Roosevelt in his final annual message
to congress probably will recom
mend an increase in the numerical
strength of the army to at least 100,
000 men. At present the army Is on
a footing of 60,000 men, the number
provided for in time of peace.
To the general staff it has become
evident in the last two years that
60,000 men are too few properly to
garrison poms at wnich it is neces
sary to maintain an army force. These
posts include the garrisons In the in
sular possessions of America. The
law provides that the army may be
Increased to 100,000 in time of need.
This provision in the opinion of mili
tary experts, is likely to prove a se
rious handicap t othe army if abso
lute necessity should arise for a larg
er force.
It is pointed out that the recruiting-
of the army from 60,000 to 100,
000 men would bring into the service
an addition of approximately two in
cxperioneed men to every three ex
perienced soldiers The injection of
so considerable a force of raw re
cruits, It is said by military officials,
would detract seriously from the ef
ficiency of the army.
Need Men for Pearl Harbor.
It is also pointed out that a con
siderable force will be required to
garison the . fortifications at Pearl
liartjor in the Hawaiian Islands. An
Immense amount of money Is to be
expended in the erection of these for
tifications and It Is the opinion of
army officials that a garrison of at
least 2000 men will have to be main
tained there in order to protect the

conference, rules adopted at Walla
Walla last fall. Should all prove loy
al to their pledge It will mean that
valuable athletes from at least five
of the six colleges must be disbarred
from further competition on the
grounds of professionalism.
So far as Is known locally, there
are offenders from Whitman, Idaho,
Washington state, Oregon Agricultur
al and Oregon university. Whitman,
the originator of the conference Idea,
has already declared that three of her
crack athletes, Including the captain
of her football team, must go. This
will be a hard blow to the mission
aries, and one from which the team
may not recover.
Oregon Collegians Offend.
The frankness of Whitman should
be extolled. It would be justice to
the northern colleges to try und cov
er up the delinquencies of the Ore
gon institutions. Both the state uni
versity and O. A. C, have athletes;
who have played summer professional
baseball.
Curtis Coleman, the fast 'varsity
end, disregarded the rules this sum
mer and played baseball with the Sa
lem team of the Trl-Clty league, a
semi - professional organization.
Whether or not he received any con-j
