THE S PI KIT OF THE FAIR.
When the district fair commis
sioners started upon the work of ar
ranging for the fair that will open
mxt Monday, they said:
"We will make this fair the best
that we have ever had. If some peo
ple leave town because of prohibi
tion that Is only an additional reason
for making the fair better."
This is the spirit in which the ar
rangements for the fair have been
n:ade. Though Pendleton Itself
voted against prohibition her busi
ness men are not grouchy because
the movement carried. Instead, they
accepted the verdict of the county
with good grace and at once set to
work to adapt themselves to the
changed conditions.
In preparing for the fair this fall
the commissioners made their plans
on broader and better lines than in
the past. The pavilion has V.c.
greatly enlarged and beautified. V :
exhibits are being secured an 1 :'-e
test possible, program has been ar
ranged. If the fair does not make a
hi: this year it will not be because
th- management has left anything
undone.
In view of the excellent spirit
shown by the commissioners the dis
trict fair Is entitled to the hearty
support of the people of Umatilla and
Morrow counties. The East Oregon
Ian hopes, that next week the fair
p;,vilion will be crowded as It ha3
never been before. It believes it will
be.
A PROGRESSIVE STEP.
If the statements of eminent phy
sicians and bacteriologist are cor
red. then the Pendleton city author- j
Hies are riant in taking up the sub
ject of protecting the city's milk sup
ply. In an able article before the East--rn
I'rcgon Medical society at its re
cent meeting, Dr. Ralph C. M.itson,
bacteriologist of the statu board of
health, made the following state
ment: 'There can be no doubt that In a
certain number of rases the tubercu
losis occurring in the human subject,
especially of children, is the result
of the introduction Into the human
body of the bacillus of bovine tu
berculosis; and there also can be no
doubt that In the majority, at least,
of these cases, the bacillus Is Intro
duced through cow's milk eontulnins
bovine tubercle bacilli, Is clearly a
cause of tuberculosis and of fatal tu
berculosis In man.
"Of 60 cases of human mbcrculo
sl'i investigated, 14 wire pure bovine.
If Im-tead of taking (ill these CO cases
they confined themselves to cases of
tuberculosis In which the bacilli- were
apparently introduced by way of all
iTIentary canal, the proportion be
longs very much larger, being 28.
Uf nine cases of tuberculosis of the
cervical glands that were studied,
three were bovine. These facts Indi
cate a very large proportion of tu
berculosis Is due to bacilli of bovine
source."
This being the case surely every ef
frrt should be made to lessen the
danger of contamination. It Is gen
erally conceded that' cities can han
dle the oubject most effectively, for
under their police powers, munici
palities may say exactly what pre-
cautions dairymen must take. I'en

classes himself as an Oregonlan the
Portland papers seem to .consider
themselves Justified in talking plain
ly to him. In a pointed editorial last
evening one of them said:
Harriman's eastern gateway to Or
egon Is Green River. Wyo. It Is there
the passenger westward bound starts
for Oregon In the Pacific northwest
rather than continue on to Califor
nia. I'p to that point he finds him
'self treated with superior consider
ation. He has first-class accommo
lions, fine service and a dining car

on the Harriman system. Should he
be bound In this direction he finds at
Green River that he is a horse of
quite another color from that which
he believed himself to be on the way
from the east. Immediately the ac
commodations sink to a lower grade,
from two to several notches; the
dining car becomes a delusion and a
snare to ultimately degenerate into a
buffet.
What nobody seems able to under
stand Is why this slight should be put
upon Oregon, which so liberally pat
ronizes the Harriman system an 1

A tramp passing through the wait
ing room of the Northwestern depot
at Milwaukee, spied a small enameled
pin lying on the floor. He picked It
up, looked It over in a cereless way,
and pinned it on the lapel of his coat.
The same tramp, a few months later,
was hit and knocked into unconscious
ness by a switch engine in the freight
yards, Just outside the depot. The
trainmen picked him up and telephon
ed to police headquarters for an am
bulance. "What did you say his name was?"
came over the telephone from tho

"Don't know. The man is uncon
scious," replied the switchman.
. "Any papers on him by which you
can identify him'." asked the sergeant.

switchman,

ment the desk sergeant was greatly

earnings and incomes of certain
classes of the French people in Pails,
as recently published by M. Andre
liefever. the president of the Paris
municipal council. The consul writes:
The annual Income of the average
Paris household Is placed at about
$730. In the fashionable, quarter of
the Champs Klysees. the annual aver
age household revenue Is said to be
about $5Gip0; In the near by Farbourg
Saint Honore. $3700; while In the Ma
deline district It falls to J3r.no.
As to the Incomes of certain pro
fessional men In France, it was ascer
tained that out of the 2000 advocates
practicing at the Paris bar only about

The number of physicians practicing
In Paris Is placed at JlTiOn, but only
about one-half (12011) of these make
more than $1600 a year. Dentists do
