Notice is hereby given, that the
Common Council of the City of Pen
dleton on July IS, 1910, adopted plans
end specifications for the construc
tion of a sewer system in the City of
Tendleton and proposes to construct
said sewer system in accordance with
such plans and specifications, and
proposals are hereby Invited for fur
nishing the material therefor and the
construction thereof, bids to specif;
the price for which said Improvement
will be completed, and to be Itemized
on blanks to be furnished by the City
Recorder, to embrace the following
items:
For furnishing all material and all
labor to complete sewer, as per plans
an.1 specifications.
For furnishing all pipes to be used
upon said work, F. O. B. Pendleton.
For furnishing all material except
pipe and all labor to complete sewer,
as per plans and specifications.
Which bids shall be accompanied
by a certified check for five per cent
of the amount bid, payable to . the
Mayor of the City of Pendleton, and
the Common Council . reserves the
right to reject any and all bids; all
bids to be filed with the Recorder of
the City of Pendleton on or before
the 27th day of July, 1910.

cords of red fir wood cut from green
timber to be delivered at the Court
house yard on or before Nov. 1st,

Clerk on or before 10 o'clock August
4th, 1910. Bids must be accompanied
by a check of five per cent of the
amount of bid.
The county court reserves the right
to reject any or all bids.

Herm'ston, Or., July 20. Saturday
night a banquet was given in honor
of the members of the Hermlston
baseball team by Manager McXaught.
Those present included all players
who have played In the games so far
this season. President F. A. Phelps
of the Irrigation league, umpires and
other officials connected with the
team, including Editor Reeves of the
Herald. A sumptuous repast was
served and followed by speeches by
many of those present.
H. Guy Andrews, Hermlston's pop
ular catcher, left for "Wasco a few
days ago, where he is planning to en
ter the real estate field. Mr. An
drews was one of the most popular
catchers in the Irrigation league and
deserves much credit , for helping the
Hermlston team win the pennant.
Charles Hoi man yesterday became
the owner of 20 acres of land in sec
tion 34. Mr. Holman has been In the
country for quite a long time and
like a great many of the old timers,
felt a little skeptical about the future
of western Umatilla county, but has
at last been convinced that he Was
wrong, and to show his change of
heart has taken 20 acres under the
ditch near Hermlston.
Lee Clark arrived yesterday from
Casselton, North Dakota, with sever
al of his friends to look over the Her
mlston country with a view of locat
ing here permanently.
A. P. Davis, one of the well known
reclamation officials is spending sev
eral days here. Mr. Davis always has
a good word to say for tne Umatilla
project wherever he goes.

Spokane, Wash. Carrying out a
plan to stock the lakes and rivers in
the district with fish, as outlined in
these dispatches several weeks ago,
Rev. Dr. William J. Hindley, chair
man of a special committee of the
Spokane chamber of commerce, has
sent a letter to the commissioner of
the United States fish department, re
questing him to send a representa
tive to this country with a view to
making a thorough investigation of
conditions. Dr. Hindley says in his
letter that it is desired to make fish
culture a commercial success in the
Inland Empire, as well as provide the
people with the pleasure Incidental
to fishing, adding: "We need advice.
We have plenty nf money forthcom
ing to put into effect any broad plan
that can be evolved. We believe we
have lake and stream districts un
equalled In the United States for the
propagation of fresh water food fish
es. We therefore ask for a . repre
sentative, fully versed In such mat
ters, to make a study of our waters
and the proper fish to be planted."

geles took a hard fought 13-!nning
game from Oakland yesterday, a cost
ly error in the 13th giving the Angels
their winning run. In that inning
with a man on third and two down,
Howard hit Wolverton, who fumbled
the ball and the runner on me home.
Moser pitched a splendid game for
the Oaks. Castleton, who opened for
the Angels, twirled a fa'r article of
ball for several ifinings, then lost
control and was relieved by Tozer In
the eighth. The latter was in excel

F. Q. Mackereth asked ' the ques-1
tlon: "Do school children drink al
cohol?" and, answering his own
query In the affirmative, gave results
of investigations which he had made
on the subject.
In one school alone, he said, it was
found that 40 per cent of the chil
dren drank alcohol regularly. If the
same proportion obtained all round
there must be some 300,000 chlld
drlnkers In London (probably In all
the large towns and districts there
must be some 2,000,000) who drink
alcohol.
"Of all the countries In Europe
only Norway and Sweden seemed to
be free from the practice, and start
ling figures came from all over the
world, the proportion In New Tork
being, it was stated, 58 per cent.
"In one hospital In New York
Bellevue, Inquiries showed that, of
the 259 patients, four began to drink
alcohol before the age of 6, thirteen
between 6 and 12, sixty between. 12
and 16, and 102 between 16 and 21
two-thirds of them under the age of
21. He was convinced that a large
number of inebriates were so as the
result of taking alcohol early In life.

Berlin's Seaport Canal.
