O. R. & N. Does Not Comply With
Rate Order of the QommlsJon.
The state railroad commission has
not yet fixed the date when the new
distributive rates on the O. R. & N.
from Portland to points east of The
Dalles are to be put Into effect. And
those most vitally concerned, name
ly, the O. R. & N. and the shippers,
do not appear to knowwhen the or
der will becomo operative, says a
Portland paper.
Up to the present time, though the
decision was handed down a couple
of weeks ago, the railroad company
has had no Intimation as to when the
Order will be signed, sealed and de
livered. Judge Cotton, general coun
sel for the railroad corporation, ad
mitted this morning that he had re
ceived a copy of the commission's de
clslon identical with the copy pub
llshed some time ago In the local
press, but that places no obligation
upon the O. R. & N.
It did not come in the form of a
mandate directing the company to re
vise and re-lasue tariff schedules to
conform to the ruling, It being simply
a notice that the railroad commis
sion had announced Its findings.
. Since the handing down of the
ruling, there have been a number of
preliminary matters to attend to,
which, it is understood, must be dls
posed of before the Issuance of the
formal order. One of these matters

NEW 1M1 LI
FOR CATHOLICS
New York. April 18. Important
changes In the marriage regulations
of the Catholic church will become
effective tomorrow throughout the
country. In compliance with the papal
decree, "Xe Temere." A synopsis of
the rules follows:
1 All engagements and promises
to marry, to be valid, must be signed
In writing by the contracting parties,
also by the parish priest or by the
bishop, or at least by two witnesses.
2 Marriages of Catholics or or
those who ever were Catholics will
be valid only when celebrated by a
parish priest, bishop of the diocese
or by a priest delegated by either,
and at least two witnesses. The two
exceptions to this are In case a priest
cannot be had, In which case the
parties mav. after a month, contract
privately In presence of two witnesses;
second, In danger of death, when
parties may marry before any priest
and two witnesses.
3 Marriages to be both valid and
lawful' must be celebrated before the
pastor of the parties or before a
priest allowed by him.
4 Before Catholics who are mar
ried outside the church can regard
themselves as man and wife they
must go before a priest and be re
married.
The new law requires the record of
marriages In the baptismal records as
well as the marriage record.
Dayton Market Day a Success.
The annual horse show combined
with the monthly market day,
brought to Dayton one of the largest
crowds from the country and neigh
boring towns ever seen on our
streets, says the Dayton Courier
Press. ' It has been estimated that
over 5000 people were on the streets
and it was difficult for one to pass
along the Main street sidewalks.
The exhibition of fine horses, Jacks
and mules was the best that ever was
seen on Dayton's streets, and the Day
ton band which headed the parade
made a marked Improvement. The
day was perfect, an Ideal spring day,
the crowd good natured and everyone
seemed to enjoy the occasion.
Strangers from other parts of this
state and Oregon who were present
remarked that they could not under
stand how Columbia county has ac
sct they expect to have a good big list
fine horses of every class, and added
that it was doubtful If any other coun
ty in Oregon, Washington or Idaho
could have approached such a mag
nificent exhibition of fine animals.
