LA FOLLETTE'S TARIFF PLANS.
The announcement of Senator Rob
ert La Follette that he will make a
tariff speech before the end of the
present session of congress, will be re
ceived with Joy by hundreds of thous
ands of republicans throughout the
country.
The plan of Senator La Follette is
to take away the burdensome features
and the possibilities of corruption of
the present tariff system, a plan which
will meet with the approval of every
. patriot. He would not destroy the
tariff system, but he would cleanse it
and take it out of politics. He would
make it dimply a source of revenue
for the government, and would make
It Impossible to use it as a political
whip in congress.
Such a plan is feasible and with the
h.'lp of the sincere and honest tariff
reformers in congress, can be execut
ed. The country is weary of the
abuses of the tariff, weary of the cor
ruption practiced through it and will
welcome a clean, fair, moderate tariff
for the support of the government.
The trusts and combinations which
have been fostered largely by means
of the high tariff, oppress republicans
as well as democratic consumers and
every sincere and patriotic citizen, no
matter what his politics, will welcome
the scheme of Senator La Follette, by
which the sting of the tariff may be
removed and by which Its highest ben
efits may still continue to bless the
country.
Everybody Is a tariff reformer to
this extent. But even this moderate
reform will not come through the
Hirh tariff advocates. The reformers
must combine and start the movement.
La Follette !s the logical leader of the
movement.
ILVRRIMAVS $100,000,000.
The New York dispatches of yes
terday announce that Harrlman Is se
curing a loan of $100,000,000, or Is
eelllng Union Pacific bonds to the
amount of 1100.000,000 for the pur
pose of vigorously prosecuting the vast
Improvements at various points on the
ytem, east and west.
This means that all the great work
planned before the financial flurry
and practically abandoned at that
time on account of the money strin
gency, will be resumed with vigor and
pushed to completion.
It means that Umatilla county will
enjoy the expenditure of a portion of
that $100,000,000. The new rails now
being laid from Huron to Kamela and
the extensive repair to the Blue
mountain grade are ft portion of the
cheme of Harrlman Improvements.
The gravel trains running out of La
Grande, the bridge crews at work on
Eurnt river and elsewhere In eastern
Oregon are all drawing on that yast
fund and so the country In general will
be directly benefited by this masterful
movement of Harrlman.
Every state penetrated by the
Union Pacific or any of Its subsidiary
linos, will receive direct benefits from
Harrlman's b'ig bonding scheme. Every
county and city touched by any of
tho H.uriman !!no will feel the ln-f.ui-noe
of this Harrlman coin and
will t.e stimulated by Its expenditure.
It is H.iniiiKin's ambition to have
the l.trgest and most complete system
of railroads In the history of the world,
and ho Is bending every energy to that
end. As his ambition Is realized
every part of the country penetrated
by his roads will feel the thrill of his
energetic development.
THE BOOSTER BANQUET.
The booster banquet, which has
been arranged for Thursday evening,
May ;. In this city. Is the climax of a
brief period of agitation and boosting
which has already borne fruits.
The only solitary thing lacking In
Pendleton to complete her record as
a live, progressive city. Is an occasion
al banquet pr gathering of this kind.
As far as the business features are
concerned, Pendleton Commercial as
sociation takes care of those In a
prompt and vigorous manner, but
there has been too little sociability.
too little of the banqueting spirit. In
the past. ,
This movement for the promotion
of the Interests of Pendleton and
Umatilla county should be undertaken
vigorously and nothing can give it
more impetus and spirit than a first
class social gathering like that prom
ised for Thursday evening.
Let every section of the county be
represented. Let us start off the
booster campaign with a vim and In
the proper spirit. The Pendleton
spirit Is here. It has many good per
formances to Its credit It Is good for
many more.
REPUBLICAN HARMONY.
The establishment of Fulton head
quarters In Portland and the beginning
of an active campaign by Senator Ful
ton for the election of H. M. Cake to
the senate, sweeps away the last straw
of the gossip-mongers who have been
talking about republican disruption.
The party In Oregon is more solidly
and harmoniously boifnd together than
for years. Less Is heard of factions to
day than ever before. In fact, there
are no factions. Every element In the
party Is working for party success and
success at the polls will crown this
harmonious work.
There were those of the party who
believed that the primary law would
destroy party organization; there were
those who openly declared that plat
forms, principles, party Ideals could
not hold men together 'under the pri
mary law.
Such Is not the case. It Is possible
to have a strong party organization;
under the primary law. It is possible
to maintain a solid front toward the
enemy and win victory after victory
through the popular vote.
But the way to win these victories
is to keep the platform up to date;
make progress; keep clean and strong
men in office; heed the demands of
the people and see that the republican
party keeps pace with the progress
of the political movements of the age.
And then lastly, let every republican
support every republican candidate.
Don't be disgruntled; don't be a sore
head; don't let the enemy deceive

port the party nominees.
By this method Oregon will con
tinue to be solidly republican In every
election and yet have the direct pri
mary law, statement No. 1 and other
reform measures demanded by tne
people.
Th manly action of Senator Fulton
in establishing headquarters for the
advancement of H. M. Cake's candida
cy Is one of the highest examples of
rnrtlsan honor and devotion to prin
ciples that could be cited and It should
Inspire republicans everywhere to ao
likewise.
Oregon Is a republican state as long
a-, republicans vote for republican
principles and candidates.

THE WEST WINS.
"Business has steadily Increased
since the first of the year," snys C. M.

west since the first of tho year," says
the Spokane Chronicle.
Coupled with that assertion comes
the statement that the Northern Paci
fic will spend $1,600,000 during the
next 60 days for the purchase of
freight cars, In anticipation of Increas
ed business.
Western railroads are making bigger
and faster gains In traffic and In net
earnings than are the eastern roads.
The financial solidity of the great
west has been clearly demonstrated,
for it was In the west that the effects
of the panic were last and least felt,
and It Is the west that Is most rapidly
recovering from the subsequent busi
ness depression.
Umatilla county strawberries will be
ripe this week 10 days earlier than
anywhere else In the Inland empire.
This Is something to tell the newcomers.

A CITY OF A MILLION HENS,
Some 50 miles north of San Fran
cisco, the town of Petaluma lies on a
moor between low mountains. In the
nortton of Sonoma county tributary
to the town, over 120.000,000 eggs
were produced In 1907. more than
10,000.000 dozen.
At least 75 per cent of the people
of the country raise poultry. It Is not
an occupation relegated to the grand
mothers. It is a man's occupation. In
Petaluma men are chicken raisers as
they are elsewhere bankers, mer
chants or lawyers.
One of the hatching plants has a
capacity of 100,000. That Is to suy,
it can. and does, when the season's
demands are heavy, turn out 100,000
young chickens every three weeks.
They go east to Kansas City, south in
to Old Mexico, north into British Co
lumbia. Duck's eggs are also hatched out

this region. The Chinese are particu
larly fond of ducks when they have
reached a certain age. I think It is
usually about nine weeks. Then the
blood which was in the quills has
reached the body and they can be
plucked without bleeding.
One duck raiser In the Petaluma
region sold last year 60,000 ducks,
averaging more than W each. He
sold 16,000 ducks at the nine weeks'
period for $16,000 to Chinamen alone
who came to his depot In San Fran
cisco with their dollars and their
huge, swaying shoulder baskets and
took the ducks away,, without waiting

PHILIPPINE FORESTS.
In one small tract on the slope of
Mount Silay in Northern Negros,
embracing 60 square miles, months
were spent in ascertaining the worth
of the available supply; no trees
smaller than 20 Inches in diameter
were taken Into consideration. Thlr

possible defects and the remaining
supply at market rates Is worth $11,
000,000. Ninety per cent of the tim
ber in that stand is composed of the
six so-called standard growths most
ly used In the common commercial
branches.
It is hardly probable that all of the
forest lands on the islands are as rich
as this; though many are richer. If
the entire acreage be only half as
thickly and us richly forested the 60,
000 square miles could be Immediate
ly thinned of about half of what
they now bear, and the cutting would
be worth $21,000,000.

Concessions have been granted by
the Mexican government for the es
tablishment of farm colonies In low

each undertakes to settle at least 150
families in farm colonies In the pro
