CONGRESSMAN HAWLEY
WANTS GOVERNMENT TO BUY
Representative from Second District
Will Seek to Have an ApprojnliMlon
Added to Uk.' ItlverK and Harbors
Bill at Tikis Sortdon Though General
Bill WiU Not be Paxl.
Though there will bo no general
rivers and harbors bill at this session
of congress, Congressman W. C. Haw-
ley Is trying to get an appropriation
for the purchase of the Oregon City
locks with funds provided by the
government and the state acting to
gether, says the Salem Statesman.
Concerning his efforts In that direc
tion last evening's Portland Telegram
said:
"Congressman Hawley, of the First
district has hopes of making the Ore
gon City locks free for all river boats
and to thut end Is striving to have a
sufficient appropriation tacked on to
the rivers and harbor bill this session
to buy the locks from the present
owners, the Portland Railway, Light
& Power company. The appropria
tion of 1300,000 set aside by the state
for the purpose Is to be augmented.
Mr. Hawley says, by an amounte In
cluded In the river and harbor appro
priation by congress. He has written
to Secretary Giltner of the Portland
chamber of commerce, urging that a
committee be appointed by the organ
ization whose duty will be to collect
facts and figures relating to the
amount of tonnage now passing
through the locks for the entire year.
air. Ulltner will bestir himself In the
mater, in order that the necessary
figures be placed before the rivers and
harbors committee as soon as possible.
rne locks at Oregon City were
built by a private corporation, over 30
years ago," Mr. Giltner says, "and It
was the understanding then that they
should become the property of the
state after a certain time, on the pay
ment of a stipulated sum. The locks
have been offered to the state on
more than one occasion, but no legis
lature has taken the steps necessary
for the transfer.
"Public ownership of the locks will
very likely redound to the advantage
of the producers of the Willamette
valley and to the business men of
Portland, who will be enabled to send
goods by steamer at lower rates than
now rule.
"The locks at the Cuscades are op-
cruieu iree oy me general govern
ment, but have not thus far served to
reduce freights to and from the In
land empire, but this Is because the
locks at Celllo have not ben finished,
nen tne obstructions on the Upper
coiumnia are removed and boats can
go from Portland to Umatilla without
portages, public ownership and opera
tlon of the locks at the Cascade win
bealn to have the effect of reducing
rreignt rates as Intended by the orlgl
nni promoters of the locks."

Divorce Yourself
from lard cooked food
The purity of Cottolene is apparent when you
compare its source the cotton fields of the Sunny
South, with the source of lard the pig-sty. Lard
is an animal product of doubtful cleanliness and
wholesomeness; Cottolene a vegetable product of ab
solute cleanliness and purity.
The economy of using Cottolene is easy to
figure when you know that one-third less is
required than of either lard or cooking butter.
If purityamd economy count
for anything in your eyes, Cotto
lene should be the frying and
shortening medium used in your
kitchen. It is recommended by
the most noted cooks and pure
food advocates of this country
people who have scientifically
analyzed it and carefully tested
it. for all cooking purposes where
lard or butter has been previously
used.
Buy a pail of Cottolene to
day and give it a personal test
