Milton, July 17. In the special
election which was held here yester
day on the question of bonding school
district No. 31 In the sum of 140,
000 for school buildings, in which the
people of Milton and Freewater had
a vote, the matter was turned down,
the total votes standing as follows
Milton, yes, 128; Milton, no, 163
Freewater. yes, 36; Freewater, no,
247. -.Total, yea, 12; no. 410. -
The election was for the purpose of
bonding the district in the above sum
In order that a 130,000 central school
building be erected where the old
frame school building now stands at
Milton, and that Freewater have
new 110,000 building.
It Is almost necessary that these
places bo provided with better school
facilities, but as the two towns can
come to no understanding as to what
Is best to do In the matter, It will
probably be some time before the dlf
flculty Is settled. Freewater objects
to Milton having the larger end more
expensive building.
A short time ago the people
of Freewater made an effort to
have the school dflctrlct divid
ed but this wus denied by the district
boundary board, the chief reason be
ing that the district was In. debt. The
matter of better schools In this sec
tlon of the county Is an' Important
one, and the people of both Milton
and Freewater are making a hard
fight. Each want new buildings, but
they can not agree that either have
the better one.
Inspecting Idaho Sheep.
An Inspection of all bucks and
sheep that had either foot rot or
scab last spring was commenced to
day by deputies In the various sheep
sections of the state In accordance
with an order Issued from the state
veterinarian's office, says the Boise
Capital News. Speaking of Idaho
sheep. Dr. Noble, state veterinarian,
said that generally they are In fine
condition, and that the Inspection
which was commenced today Is made
as a matter of precaution In pre
venting the devolopment or spread
of disease. Dr. Noble left for Poca
tello, where he will confer with two
of the deputy Inspectors, after which
he 111 attend a meeting of the state
livestock and sanitary board, which
will be held Saturday at that place.

Buchanan Coleman, a 4-year-old
boy, who lives with, his grandparents
on a ranch 12 miles west of Billings,
Mont., was bitten on the foot by a rat
tlesnake Monday and only the fact
tlut the poison was sucked from the
wound by the child's grandmother

ker City, will arrive here next Wed
nesday to take charge here.
Honor L. Wllhelm, editor of the
Coast magazine, which was devoted
to Umatilla county In the April num
ber, passed through the city last eve
ning on his way from Chicago to his
home In Seattle. He will attend the
Washington Press association meet
ing at Vancouver today on the way.
William Scott, who has been 111 for
several days at the home of his
daughter, Mrs. E. A. Mann, will leave
this evening, accompanied by Mrs.
Scott, for Wenaha springs for a few
weeks' outing. and rest. He Is much
improved today, although the has
been confined to his bed for several
days.

Like Near Beer.
The North Pacific Brewing com
pany of Astoria is sending out to the
various newspapers throughout the
northwest, presumably upon the sup
position that the editors are good
Judges of liquid refreshments, liberal
samples of a preparation that they
call "Maltona," made from "the Juice
of the malt and the extract of the
hops," says the La Grande Observer.
It Is a good deal like the so-called
"near beer," and the new one they
have in Pendleton called "far beer"
It looks like beer, smells like beer,
tastesllke beer, and it Is well. Judge
for yourself. The express car on
No. 6 this morning contained a large
quantity of this "Maltona."

City yesterday Pendleton won
from Baker by a score of 7 to
6. During the game three home
runs were made by Pendleton,
while Baker City scored two.

George Coleman, aged 30 years, of
Franklin, 111., was struck and killed
by a bolt of lightning during a storm
near Hamilton, Mont., Tuesday after
noon. Coleman had been employed
on the grade of the new Bitter Root
Valley Irrigation company's ditch and
had Just received his time check pre
paratory to leaving the vicinity.
TO RAISE FREIGHT RATES
Southern Railroad Officials Are
Holding a Conference.
Louisville, Ky., July 17. A con
erence of executive officials of south
ern railroads, operating south of the
Potomac and east of the Mississippi,
was called here today for the purpose
of discussing a proposed Increase In
freight rates on certain commodities.
It can be stated that no Increase
of cotton and lumber rates Is contem
plated. It Is highly probable, how
ever, that the rate on cottonseed oil
will be raised, as well as rates on otb
er commodities. It Is not likely that
rates on general merchandise will be
changed. It Is learned that the rail
roads will plead, among other things,
In Justification of any Increase of
rates that may be deemed expedient,
the necessity of overcoming rate re
ductlons recently effective notably
with reference to passenger traffic.
The claim Is made that the rail
roads have already gone the limit In
the matter of reducing their operating
expenses through curtailment of sal
aries In every branch where a . cut
could be made without inviting se
rious complications. Hence, the ques
tion now Is the raising of revenue suf
ficient to meet the absolute exigencies
of their properties.
Another justification for raising
certain rates will be the necessity of
meeting greatly Increased operating
expenses Incident to the handling of
this fall's business; and the fact that
In many instances salaries which were
reduced last spring will be restored
to their former basis. Notice of aa
increase of rates on packing house
and grain products August 1 has al
ready been given.
While rates on certain commodities,
notably cottonseed oil, will be raised,
as a result of the Louisville confer
ence, It is said that the general ques
tion of rate increase will be treated
very delicately, and no rate raised
that can be allowed to remain as now
fixed.

Only Slight Wheat Storage. "
Charles F. Van de Water, traveling
freight agent for the O. R. & N. com
pany, is In the city today after a tour
of the wheat 'belt and expresses I the
belief that the crop this year In Uma
tilla county will be but about 30 per
cent short of last year's crop. He has
visited every section where threshing
is in progress and finds that the
yields are far beyond the expectations
of the farmers themselves, who were
familiar with the crop conditions.
While the wheat Is not as high nor aa
thick on the ground as usual. In many
places the heads are well filled and
the quality of the grain Is excellent.
