Speculators are Bidding wheat high
er. For club they are freely offering
84c and 87c for bluestem, basis track
delivery Portland.
Wheat has been purchased at both
of these figures and those who bought
say that they are willing to take
more. Local millers say there Is
neither business In wheat nor export
flour. They are neither offering nor
selling.
Exporters are out of the market en
tirely except for the accounts of coast
millers. For these their operations
are limited at the present time owing
to the desire of holders to get more
money. The actual state of the flour
market will not admit of this and the
only ones who can meet the views of
sellers are speculators.
Course grains continue to show In
creasing strength but prices are sta
tionary. Hay is quiet.
Water Will Como High.
The United States government is
after manufacturers of creamery but
ter who persist in adding some low
priced water to high priced cream
and weighing the total as butter.
The Internal revenue department
hus served notice that no excuses of
creumerymen regarding the way the
surplus of water is held in the butter
will be accepted.
There is a fine of 10c per pound on
ali butter that contains more than 16
per cent moisture and in addition to
this the government proposes to
charge the manufacturers a tax of
1600 a year as manufacturers of adul
terated butter.
The government has not only de
cided to punish creamery men who
continually violate the law regurdtng
excessive moisture in butter but deal
ers who handle the product will find
themselves up against the strong arm
of the law if they fail to pay an extra
tax of $480 to handle such adulterat
ed stock.
While the ruling of the government
applies only to butter that Is sold In
terstate, an effort is being made to
.have all tho states along the Pacific
coasts pass the same measure.

Hjovlng. "Lambing has started in the Shan
iko section," he says, "and the weath
er is fairly favorable. Grass, how
ever, is short for lambing.
"Stock conditions are fair. Range
cattle are rather thin, owing to the
long winter condition and the contin
uation of frosty nights. What green
grass there was has not done thn cat
tle much good. The warm days of
the past week have started the growth
and cattle will soon begin to pick
up.
"There Is only a nominal amount
of hay to carry over until next sea
son; most of the holding having; al
ready been consumed."
Livestock Market Quiet.
On account of the opening of a
show at the stockyards, there was
rather a quiet tone in the livestock
market this morninfg. Receipts of
cattle continue heavy, but the trade
seems to be catching its breath and
fancy quality is again finding a fair
demand from packers with recent

mittee of the Common Council of the
City of Pendleton at the office of the
City Recorder in the City Hall build
ing until March 28th, 1911, at 7:30
o'clock P. It. for sprinkling the streets
of the city of Pendleton for the sea
son of 1911, the districts to be sprinkl
ed are as follows, viz:
District No. 1.
All streets on the north side of the
Umatilla river.
District No. S.
All streets on the south side of the
Umatilla River, west of the east line
of Main street, and north of the south
line of Webb street.
Diatriat No. S.
All streets lying east of a line be
ginning at the Intersection of the east
line of Main street with the Umatilla
river, thence following the east line
of Main street to the south line of
Webb street, thence following the
south line of Webb street east to the
west line of Vincent street, thence fol
lowing the west line of Vincent street
cast to the north line of Bluff street,
thence following the north line of
Bluff street east, to the termination
thereof, thence southerly to the City
limits.
District No. 4.
All streets south of the south line
of Webb street, and west of the west
line of Vincent street
The City to furnish sprinklers, wa
gons and water, and the contractor to
furnish horses, harness and driver,
and to put up and take down all stand
pipes etc.; separate proposals will be
received for each district, and no con
tract will be awarded to any one bid
der for more than one district, the
hours of sprinkling to be In accord
ance with the orders of the Street
Committee, all bids shall specify tha
price per team and man per day of
10 hours, time when teams are not
engaged in sprinkling to be deducted.
The city reserves the right to reject
any and all bids.

Common Council of the City of Pen
dleton will receive bids for the con
struction of a steel bridge across the
Umatilla river on Main Street, In the
City of Pendleton, Umatilla County,
Oregon, at the City Recorders office
In the City of Pendleton, until March
29th, 1911, at E o'clock P. M. Said
Bridge to be of the material, and con
structed In accordance with the tenta
tive Plans and Specifications therefor
prepared by. and now on file In the
office of the City Surveyor of the City
or Pendleton. Each bidder to furnish
his own plans, and each bid must be
accompanied by a Certified Check in
the sum of 6 per cent of the amount
of the bid. Payable to the order
of the Mayor of the City of Pendleton.
Such bridge to be placed In such po
sition across the Umatilla river as di
rected by the Common Council. The
Common Council reserves the right to
reject any and all bids.
