Section 4. The City of Pendleton
shall have power and is authorized to
Issue, sell and dispose of negotiable
bonds for the purpose of constructing
a gravity system of water works, to
supply the City and the inhabitants
thereof and the Inhabitants of terri
tory adjoining The City of Pendleton
or In the vicinity of such gravity sys
tem with water, and for such purpose
the said City is hereby authorized to
incur an indebtedness not to exceed
the sum of 1200,000.00. The bonds
inftued pursuant to this section shall
be known as Water Bonds, Series C,
hall have those words written, print
ed, lithographed or engraved ther,eon,
such bonds shall be numbered con
secutively, commencing with No. 1
and if the whole amount of bonds au

follows:
Section 4. The term "Improve"
and "Improvement," as used In this
Act in reference to streets, shall be
construed to Include all grading or
regradlng, paving or repavlng, macad
amizing or remacadamlztng, gravel
ing or regravellng, and all manner of
bridge-work and roadway improve
ment or repair and all manner of
constructing sidewalks crosswalks,
sewers, gutters and curbs within any
of the streets in The City of Pendle
ton, or any part of any such street
and such Improvements may be made
In the following manner:
(1) The Council, whenever it may
deem it expedient, is hereby author
ized and empowered to order the
whole or any part of the streets of
the city to be Improved, to determine
the character, kind and extent of such
improvement, to levy and collect an
assessment upon all lota and parcel
of land specially benefited by such
Improvement, to defray the whole or
any portion of the cost and expense
thereof, and to determine what landa
are specially benefited by such Im
provement and the amount to which
each parcel or tract of land is bene
fited. (2) Whenever the Council shall
deem It expedient or necessary to Im
prove any street or streets or any
part or parts thereof, within The
City of Pendleton, It shall require
from the City Surveyor plans and
specifications for an appropriate im
provement and estimates of the work
to be done and the probable cost
thereof, together with a statement of
the lots, parts of lota and parcela of
land to be benefited by auch pro
posed Improvement, and the percent
age of the total cost of Improvement
wnich each of such lota, part of lot
