They have paid for 400 miles where no sen-Ice was rendered. "Take all the traffic will bear," has been the secret rule for making rail road freight tariffs In the west. The East Oregonlun Is In receipt of an earntst and well written letter from an estimable woman of Pendleton, complaining of the large number of saloons and the congestion of Intoxi cated men on Main street. From the humanitarian and strictly moral point of view, the Impassioned appeal of this sincere woman Is right and true and just and should be heeded, but PROPERTY IS SUPREME IN THIS COMMERCIAL AGE. Talk about red-ic'rig the number of saloons an"d you ran directly against the citizens who' own the buildings, par the taxes and receive the rents. As long as the government Is In partnership with the manufacturer of liquor, by placing his product In bond and giving him money upon It, the question will be difficult to meet. Place the manufacturer of liquor on its own merit, as the production of wheat and lumber and boots and shoes, is forced to stand, and Its ten ure In society would be uncertain, in deed. This Is an economic question, as well as a moral question and as long as the government Is In "cahoots" with the liquor manufacturer, and as long as cities, counties and states accept a license from the business, It must be respected and Indulged. The saloon man Is not so much to blame for conditions complained of as the form of government which of ficially recognizes the liquor business and gives aid, In preference to the pro duction of wheat, corn, flour, lumber, steel or other commerci.'.l commodity. There must be a change in the form of government and In that change, morals must be placed above proper ty. Then these objectionable Indus tries will find no standing room on the foundation stones of the government. Because so many former devout church people of the United States are silently drifting Into the rising tide of new thought doctrine, Christian sci ence, Independent thinking a well known pastor of Denver says the country is enjoying "an intellectual spree," and that he longs for the day of returning soberness. That which offers the human mind Its most satisfying food will bind and hold the thinking element in every community. Whether it is an intel lectual spree or whether it is the in nate Independence and power of the mind asserting itself, it may be said that there never was such a breaking loose from old moorings as is witness ed nt present. Independent thinking Is penetrat ing society as a chlnook wind melts away the make-believe admantine wall of the snowbank. And yet people are not deserting the issentlal elements of the religion of the Nazirenp In their adoption of the new doctrines of today. Rather they are giving more perfect expres sion to that religion. COST OP THE LAND FRAUDS. It is estimated that the prosecution of the land frauds of the Pacific ei.oM states will cost the United States gov ernment $700,000 In money, beside the disgrace which Is being brought upon the nation by reason of the frauds. The money cost Is the least Item In the expense bill. The rovernment, or even the western states, could afford to pay that sum, if it would restote the ruined reputations, wipe out the memory of the unfortunate proceed ings and reinstate the disgraced pub lic officials and private citizens who sacrificed their honor to their con suming greed tor gold. The lesson ! one which will remain forever fresh m tne minds of the rising citizenship of the Pacific coast, and great a the cost may he, It Is not n vain that the west has paid it. The school year Just drawing to a close has been the most successful and prosperous for both St. Joseph's academy and Pendleton academy, two of the excellent private schools of Pendleton. Both of these schools have enjoyed a large attendance, have added new features and have extended their scope and Influence nto the new fields. Next year will be even better for both of them, be cause of the widening Influences add ed this year. In the Spokane freight rate hearing against the Northern Pacific railroad In Chicago yesterday, Thomas Cooper, mining commissioner of that system was forced to admit that the company believes In advancing freight rates as the country settles up and property values Increase. In other words, that his company does not charge a freight rate which Is based upon an equitable return on Its Investment, but that it forces Its patrons to give up "all the traffic will bear" as a well known railroad man has said. Freight rates, then, on the Northern Pacific are not based von good bus lness principles, but upon the Idea of graft If the sworn testimony of Its mining commlsdonei- Is to be believ ed. He was taught at home by his mother until he was 10 years old, and then attended the public schools until he was IB. He studied for two years at Whipple Academy, Jackson ville, and then entered Illlonls col lege, from which he was gradnated in 1881. He studied law for two years more and upon admission to the bar began the practice In Jacksonville. In 1887 Mr. Bryan removed to Ne braska, and soon afterward his po- itlcal activities were begun. In 1890 he was nominated for congress on a platform written by himself. In the house of representatives he attained his first general distinction by a peeeh in the course of the debate on the Wilson bill. He ' was returned to congress In 1892, and declined a third nomination two years later. In 1898 and again in 1900, Mr. Bryan, heading the dem ocratic ticket, failed of election as president. When not engaged In active politics he has devoted most of his time to lecturing and to his editorial duties.
