Section 4. The City of Pendleton
shall have power and Is authorized to
issue, sell and dispose of negotiable
bonds for the purpose of constructing
a gravity system of water works, to
supply the City and the Inhabitants
thereof and the Inhabitants of terri
tory adjoining The City of Pendleton
or In the vicinity of such gravity sys
tem with water, and for such purpose
the said City Is hereby authorized to
Incur an Indebtedness not to exceed
the sum of $200,000.00. The bonds
Issued pursuant to this section shall
be known as Water Bonds, Series C,
shall have those words written, print
ed, lithographed or engraved thereon,
such bonds shall be numbered con
secutively, commencing with No. 1
and If the whole amount of bonds au
thorised by this section shall not be
tamed at the same time, any subse
quent Issue shall be numbered com

Section 4. The term "Improve"
and "Improvement," ns used in this
Act In reference to streets, shall be
construed to include all grading or
regradlng, paving or repaying, macad
amizing or remacadamlzlng, gravel
ing or regravellng, and all manner of
bridge-work nnd roadway Improve
ment or repair and all manner of
constructing sidewalks crosswalks,
sewers, gutters and curbs within anv
of the streets In The City of Pendle
ton, or any part of any such street.
and such improvements may be mads
in tne following manner:
(1) The Council, whenever It mav
doom It expedient, is horeby author
ized and empowered to order the
wholo or any part of the streets of
tho city to be Improved, to determine
the character, kind and extent of such
Improvement, to levy and collect an
assessment upon all lots and parcels
of land specially benefited by such
mprovement, to defray the whole or
any portion of tho cost and expense
tnereor, and to determine what lands
are specially benefited by such Im
provement and the amount to which.
each parcel or tract of land Is bene
fited. (2) Whenever tho Council ahull
deem It expedient or necessary to Im
prove any street or streets or any
part or parts thereof, within Th
City of Pendleton, It shall require

thereof, together with a statement of
the lots, parts of lots and parcels of
land to be benefited by such pro
