Others in the city who took the checks at their face value relying upon the company to pay them when due, have learned to their sorrow that under the present law it would be more expen sive to force the company, by means of legal action, to pay the checks than to accept the 10 per cent discount. Accordingly the discount has been al lowed and the construction company, or the company and the bank togeth er, have profited to the extent of 10 per cent of the amount paid to the laborers In wages. Though being forced to take the dis count, much dissatisfaction has been caused among the men and yesterday the entire force of one of the camps quit work In a body. However, all have not been forced to take the dis count as some checks have been seen in circulation marked with a request to the Commercial National bank to omit the discount. These checks are said to have been paid In full by the bank. But under the law recently passed, and which will 'go Into effect about June 1, It will be impossible for any concern to work such a system as Is now being used by the Pacific Con struction company, for the reason that the law requires all time checks to be negotiable, and .specifies that when suit or action is taken to collect payment, attorney's fees may also be sued for. The bill passed was senate bill No. 202 and 'while the measure oassed was Introduced by the committee on revision of laws, Senator W. G. Cole was responsible for the same. Davis, a ealr.on man at this place, Is to be tried Friday morning on the charge of spiling liquur to minors. A few nights ago Jerry Stone found his son Glfford In company with two other boys who were mi nors, and Monday Mr. Stone had Pavls arrestid, who pleaded guilty and asked for time to, employ coun sel. Ho has retained Wm. Peterson, and the city will employ a Pendle ton attorney. Mr. Davis was not in the saloon himself at the time, and the bar tender claims that the boy said he was of ago. Those prosecuting the case say they will be satisfied with nothing but the revocation of Davis' license. Since the Stone complaint was made two others have been filed. One by J. Willaby, charging that his son, Dean, who Is a minor, was per mitted to loiter in the saloon on March 15, and the third by J. M. Hays, who charged that Dean Dud ley, a minor,-was permitted In tho saloon March IB, also. The case will bo heard by B, B. Klchards, who has been appointed city recorder In place of O. Q. It Is not known whether the re quest will be- granted by Inspector Davis, as he had closed the taking of Indian testimony several .days ago. No Shirt said to the East Oregon- Ian last evening that he felt that the Indians will receive a most fair and Impartial deal from Inspector Davis and tha't his people were willing to submit to the decision of the depart ment In the Investigation. He said that ho hnd presented his case to the lnpector as forcibly as possible and that h? feels It. his duty to guard the Interests of his people against the en croachments of every element which rmlght be opposed to their welfare. In a somewhat dramatic interview he said that he had lain awake at night, many times, thinking of the welfare of his .tribe and that as long at he lives and Is chief, he will not permit wrongs to be perpetrated up on the Indians without making a pro tert. He believes that the department desires to treat the Indians right and tint nil the wrongs are imposed upon his people by scheming indi viduals whom the department will n-t shield If It is Informed of the facts. It Is understood that the Indians will bitterly protest against the monthly Installment plan of paying rent money. Wheat Sacks High. Warehousemen lire advising their customers 'to buy grain sacks at 10 1-2 cents, believing they will be high er heforo harvest. So far very few sacks have been sold and some of the warehousemen have not sold a single one. G. and John Halley, Jr., has Just been appointed one of three directors of the State Historical society of Idaho, by Governor Good ing. Mrs. Cartee has been active for many years In collecting historical data of Idaho, and was given a place on the commission on account of her peculiar fitness for the work. NEW TEACHER OF LANGUAGES. Miss Lucretla Conklln, formerly a teacher In the Pendleton high school, ha. again accepted a position In that Institution and will commence her duties here on April 1. She will be Inrtmrtor in Latin and English. The selection of a Latin teacher be came necessary through the resigna tion of Mrs. F. S. Ivanhoe, who is in tending to leave as soon as her suc cessor arrives. Several days ago the position was offered Miss Conklln who Is now at Mendota, '111., and this morning she wired nr. C. J. Smith stating she would accept the posi tion and arrive hern so as to com mence work April 1. Prof Harrison, newly elected prin cipal of the high school, Is expected tomorrow. An attempt was made lust night by unknown parties to blow up the resi dence of Charles Collard, an East .Mulri street furniture dealer, by put ting black powder In the chimney Collard lives In rooms at the rear of his store and Ihe roof at the back of the building is low, making It com paratively easy for any one to get to the chimney. The powder was ex ploded this morning about 7 o'clock, while Mrs. Collard was cooking breakfast, tearing the chimney out and scattering the bricks t.11 over the room. Sirs.
