NOW FOR XEW WATER SYSTEM.
The action of Mayor Murphy In ap
pointing: Judge James A. Fee to a
place on Pendleton's water commis
sion, assures a new gravity system of
city water for Pendleton. It la un
derstood that four of the five mem
bers of the commission are now heart
ily In favor of a gravity system and
that plans for such will be started at
once.
This Is a cause for rejoicing In
Pendleton, as the hoodoo of a short
water supply has hovered over the
city during the summer season for a
number of years. Every home owner
and everj" citizen Interested In the
welfare of the city will welcome the
decision of the commission to secure
a gravity water system from the
mountains with genuine delight.
Such a system will be the best asset
ot the town.
It is urged by friends of the gravity
system, and correctly, too, that a. debt
Incurred for a good system of city
water Is not a burden. The water
system will begin paying a profit from
the day It Is Installed and is the only
department of the city that Is abso
lutely Independent and self-supporting.
The commission will be Justified In
upending a quarter of a million dol
lars In bringing In a large supply of
water from the Blue mountains, as
this Indebtedness need not be counted
with the city's other bonded Indebted
ness. The water bonds will be paid
out of the proceeds of the water sys
tem and will not be a burden on the
taxable property of the city.
While the commission Is at work, It
will be Justified and should be en
couraged in securing a supply for a
city of twice or three times Pendle
ton's present population. The Initial
cost U the only cost and the benefits
derived from the fresh water supply
will offset th cost many fold.
This will be an excellent advertise
ment as well as a source of genuine
satisfaction to the residents of the
city.
WHAT UMATILLA XEEDS.
The election of United States sena
tor and the success of the political
parties In Oregon, are questions which
are dwarfed into Insignificance when
compared to the question of the ad
justment of the Oregon tax law, to
make it Just, equitable, permanent
and stable.
This question should now be en
gaging the most serious thought and
consideration of the Umatilla county
delegation to the legislature. Long
before the legislature meets the dele
gations from this and Morrow county
should hold a conference and discuss
this vital matter and agree on some
plan, some procedure, some policy to
te pursued In the coming session of
the legislature.
Umatilla county Is one of the few
growing counties in the state. Her
wealth in Irrigated lands, will multi
ply within the next few years and she
does not want an unjust, narrow, or
local tax law which may suit the
small, compact counties of the Wll
lamette valley, but which would be
disastrous to the development of this
county and burdensome upon her peo
ple. As Umatilla county Is one of the
throe counties in the stato most vital
ly affected by the Galloway decision
on the constitutionality of the stato
tax law. It is highly Important that
there should be some expression from
the united legislative delegation from
this county.
A legislator's duty Is not necessar
ily confined to the sessions of the
legislature, but he can be of service
to the people of the state between
sessions, when emergencies affecting
the vital Interests of the people arise,
and It seems that right now, while
this tax law Is being fought out In
the courts, Umatilla county should go
on record for some fixed plan, some
definite policy which the county needs
and which the delegation will follow
In the coming session of the legisla
ture. Such an expression would have
much to do with shaping the tax leg
Ulatlon of the legislative session,
and It Is better to outline a policy
btfore the legislature convenes, for
after it convenes there will be scores
o.' other questions to dlstruct the
members and confuse all their plans.
IS THE OREGOXIAX WRONG?
The Portland Oregonian says that
no good town Is dry and that no dry
tewn Is a good town. This is high
sounding fallacy. It is a pretty play
on words, but It does not bear inves
tigation. Recently the entire state of North
Carolina went dry and every big town
in the state excepting Wilmington
and Durham, two of the 10 big cities
In the state, voted dry within their
own precincts. Wilmington has a
population of 20,000 and Durham of
about 15,000.
Every other big town in the state,
Including Charlotte 20,000 population,
.shevllle 16,000, Greensboro 12,000,
Raleigh 16,000, Xewbern 13,000,
voted dry and 78 out of the 98 coun
ties In the state were carried com
pletely, towns and all, by the prohi
bitionists. Are none of these North Carolina
towns good towns? Are all these
people deluded In voting towns of
from 16,000 to 20,000 population dry?
As towns go In the south. North
Carolina has some excellent represen
tatives of southern towns. They are
not only bustling manufacturing and
lumbering cities, but they are home
ard school centers of the first class.
And the statistical reports show
that they are all growing. They have
adopted prohibition from an economic
standpoint and they will make a suc
cess of It, as will every other city In
the United States which conscien
tiously tries to get along without the
saloon.
THE HAY STATE OF THE WEST.
If the dreams of Portland capital
ists do not fall of fruition, Oregon Is
tc become the manufacturing center,
the Massachusetts of the Pacific coast,
the Bay State of the golden west.
Scores of streams falling down
their precipitous walls Into the Co
lumbia river can be utilized for pow
er purposes. They fortunately fall
into the' Columbia river, a stream
open to navigation for the products
of their mills, close beside a transcon
tinental line of railroad, giving their
products choice of rail or water trans
portation.
Every lover of Oregon hopes that
this dream comes true. Every Ore
gonian send9 a good wish to Portland
In her effort .to build up the state
and develop her magnificent resour
ces. The citizens of Medford, Ore., are
the first to test the new recall amend
ment to the constitution, since its
adoption on the first day of June.
Councilman John D. Olwell Is to be
recalled from his position on the city
council of Medford because he moved
from the ward In which he was elect
ed without the formality of resigning
from the council. The recall Is the
proper thing for refractory officials,
all right, and the people will always
have it up their sleeve for such emer
gencies. The Umatilla county booklet to be
Issued by Sunset Magazine will be a
high-class publication and will con
tain some entertaining reading mat
ter and some attractive Illustrations,
Judging from the quality of data and
photographs collected in Umatilla
county for this purpose. The people
of the county are anxiously awaiting
Its coming.
A Ronton county gardener has Just
been offered $15,000 for 18 acres of
earden land near Corvallis. And
Renton county a "dry" county and
Ccrvallls a "dry" town? Is it possible
that prohibition did not kill the coun-
try around Corvallis? What is all

mah county; F. J. Miller of Linn; A.
C. Marsters of Douglas, and R. R.
Butler of Gilliam. It Is estimated
that these candidates will be elected
by an average majority of 35.000 on
November 3.
It looks like setting the hawk to
protect the mouse's nest to place Sen
ator Aldrlch at the head of the United
States monetary commission. If he
is honestly Interested In securing fi
nancial legislation in the Interest of
the mass of the people he has never
shown It by his actions in congress.

STOCKMEN TO RAISE DEER.
The department of agriculture be
lieves that deer can be raised the
same as beef cattle, and Us experts
have set themselves to the task of
popularizing venison. A bulletin on
deer farming will, soon be Issued.
The idea is to have stockmen raise
deer Just the same as cattle, and the
experts declare that they are easily
raised and require but little care
while their meats command a high
figure. Surprise is expressed that
they should not have been raised on a
commercial scale long before this. In
many states there Is a law against
killing a deer, but It Is thought that If
farmers started to . raise them these
laws would be repealed.
Fire In Seattle.
FMro started In the basement of the
Hinckley building at Second and Co
lumbia streets, In Seattle, Monuay
evening, destroyed property valued
at .over $100,000. The largest loser is
H. Silver, whose Jewelry stock was
valued at $125,000. It was not insur
ed. The rest of the damage was cov
ered by Insurance.

Another pathetic tragedy of the

in the death of a recluse rancher at
the age of 60 years, in the loneliness
of his 'secluded cabin
