ern Oregon, withdraws from that
company and will devote his entire

The Blue Mountain creamery In
this city, which today becomes Pen

The new company will also manu-

STEAMBOAT HANDS STRIKE.
Alleged Work Has Increased While
Wages Have Not.
Yesterday there was a question as
to whether or not the steamer Spo
kane would go out this morning on
the regular run to Rlparla, says the
Lewlston Tribune. This doubt wos
due to the fact that the deck hands
had struck. This strike did not pur
sue the ordinary method of a de
mand for higher wages, but Instead
the men simply quit. The grievance,
related to too much work for the
pay and when the Spokane reached
the Lewlston dock Thursday evening
from Rlparla she had few men who
had planned to remain with her.
The grievance relates to the fact
that while the deck hands get only
$40 as month they are frequently re
quired to work 16 and 24 hours. An
instance was cited where the boat left
Lewlston in the early morning, re
ceiving cargoes at Intermediate points
and upon reaching Rlparla began un
loading the craft, which work ex
tended to 7 o'clock the following
morning. It seems no overtime is al
lowed on the' boats, while the com
pany ; recognize that wharfmen
should receive extra pay.
Regardless of the controversy,
however, the O. R. & N, was busy
yesterday securing men to take out
the boat to Rlparla (his morning. A
trip was scheduled to Asotin yester
day, but this had to be abandoned on
account of the strike. Last night It
was stated that a sufficient number
of the old employes of the O. R. &
N. had been secured to enable the
boat to go out this morning to Kl
parla. I ' 1
with Captain Ralph Baughman
who resigned his position on the
steamer Spokane to go with the
steamer Mountain Gem, will go four
to six of the deck hands of the Spo
kane.
It appears that $40 per month has
been the schedule paid deckhands for
years by the O. R. & N. and the
complaint of the workmen Is that
the company has neglected to take In
to consideration Increased work or
other matters connected with the In
creased traffic of the river lines.
BLAMES JAPS OF 'FRISCO.
Japanese Delegate Says Race Trou
ble Started by Vicious Jans.
That the people of Japan .have not
taken offense at the outbreaks which
have occurred In San Francisco be
tween Its citizens and Japanese but
feel ashamed of their countrymen in
that city because of their disposition
to create trouble is the statement of
T. Sawaya, of Yokohama, secretary
of the Christian Endeavor society of
Japan, who has arrived in Seattle
to attend the convention, says the
Seattle News.
"The people in Japan understand
that their countrymen In San Fran
cisco are a troublesome lot and It is
the belief In the old country that the
members of the Japanese colony In
San Francisco either provoked the as
saults or took the initiative in the
disturbances."
He says: "The San Francisco
Japanese find sympathizers only
among the lowest class in Japan. The
colony in the California city is made
up of uneducated, discontented and
semi-educated Japanese. Many of
them arrived there when the lmml
gratlon laws were not as strict as they
are now and could not gain admis
sion to this country under the prea
ent laws. The semi-educated came
to this country expeattng to be able
to work and complete their educa
tlon. They found this impracticable
and soon became discontented and
quarrelsome. It is believed that this
class was the instigators of the San
Francisco troubles. -
"The general feeling in Japan when
I left was very friendly toward the
United States and the matter of forc
ing an issue with this country is not
thought of. Over here I find the
United States does not wish trouble
but there is a fear here, expressed in
some of the yellow Journals that Ja
pan is anxious and preparing (or a
war. I believe that the whole scare
has been caused in both countries by
unscrupulous publications and that
neither nation has grievances against
the other.

Probable Relation to Railway Mall
Carrying Contract
For the next six months all mall
matter going out through the local
pbstofflce will be carefully weighed
according to class, and a record will
be preserved. The work is done as
the result of a general order to all
postofflces In the country. The
weighing was ordered to commence
today and to continue until the first
of the year.
While no explanation of this policy
has been made by the postal de
partment It Is the opinion of Post
master Brown that the action is be
lng taken for the purpose of ascer-'
talnlng more exactly the amount of
mall handled so that the government
can use the information in making
mail-carrying contracts with the rail
roads and stage lines.
