The Salem Statesman says of the
long overdue Investigation of the af
fairs of the Columbia Southern Ir
rigation company of Crook county
That drastic measures are to be
iaKen by the state land board against
the Columbia Southern Irrigating
company to compel it to fulfill Us
agreements with the settlers in west
ern Crook county became evident
yesterday when the
resolution appointing a committee
wr me purpose of Inspecting all
DoriKS and records helnnulnir in o.

the amount of money received by
the company from various sources,
and the application of the monoy to

Aiiorneys E. B. King, W. E. Querln
Jr., and John O. Kollock. Anintr hn.i
iicss under the firm name of King,
cuerln and Kollock. of Purtlnnd, who
will represent more particularly the
Columbia Southern Water Users' as
sociation. While the attorneys are authorized
to employ accountants to assist in
looking up the stilus of the Colum
bln Southern Irrigation company,
and the company Is ordered to allow
the examinations to be made, It Is
stated Ihnt tho Irrigating firm will
not submit to such an examination.
St'ite Engineer John H. Lewis af
ter an examination of tfie system was
of the onlidnn that there was barely
sufficient water to cover the 12,Ono
acre to which the patent had been
grunted, nnd that the other 14,000
acres in the segregation could never
be reclaimed by the company on ac
count of the Insufficiency of the wa
ter nnd the correctness of his opin
ion nppeurs to be realized.
The attorneys are asked to report
at the earliest possible date and to
make a detailed report of their ex
amination. The clerk of the board
wcr directed to send a certified copy
of the resolution to tho Columbia Ir
riiMtlng company.
Doubts were expressed by the at
torneys on the validity of the trans
fer of the contracts from the origin
al Three Sisters Irrigation company
to the Columbia Southern Irrigation
company and from tho latter to the
Columbia Southern Irrigating com
pany. From nil appearances the
flghl between the state land board
und the company has only begun.
HOOD CHOPS IN CHOOK.
Excellent Wheat Prospects In Ccn.
tral Oregon.
A correspondent from Bend, Crook
county, says:
Every Indication points to a bump
er wheat crop throughout this section
of the state during the coming sea
son. The heavy snow and rainfall
have put the "desert" In such condi
tion that a good crop Is assured with
out irrigation. The Irrigated lands
hero would, of course, have nil the
water needed, but to the dry farm
ers, of whom there Is an Increasing
number between Bend and Pilne
vllle, this heavy precipitation will
provo a great boon. Long-time set-

STEEL IS BANK EXAMINER.
Portland Mnn Appointed Under the
New Banking Law.
A dispatch from Salem pays:
James rsteel of Portland was today
appointed by the state board to the
position of state bank examiner,
which was created by act of the last
legislature, .lame Steel, brother ot
Str.te Treasurer George A. Steel, Is
well known in Portland banking and
flnnr.elal circles. He was the first
cashier of the First National bank
of orthind, having taken the posl-
lon upon its organization, May 1.
1S06. He reslmied after 16 years of
continuous service to go into business
for himself. His next venture was
11 the warehouse business along the
line of the present west side division
of the Southern Pacific, and also
along ihe present Springfield brunch
on the east side.
Electric Line Commenced.
Word was received In this city to
day that construction has been com
menced on the electric railroad back
ed by the Hanford ditch Interests to
run from Priest rapids, on the Co
lumbia to Prosser. This It rather
likely to start up a lively scrap in the
lower part of the county. The elec
tric road will have to come through
Rattlesnake gap, and It Is understood
that the Columbia River, Outlook &
Northeastern railway Is desirous of
covering the same route.
Just how important a concern this
latter la It is hard to decide. W.
McK. Stewart, who Is supposed to be
most of Outlook, is back of It as
president and general manager. It
Is capitalized at three millions, and Is
some day going to run to Spokane,
If It Is lucky. It was said today that
both roada would make a strenuous
fight for Rattlesnake gap, and there
would be considerable excitement In
the lower valley before long. Yaki
