Central Oregon, a beautiful and ten
der young maiden, is held captive by
a great Savage, Harrlman. The
oung Maiden, rich In beauty and at.
tractive charms, is struggling to be
free, making piteous appeals to her
captor for her liberty. Put the Big
Savage only smiles and holds her In
his iron embrace. She Is now his
propf r:y and he will not give her lib
erty a.- long as he can safely claim
her.
But ail about the retreat of the Big
Savag- "something is doing." A live
ly bunch of gallant young fellows are
striving to five the maiden, and it is
a'.most certain that they will In time
wrest her from the embrace of the
Creit Savage.
On every side the activities of the
rescuers may be seen. The progress
toward the far retreat of the Big
Savage may be slow at first, but with
in a V-rt time the Mai.l-n. Central
Oregon, will have been rescued from
her captor.
Every day's progress shows that
within a few years the rich territory
of Central Oregon is sure to be reach
ed by independent railroad lines and
then the rich booty now held by Har
riman will be taken from his grasp
and Central Oregon will be given her
liberty.
Ilarriman could hold the trade of
that vest rich district for all time to
come if he would only give the peo
ple ad'uate transportation facilities.
But if he does not do so. others will,
and before he is aware, one of his
most resourceful districts will have
slippe 1 from his grasp. Such a rich
territory as this will not long remain
unnrr npied.
MOW PIXCIIOT "GOT EVEN."
The forest service comes back
strong ;ig.iinst its critics in the house
and senate In a press bulletin Just is
sued and one that is backed up by
an opinion of the attorney general,
by the way.
At the last session of congress, the
lawmaker threatened to cut down the
appropriations for the service be
cause of the so-called "press agency"
which Chief Forester Pinchot had
been conducting In connection with
the forest work.
It was frequently charged thatj ths
service maintained a corp of expert
writers, former newspaper men, and
editors, who wrote nice little puffs,
advance notices, etc., telling what a
great organization the forest service,
was, what a pile of good It did the
public, what a great man Gifford
Pinchot was, and what rascals those
men were who opposed the forest pol
icy. To prevent this the lawmakers In.
eerted a "Joker" In the appropriation
bill, apparently shutting out the
"agency" completely.
But the foresters were resourceful.
They turned to Attorney General
Bonaparte, and now flourish In the
face of carping critics his official
opinion that the news bureau (they
call it the bureau of Information down
at the service) Is perfectly legiti
mate and rlglit.
Congress thought It had stopped all
the "press bulletin service'' of that
branch, but with the attorney goner
al's opinion, the forest service Is go
ing right on, Issuing a bulletin nearly
every day with all sorts of Informa
tion, from how to cut down a tree to
how much alcohol may lie extracted
from a pine wood chair.
Congress Is likely to become recon
ciled to the publicity work of the for
est service. Every branch of the gov
eminent has some sort of a press
agency for dissemination of Informa
tion the only trouble is that the
forest service has gone a step further
and organized the agency so well that
I Is now in the highest form of effi
ciency, so far as distribution of news
Is concerned.
PlKHiUESS IX MONTANA.
Montana Is the first state to take
x hint from the recent congress of
governors, and make a move to pro
serve her natural resources. It is a
tribute to her progressive spirit to
publish this fact.
Montana has been perhaps more,
greatly abused by the corporations
than any other western state. Her
mines have been cornered, her timber
wealth wasted, her coal taken from
the people by the corporations, her
ranges monopolized, her water
sources devastated and her natural
beauty mured by the selfishness of
big syndicates.
Now she hastens to rreserve the
runn.ints for posterity. It is fitting
that Montana should be the first to
begin to save her natural wealth for
posterity. Although she has yielded
billions to the greed of her mining
and land syndicates, yet she possesses
billions more to give in future. So
have all the western states.
A state commission has been ap
pointed to co-operate with the nation
al congress of governors recently or
sonized upon the suggestion of Tres
k'ent Roosevelt, for the preservation
of the natural resources of the nation.
When will Oregon take this stop?
Will she take it? Where is Governor
Chamberlain's state commission?

The last triumph of Fashion in
conceived punishment for her idola
trous devotees, is the feat of "plant
ing" new eyelashes into the eyelids.
Faris dispatch describes this excru
ciating performance as follows:
"Planting" eyelashes is the latest
terture which women endure for
beauty's sake. The operation, which
Is 'very delicate and painful.' Is thus
described in the Paris Health Jour
nal. "A long hair Is singled out of the
patient's head. A needle Is threaded
v. ith it and forced in and out of the
skin along the edge of the eyelid."

Campbell, the dry farm professor,
gives these suggestions for August:

moisture sucking winds. Have the
surface loose and the subsoil well
packed.
Don't let the soil In your stubble
field dry out. Keep a soil mulch for
protection.
After every rain go over the ground
and force the water down Into the
deep earth. You'll need it some timif
Remember In the month of August
that you are already getting ready for
next year's crop.
The disk Is one of the most useful
machines if It is used rightly, and
August Is the month to make most
excellent use of It.
The restlessness of humankind is
one of the most fascinating of studies.
When the struggling farmer on one
of the remote outsklrU of the county
feels that he can leave the farm he
moves to Helix, Pilot Rock, Echo or
elsewhere. For a few years he Is sat
isfied there until he grows more
wealthy when he moves to Pendleton.
Then when he grows more wealthy
and crave a larger sphere he moves
on to Portland. It Is a sort of per
petual motion of ambition.
Thinking of that city park which
Pendleton Is to enjoy at some remote
period In the future is one of the most
pleasant occupations of her ardent admirers.
INCREASING WATER
FLOW OF SNAKE RIVER.
The volume of the Snake river, th
great Irrigating urtnry of Idaho, has
been augmented through an engl
neerlng project that connects It with
the extreme northern portion of Fre
mont county. The following, from
the Idaho Falls Register, gives some
Interesting facts;
On Suudny morning the headgates
of the Henry's Lake reservoir were
opened and 2000 second feet of water
turned Into Snake river. This water
Is for the benefit of the Twin Fall
country and cannot be taken out
above there.
Stations have been located at va
rious points and the river guaged ami
all water masters have been Instruct
ed to arrange their headgites so that
no greater amount of water would
pass through them than has been
passing through under the present
stage of the river.
This L'OOO second feet means about
100,000 miners, inches and will make
a difference of about one foot In tha
river at this point. It Is expected It
will reach here sometime tonight or
tomorrow morning, it requiring about
six days for It to reach the Twin
Falls country.
Snake river is undoubtedly one of
the most peculiar streams In tiie
country. It was expected that the
water would be so low that it would
be nearly dry at the mouth of the
Plackfoot. It has usually been the
case at this season of the year, but it
was found that it was so deep It was
Impossible to locate a station there.
There are undoubtedly many sub
terranean channels throughout the
entire section of country and it Is be
lieved that in many places there are
sinks between Idaho Falls and Black
foot, where the water goes down and
comes out Into the river again be
tween Klackfoot and American Fali.v
The writer remembers that two
years ago there was plenty of water
at this point, while Just below Black
fooot a person could cross without
wetting their feet and at the same
time we crossed on a ferry 50 miles
below there It was at lear 400 feet
wide and two feet deep and no
streams of any consequence empty
ing into It between those points.
REVENUE FROM FAILS.
For the fiscal year that closed ot
the Si'th of June last, the report of
the commissioner of Internal revenue
shows a decrease in cash receipts
amounting to $ 1 7 . ft 3 S . 0 7 2 from the
riceipts of the previous year. The
total income from this source was
$;51.B5.!t.".0.
It is a matter of consuming inter
est during these times of vigorous
warfare upon Die favorite sins of
mankind to know the source of most
of the internal revenue income of tin
government, and this Is given in sep
arate items by the commissioner of
Irternal revenue in his annual report
for the last fiscal year. The taxes
collected were upon the following ar
