City of Eugene, Executive Department
J. D. Matlock. Mayor.

' Improvements) Not Pnlil For.
The petition begging. for the llfef
the rapidly, falling saloon signed by
less than 10 per cent of the business
men recounts a lot of Imprometits
made by Pendleton In late years. Well,
but what about these Improvements
not being pair for? Is not the bonded
debt larger than all the Improve
ments? All these popular subscriptions to
which all have given largely for Hepp
ner sufferers and other things were
raid, but that Is about all that has
teen paid for. The rest Is still owing.
DRT TOWN'S pay for their Improve
ments.
Then It has been discovered In re
latlon to their plea about well regu
lated sabns that a form of box rustl
ing by prostitutes is still allowed In
connection with a saloon, the building
in which it Is, facing near Main street
and this box rustling is so bad that
when a boy of 16 years of age was In
there not long ago he was relieved of
115 In five minutes. When making
complaint to the .proprietor In the
front of the institution he was told to
get out or he would be pulled.
Saloon Dive Exists.
With box rustling, gambling on the
sly and minors allowed, for we have
some cases now before the court or
lately disposed of of this nature, with
these things and all dry places pros
perous this letter has no weight
whatsoever.
Then they tell us that $272,000 has
been expended In various Improve
ments during a number of years, but
the bonded debt Is $300,000, Just $28,
000 more than the Improvements and
then what about the big liquor li
cense? What has become of all that?
It does seem to us that the council-
men who signed that letter should be
able to stand up and tell us about
this financial matter they seem to
take great Interest In.

IJQUOIt MEN'S CLEAN CAMPAIGN
Have Made Many Votes by Uo Clean
Methods Observed.
The liquor men of Pendleton, who
have conducted the antl-prohlbltlon
campaign, are to be congratulated up
on the clean methods they have ob
served In their appeal to the voters
of Umatilla county for their support
at the coming election.
While they have worked hard and
faithful, their stand Is that which
they think best for the Interest of Pen
dleton and the Droperty holders Of
the county, and the fact that they
have not resorted U the low mud-
sllnging methods so commonly used
In dirty politics, although armed with
much material to have done so If they
had wished, is bound to bring them
many votes, even among the most ar
ruous workers lor tne enforcement
of the law.
The committee In charge of their
campaign has shown that although a
man Is engaged In the sale of liquor
It Is no criterion that he should be
classed as a lawbreaker, an Immoral
chaacter or undesirable citizen, one
who resorts only to low and dirty
methods to gain their own ends, let
the cost fall where it may, but they
have demonstrated that many of our
best cltlzonR and business men are to
be found among the liquor dealers.
They have among them men who
abhor the use of dirty methods and
low tricks who realize that although
there may be found a black sheep
among the clergy, as is now before
the public In Portland, or occasionally
a batik defaulter or liquor dealer who
conducts a questionable resort, that
all should not be Judged by the few
who break the law and although they
Brave been urged from time to time to
play up such cases to the public,
showing that their antagonists also
have their black sheep, they have re
fused to do so, realizing the evil In
fluence such occurrences must have
on the families of the public In gen
eral, when put In print. They have
taken their stand upon what they be
lieve Is right and Justice, Inasmuch
as they have seen prohibition tried
In other localities and know that It
not only does not prohibit but that It
Increases crime by parties who will
have liquor, obtaining It Ulegtlmately
as well as raising taxes to over dou
ble. Their fight has been clean and
square, no matter how they may fare
at the polls next Monday. A property
Holder.
