SPECIAL CORRESPONDENCE FROM THE
LEGISLATURE
page act.
OREGON
Salem, Or., Jan. 2t. When the
bill which has been Introduced In
the senate by Senator C. J. Smith of
T'nmtllla, will have passed success
fully through the course ot legisla
tion and has received the signature of
approval from the goVernor, ail of the
troubles and embarrassments endured
In the past by the counties of Union.
Wallowa and Umatilla will have been
put to nn end and the authorities of
each county will know the extent of
their jurisdiction, which has been
merely a matter at conjecture and
mutual agreement up to the present
time.
The bill Is Introduced for the pur
pose of establishing the boundary
lines between the trio of miniature
commonwealths, which overlap each
other, which has hitherto been known
only as the "summit ot the Blue
mountain range." Slnrfe the summit
of the mountains mentioned is flat
and many thousands of acres in ex
tent, this description has been alto
gether uncertain and chimerical and
the source of unlimited trouble and
dispute ever since the counties have
been in existence. In order to settle
the difficulty Senator Smith secured
the passage ot a measure authorizing
the selection of a commission ot one
man from each of the three counties,
one of whom had been the surveyor
of Wallowa county for several years,
to map out the line and report to the
legislature. This report arrived a
few days ago and Senator Smith's bill
Is drafted to conform to Its provis
ions. "For many years past," said Sena
tor Smith," the location of the boun
dary lines betwen these counties hss
been practically unknown and the re
sult Is that owners ot property In the
vicinity of the imaginary line of di
vision have been compelled to pay
taxes in both counties. Then, too,
there nave been cases where crimes
have been committed and bodies of
dead men found within thla sone of
uncertainty, and the only manner in
which the. question of Jurisdiction
over these eases eould be determined
was through mutual agreement of the
authorities and then it frequently
terminated In habeas corpus proceed
ings. The settlement of the location
of the line is mutual and friendly and
we will all be glad when it is finally
passed upon by the legislature."
when adjournment was taken Thurs
day afternoon until Monday at t
o'clock p. m. Even greater progress
tban this would have been made had
it not been that work was delayed on
account of the printing office being
unable to keep pace with the law
makers. Printer Dunlway being
obliged to send many of the long
measures to Portland for printing.
The senate has made Just as good
a record in proportion to the number
ot hills presented, about 116, which,
taken together, comprises one of the
hardest and most careful working
bod'.es of legislators that has ever as
sembled under the great dome of the
capitol. It Is estimated that fully
two-thirds ot all bills that will be
Introduced during the session are al
ready in.
Long List of Bills.
Salem, Ore Jan. 28. One hundred
and forty-seven bills Introduced; two
hou-w bills and one senate bill passed;
88 bills passed second reading and

Lumber Prices Advancing.
There has been a rise In the pr'ce
of retail lumber amounting to from
$1 to $2 per thousand, says the Yak
ima Republic This rise la general
over the state, said to be on account
of the Increase price asked by the
manufacturers on the Sound and other

now more than twice ne price it was
six yeass ago, when common sheath
ing sold for about 89 per thousand.
Today it is selling for lis and 820.

Newbro's Herpicide
A "HAIR SAVER" THAT CROWS IN POPULARITY.
Dandruff is a Sign of Danger to the Hair.
Dandruff Is now known to be a disease and a
high y contagious one that will In time destroy
the hair and cause baldness.
The first Indication ot hair destruction Is the
appearance of dandruff, although there is always
considerable Injurs to the scalp before dandruff
finally appears.
The value of Newbro's Herpicide as an eradlcat
or of dandruff and as a saver and beautlfler of
the hair. Is now recognlred by well-posted people
everywhere. It Is the ORIGINAL remedy that
"kills the dandruff germ."
Herpicide Is not a wonderful "discovery," nor
is it the result of a dream or revelation. It Is
simply a scientific germaclde and prophylactic for
the scalp and It !s the first and only successful one
to be compounded in harmony with Prof. Unna'a
theory. Prof. Unna, the dermatologist, of Ham
burg, Germany (ask your doctor about him), was
the first to advance the belief that dandruff, itch
ing scalp and falling hair are caused by an Invisi
ble growth of vegetable character in the sebaceous
glands of the scalp.
The Investigations of Prof. Unna and other
nrted dermatologists prove what many have
learned by actual experience, vis: that ordinary
hair remedies are ineffectual to prevent hair loss
and that to be successful, the dandruff germ
must be destroyed and kept out of the scalp.
The success of Newbro's Herpicide has demon
strated to the people at large the Incorrectness of
old theories relative to treating the hair and
scalp. Even the manufacturers of other hair
remedies recognise the inevitable and, one by one.
they are changing their remedies to conform to
the germ theory of dandruff.
But why experiment with remedies that have
not been tried? Herpicide is the original success,
so why bother with substitutes at any price T
MORE MEN AND WOMEN HAVE GOTTEN
POSITIVE RESULTS FROM THE USE OF
NEWBRO'S HERPICIDE THAN FROM ALL
OTHER HAIR REMEDIES COMBINED.
