of way and expenses
of condemning the land and a sum
not exceeding five per cent f the
contract price, or the surveyor's est!
mate as the cost of advertising, engi
neerlng and superintendence shall be
deemed to be the cost of every Im
provement.

to order of the Common Council, the
first publication hereof being made
April 3, 1911.
