If the legislature continues with the same degree of liberality as displayed by the ways and means committee, in fixing the amounts fur the general and contin gent expenses of the different state Institutions and departments, as shown In the general appropriation bill which was submitted to the house yesterday afternoon, there will have to be a material Increase In revenues In order to have enough money to go round before the expiration of the en suing biennial period. A comparison of the Items with those contained In the official esti mates made by former Secretary of State Dunbar, shows that the aggre gate amount of the former exceeds thut of the latter by over $20,000, the grand total amounting to $1,244,970. It will easily prove a $3,000,008 legis lature, against $2,275,348 two years ago. This, however, Includes an allow ance of $8800 for the salary and es penscs of the state dairy and food commissioner, which will doubtless be en Ft out when taken up for considera tion, since the salary and expenses of the food and dairy commissioner is provided for In the special act under which the office Is created. The aggregate, amount of the defi ciencies for 1905-t, recommendations for repairs, Improvements, new bulld IngH, betterments, etc., recommended In the secretary of state's estimates, which are based epon the most con servative gounds; support and main tenance of the different agricultural societies, boards, normal schools, edu cational Institutions, etc., not em braced In the general appropriation bill, will reach $1,110,796, besides the many special appropriations that are being asked for, all of which will easily approximate $3,000,600. South Idoho is experiencing the steadiest winter this year that It ever has, is the opinion of the oldest set tlers. For two months snow has laid on the Snake river bottom. It was never known to lay on the ground before, longer than two or three weeks at n time. There has been less wind than usual, but the temperature has remained cold. The lowest the thermometer registered in Burley this winter was 17 degrees below zero. In the mountains the snow is much deeper than usual, which Insures plenty of water for Irrigation purposes for farms nlong the mountain streams, which are dependent upon the snowfall for their flow. In that part of the Minidoka project wh'eh will come under the government ditch next spring, the settlers are making nrrangements to farm by the "dry land" process, which proved a suc cess Inst year on the limited number of ncres planted.
