The Blue Mountain American of last week contains the following pes simistic complaint about the forest reserves: From many localities In Grant county comes the complaint that stockmen owners of both sheep and cattle have been unable to secure a grazing permit for a part of their bands within the forest reserve, and In some Instances permits were de nied entirely. This Is not as It should be. Such a course continued for a few years would result In paralyzing the stock Industry and Impoverishing Grant county. Over half the area of Grant county Is confined within the limits of a for est reserve. Grant county was In ex istence long before the thought of a forest reserve was ever considered by the government at Washington. The county has gradually grown In wealth and taxable property until It Is only within the past few years that the expense of maintaining a county gov ernment has been met by the tax levy. Any steps taken on the part of the government that have the least ten dency to reduce the taxable property of Grant county Is not right, fair, nor Just to the people of the county. A forest reserve naturally hinders development In any community, but on the other hand if the stock of Grant county Is provided for with range, the detrimental effect of a re serve will not be so greatly felt. If cattle and sheep growers of this county are by virtue of the existence of this forest reserve, compelled to reduce the size of their bands simply to make grazing room In the reserve for Columbia river sheepmen, the bankruptcy of the county Is Inevita ble. This matter should be taken hold of at once by the various stock organ izations of Grant county, and the heads of the forest department at Washington should be apprised of ex isting conditions. Without a question, If the matter Is given the proper at tention, relief will be granted -every stock grower In the county. Berlin, Dec. 31. Professor Von Behrlng's pamphlet on "The Cause and Effect of Tuberculosis," was pub lished today and Is causing considera ble discussion In medical circles, as his views are diametrically opposed to those of Dr. Koch"s. Professor Behrlng announces the theory that the bacilli of tuberculosis find their way into the human system through milk, while the doctrine or Dr. Koch Is that tuberculosis milk Ib not dan gerous and consumption In most cafes Is contracted as a result of breathing. Professor Von Behrlng further holds that the germs reach the lungs through the lymphatics or blood ves sels. He contradicts Dr. Koch flatly In the matter of tuberculosis milk, which Dr. Koch considers to be most harmless but believes that the germs originating from the human being are the most dangerous. He an nounces his remedy as a preventative for tuberculosis In Infants, which he calls Tulazcllktln, but has not dis closed the secret of the remedy. Canned Goods Trade Recovering. New York, Dec. 1.
