AX ASYLUM FOR PENDLETON.
Since the people adopted the
amendment to the constitution per
mitting the location of state Institu
tions away from the state capital, a
number of Willamette valley papers
have conceded to Pendleton a branch
Insane asylum, on strictly hygienic
grounds.
They say that perhaps half of the
unfortunate Inmates of the asylum at
the present time would recover .more
rapidly In another sort of climate
from that of the Willamette valley.
The higher, drier atmosphere of Uma
tilla county would mean life and
health to hundreds of those people.
, Aside from the hygienic standpoint,
the branch asylum located here, In
ths center of eastern Oregon would
save thousands of dollars In transpor
tation, it would make It easy of ac
cess for all eastern Oregon counties
and It seems that there should be no
valid objection to the location of such
an Institution here at the next ses
sion of the legislature.
THE FUTURE OFJIERMISTON.
All of the government officials who
spent last evening In Pendleton were
enthusiastically pleased with their
trip through Umatilla county and
eastern Oregon. They do not hesitate
to pronounce the Umatilla Irrigation
project one of the best, if not the very
best project now under construction
by the government.
There are several reasons for this.
Climate, soil, abundance of water,
railroad and river transportation fa
cilities, good markets and every other
feature which is necessary in making
a good country, are here.
They all look for the land under
that project to be high priced and ex
tremely rich and productive. They
expect to see one of the most beauti
ful and attractive settlements in the
west surrounding Hermlston.
Coming from these gentlemen who
are experienced and who have wide
knowledge of the various parts of the
country, and especially of the Irrigat
ed sections these statements are worth
millions to Umatilla county.
VOTED IXR MORALS, NOT PARTY
A large delegation of followers of
the prohibition party la expected to
assemble in Columbus, Ohio, next
Wednesday and Thursday for the pur
pose of adopting a platform and nam
ing candidates for president and vice
president to be voted for at the elec
tion next November.
It is hinted that the prohibitionists'
platform this time will not dwell to
any great length on any question other
than that of the liquor traffic, and it
I expected that there will be a great
wave of enthusiasm In evidence dur
it.g the convention over the success
of the temperance movement In the
United States of late.
Leaders of the party say it la now
in the ascendency in the aTfalrs that
have a bearing on national matters,
and they feel there is greater encour-
ngement than at any previous time.
But the prohibition party as a po
litical organization Is no stronger to
day than It has ever been. The pro
hibition sentiment which is on the In
crease throughout the country does
not signalize the growth of the pro
hibition party. It means that men In
all parties, creeds and isms are de
termined on having better moral con
ditions but they will vote for better
conditions through yielr old parties
and the prohibition wave has added
nothing to the prohibition party, as a
party.
Oregon is a strongly republican
state and yet It would have been car
ried by the prohibition scntimeni at
the recent election, had there been a
state vote. But it is almost certain
that the ectual prohibition party vote
will be but normal next fall.
The people are not building up a
new party hy voting for prohibition.
They will secure better moral condi
tions through their old parties which
will be forced to adopt prohibition
planks and enforce prohibition laws.
THE RECLAMATION LAW.
The decision of Secretary UarfleU
of the Interior department, that a
"settler" cannot live In a city 35 miles
away and farm a tract of land under
u. government Irrigation project ,1s
Just, although it will disappoint many
good and well meaning people in this
city and in other cities adjacent to
these projects.
The reclamation act is intended to
give actual settlers homes on the
public domain. It Is not Intended to
open the door to speculation in any
form and the decision. of the secretary-,
while It will deprive many people re
siding in cities of the right to hold
excellent irrigated land, Is yet just and
right and will be hailed with satisfac
tion by all who have the interests of
the west at heart.
The reclamation act Is one of the
greatest laws on the statutes of the
nation for several reasons. First, It
provides for the reclamation of once
useless land. Second, It provides that
stttlers on these lands shall cultivate
them and make homes, and third, It
eliminates all sorts of speculation and
requires every settler to become a
bona fide settler, thus adding to the
wealth, population and Industry of
the country.
MORE SMALL FARMS.
Down In California there Is a tend
ency to encourage the class of small
farmers which are the greatest source
of prosperity to the state, and the re
port comes that moneyed men, who
are seeking safe and profitable In
vestments, are buying up large tracts
of land in the San Joaquin valley with
the intention of subdividing them Into
small farms, says Pacific Homestead.
Many of the purchasers are resi
dtnts of southern California who have
found that the valley lands are au
perior to those of the south and there
fore promise greater profits when
their merits are fully understood.
They have seen It demonstrated
that the valley land can produce any
kind of crops In the greatest abund
ance, is the equal of any land on earth
and superior to most of that. 'which
haa been most lauded to the new
comer and the easterner.
These Investors see that there Is a
great and growing demand for small
tracts for new settlers who have tired
of farming quarter sections In the east
for a bare living, and they are prepar
ing to meet that demand and to reap
the profit thereof.
The Salem Statesman says of the
"Oregon movement:" A number of
people are en route from North Yak
ima, Wash., to the central Willamette
valley where they expect to locate.
They claim that land values and
everything else in the part of Wash
ington mentioned Is too high for a
person In ordinary financial circum
stances. They are coming by team
Am waeons and are bringing their
household goods and their chickens.
They will find the best country on the
map; and can enjoy life providing
they will be contented to advance
moderately-and not become discour
aged at every little setback they may
receive in making a beginning on a
farm. -

OGY. .
Each month the Stellar Ray pro
gressive little magazine of Detroit,
Mich., runs nn astrological or plane
tary lesson, showing the dispositions
and possibilities of people born under
the Influence of different planets. The
review of the Saturn people In the
July number Is as follows:
The planet Saturn Is nearly 1000
times larger than the earth, and takes
29 years 1S2 days to go through the

dian hemp, verbascum, etc., those
drugs of a slow poisonous nature, of
an acid taste.
The metal ruled by Saturn Is lead.
The animals are those of nocturnal
nature, those burrowing In the ground,
the mole, the skunk, etc. The goat
also comes under Saturn. The weath
er is of bitter cold, stormy and blight
ing In effect.

More than 400 prominent American
