All over the country the tendency Is to lower rates. Oregon Is no ex ception. The cost of moving freight Is being constantly reduced by Increas ing the size of the engine and the train, and while the law may not bo able to prevent a raise In rales where the ro.ids see fit to make them under certain conditions, yet public sentiment will lx' with the commission In its most radical recommendations for rate re dactions. It seems that the safe course for the roads to pursue would be to lower rates g-ailually, without pressure, and check the widespread tendency on part of the public to censure every action of the roads, whatever may be the motive. 4 Kuildirs by the We.-tern sea Where the golden rivers run. Yesterday the East Oregonlan an nounced the beginning of Improve ments upon the Odd Fellows' building In this city amounting to about $7000. and today it gives notice of the fourth anniversary of the Eagles' lodge In this city and the progress that has been made In this city by that order. A few years ago when Eureka lodge of Odd Fellows conceived the project of building a brick building In this city, that lodge did not have one third the membership now possessed by several other orders In Pendleton. But by wise and persistent business principles, the membership purchased the land, built the building, paid for It and now owns It clear of debt and In order to meet the growing demands of the business of the city must en large It almost one-half of Its present capacity. This is fraternity which .means something. It is fraternity with pro gress, sagacity, business foresight. The Masons. Eagles and Odd Fellows own elegant buildings in this city, and there Is no reason why the Woodmen of the World, the Elks and Knights of Pythias should not also own good buildings. All of these lodges last named have large memberships In Pendleton and are In excellent finan cial condition. There Is room for thf Ir buildings, there is need for them. The city will justify them In erecting eleeant lodge rooms with rooms to rent for business. Pendleton has not yet begun to grow. Tn a few years property any wher in the business district will be much higher than at present and these other orders having growing member ships, should not delay. The lesson of the Odd Fellows. Ma sons and Eagles Is before them as living examples of what can be done. Py combined effort, persistent, tire less purpose .any of the lodges not having buildings at the presnt time can secure such buildings, within a remarkably short time. After serving as the capital of Cal ifornia for 56 years, the ancient and ontitjuated town of Sacramento has been shorn of her honors, and Berke ley. .a modern city, located In a more healthful and convenient section of the state, will hereafter wear the title and honors of the capital city of the Oold en state. The way In which the capitals of the western states were located, re minds the reader of that old saying that "the barrel was built around tho bung hole." At the beginning the bung hole was ! all there was to the barrel and often there was not much choice In the se lection of the particular place where j the bung hole was to be located. I In the early days when settlement j was sparse and population was light. ; the capital cities naturally went to the j early centers of population, and as the ; states grew these old centers were submerged by the vital progress. His earmarks and finger prints are upon It. no matter how monstrous It may have been before him. WORK FOR THE COMMISSION. Before It really gets Its working clothes on. the demands upon the Ore gon railroad commission have accu mulated to a considerable magnitude. The sawmill men of the Willamette valley feel aggrieved at the recent raise of rates on the Southern Paci fic and a session of the commission will be held at Dallas next week for the purpose of Investigating the matter. While the technical power of the commission may not be extensive enough to check advancing rates. In The referendum Is certainly an ef fective "big stick" In the hands of the people. All over Oregon the peo ple are ready to resort to this method of relief from oppressive corporations. It will serve to make city councils, county courts and state officials care ful in their official acts for THE PEOPLE of Oregon now have the LAST SAT. A thrilling Illustration of the power of the people through the referendum has just been given to the public In the town of Ranler. There a private water company had secured a franchise for the water sup ply a-nd proceeded to tax fhe people excessively fnr this necessity. The people finally resorted to the referendum, revoked the franchise of the water company and voted bonds with which to establish a municipal system. It Is a simple and effective way out of a difficulty. The power belongs to the people. They need not submit to any oppressive system longer than It requires to vote upon the subject. The women of California, while they have been defeated In securing a con stitutional amendment permitting equal suffrage, yet feel that they won a splendid victory, since the amend ment was defeated by but two votes on the necessary two-thirds vote. This result gives them renewed courage for the next legislative session, when they hope to walk away with the prize, eas ily. FOR PUBLIC OWNERSHIP. The N'ews has a decided prejudice In favor of being shaved with a sharp razor rather than with a dull one. It Is for this reason that a feeling of weariness comes over us when we read, as an argument against the government ownership of railroads, the ponderous assurance that It would Increase tho national debt to an appalling amount, and thereby add to the burdens of the people. Congressman Chnmp Clark of Mis souri, who Is prominently mentioned fnr minority leader of the house of representatives to succeed John Sharp Williams, was born In Anderson coun ty. Kentucky, March 7, 1850. Mr. Clark Is a man of many parts. In his youth he worked on a farm and later clerked In a country store. He attended Kentucky university and Bethany college and later took a course at the Cincinnati Law school. Soon after completing: his education he became president of Marshall col lege In West Virginia, being nt the time the youngest college president in the United States. He moved to Missouri in 1875. edited a paper and held va rious offices. He has represented the ninth Missouri district In the house since 1893, with the exception of one term. In 1904 he presided as chair man over the democratic national con vention at St. Louis. Besides his prominence In public affairs, Mr. Clark Is well known as a writer- and lecturer. THE STRIKE HABIT. The annual strike of lathers took place yesterday on schedule time, about 400 men going out, says a Chi cago dispatch. The first day of March Is set aside by the lathers as a day on which to strike. It Is observed as re ligiously as Is Labor day. The fact that they have no differ ences with their employers Is never al lowed to Interfere with the program. This year the lathers had no new demands to make on their employers, nd the strike lasted only a few hours. Vfter the employers made a call at the union headquarters, the friendship was cemented for another year.
