Prohibition Is here and the real
struggle has Just now begun. The
difficulty In securing the prohibition
law Tvas but insignificent compared
to the difficulty of enforcing the law
and making a success of the principle.
The officials can do but little alone.
Every responsible citizen Is In duty
bound to co-operate with the officials
in enforcing and carrying out the pro
visions of .the law. The law may not
toe perfect but the people of Umatilla
whelming majority and they are evi
dently emphatically In favor of it.
With this heavy vote In view, every
"oXficial an 3 every citizen must be
-alert to make the law effective.
There are dozens of ways In which
'the law cm be evaled and over-
ihrown. tut n -r.e 'f these methods
are crtditatie to the law-breakers.

Bjt the m-.st difficult feature of
ITohibition law enforcement is that
in which respectable citizens, sub
stantial business men and prominent
rn-ri of ell classes combine to take
advantage of the technicalities. This
will force the people to pass unreas
onable prohibition laws laws which
will not oniy be oppressive, but which
will make It disagreeable and costly
and exceedingly unpleasant.
Every citizen should recognize his
responsibility In thU matter and see
that the law Is enforced a 3 long as It
If a law.
NO SYMPATHY NEEDED.
The Portland Oregonlan is giving
cut a lot of maudlin sympathy to
those republican members of the leg
islature who have signed the state
ment No. 1 pledge, because they will
be forced to vote for a democrat who
happens to be the people's choice for
United States senator.
These fair-minded and broad-gauge
legislators need no maudlin sympa
thy. They obligated themselves to
the people, knowing full well what
an obligation meant. They will keep
that obligation. They have not even
considered the question of repudiating
It or breaking their word.
The Oregonlan may find one or two
week-kneed brothers whom it can co
erce by bulldozing methods, to break
their faith with the people. For these
unfortunate and splneleaa member
the Oregonlan should save lti ym-
. .. m.uw will Iia In na&A nt It If
they wilfully break their word with
the voters of Oregon. They will per
haps be In need of something more
tangible than maudlin sympathy.
CAMPAIGN OPENS.
With the resignation of Secretary
Taft from the war portfolio In Presi
dent Roosevelt's cabinet, the repub
lican campaign may bo said to have
formally opened.
From today until the close of the
polls, that campaign will be conduct-
ti with vigor, fairness and ability and
with the prestige of republican print-Spies
to back him nnd the excel
lence of the republican platform to
support nnd strengthen him, W. II.
Taft will be elected president by a
Urge plurality, notwithstanding the
opposition to him from within and
without.
The IOCS platform of the republi
can party is one of the most progres
sive and one of the broadest public
documents ever Issued and on Its
practical and vital principles and
declarations, there should be a full
party vote cast for the republican
candidates.
Taft and Sherman will support the
platform and carry It out to the let
ter. Thcv are committed to its doe-
i l.-.ratlons, unreservedly. Those who
j made the platform nominated the
I ticket. There was no division, no
I friction, no contentions which lasted
i
! beyond the close of the convention,
and so the republican party goes be
I fore the people, as of old, with a
unanimity which offers no vulnerable
point of attack for the enemy.
The platform adopted at Chicago
declares for every Important reform
demanded by the mass of the Amer-
I lean people at this time. It declares
j for tariff revision and the establish
ment of maximum and minimum
rates to be administered by the pres
ident under a fixed law. That will
settle the tariff question and should
satisfy friends of honest tariff revis
ion in both the democratic and repub
lican parties.
The platform declares for the pas
sage of an emergency currency bill
for the creation of a monetary com
mission to investigate financial ques
tions and recommend a safe and yet
flexible currency law which will pre
vent a repetition of the Wall street
panic of last fall.
This is all that could be done by
the democrats or any other reformers
in making the monetary system of the
country" safe and practical.
The platform declares for the enact
ment of the employers' government
liability act, measures looking to
greater efficiency for the American
army and navy. .for the widow's pen
sion bill, for child labor laws in the
j District of Columbia, for laws pro
viding for the safety of railway em
ployes and the traveling public anj
other popular and modern laws.
It is a platform upon which a most
vigorous and enthusiastic campaign
tan be made. It has the stamp and
seal of P.oosevelt upon it, and promises
to carry forward the excellent prin
ciples which he has Inaugurated and
in every- state of the Union a most
active campaign will be carried on.
Oregon will give Taft and Sherman
the usual republican plurality. Per
haps no republican presidential can
didate will ever, again poll such a
vote in Oregon as did President P.oos
evelt who carried the state by over
43,000 plurality, but Taft and Sher
man will carry the state by a safe
plurality, anyway say, 30,0"0.
ELECTRIC LINE FRANCHISE.
With the electric line surveys going
on In different parts of Umatilla
county, It la almost certain that the
city council of Pendleton will be ask
ed for a franchise for an electric line
or system before long and the council
should grant such franchise, imme
diately on one and one only condi
tion, that the line be built into the
city within a very, very short t'me.
No speculative or fictitious concerns
should receive recognition from the
council. This city and county are in
need of electric lines and the streets
of the city should not be tied up by
any speculative concern, for a min
ute.
When the council is convinced that
the company asking for a franchise is
genuine and. means business, no time
Bhould be lost In granting a franchise,
subject to proper restrictions.
The hope of Congressman Ellis,
that the prices on building sites for
the new federal building In this city,
are within reach of the government
and that no difficulty will be experi
enced In selecting a site, should be
fully realized. Congressman Ellis has
done his part. He has secured an
appropriation of $70,000 for Pendle
ton and now all that remains Is for
the city to ell the government a good
site at a reasonable price. Unless this
is done the work of the congressman
will be of no avail and the city will
be discredited.
SWISS RAILWAYS.
Consul-Genernl S. C. McFurland, of
St. Gall, furnishes the following in
formation concerning the financial
operation of the Swiss Government
railways In 1907:
The nnnual report of the Swiss
government railway directory for
1907, covering the operation of altout
1,654 miles of government owned,
broad-gauge, main-line railroads
(about 600 miles of track, including
narrow-gauge, cog and wire-rope en
terprises, being still under corporate
or private ownership but subject to
governmental control), gives the fol
lowing figures: Total receipts, $27,
66,4'3; total expenditures, $18,614,
924; operating profit, $S, 971, 629.
Corresponding figures for 1906
were $25,637,651, $16,869,725, and
$8,767,926. The report congratulates
the country upon the favorable show
ing made, considering the excellent,
cheap, and nondiscriminating char
acter of the lKissenger and freight
service rendered, but anticipates a
dull current year, owing somewhat to
the effect of the American, financial
disturbance upon Swiss Industries.
The report emphasizes the steady
growth of operating expenses, ac
counted for by higher wages and
shorter hours for employees and the
Increased cost of supplies, notably
fuel and metal. Thirty-seven exten
sions or connections were under
course of construction in 1907, in
volving mountain tunneling of 33
miles, and the construction of bridges
Including those only of 30 feet or
more in length, 4 miles.
THE SELF-RELIANT GIRL.
The chief end of doctors is to teach
people to keep well with the mini
mum of doctoring. The hlef end of
authority is to qualify people for self-
government. The chief end of par
ents Is to train children In wisdom
and knowledge, that they may be able
to take care of themselves. That has
long been understood In its relation to
boys. The Idea of education for boys
Is to train them up through obedience
to liberty. We want to make them
free, nnd wise enough to thrive on
freedom. As fast as they can bear
It we put upon them increased re
sponsibility for their own conduct,
and their own use of time and of mon
ey. What we want of them finally
Is not merely to respond with docility
to the care that Is taken for them,
but gradually to become qualified to
take care of somebody else. And
steadily and rapidly our civilization
has been coming to have a like atti
tude toward girls. They are not boys
In skirts, but very different creatures;
their needs are different, their ideal
work in life is different, the process
es of education which seem most
profitable for them ure different; but
in them, too, we grow more and mqre
solicitous to develop the capacity to
take care of themselves and eventual
ly of others; to develop. Indeed, all
posjiibile capacities that are not in
compatible with one another, and
with the highest and best and most
Important destiny that life holds for
girls.
