The reclamation service claims It wants the water power of the lower Deschutes to generate electric power and transmit It 100 miles to pump water onto the Umatilla desert. Just where this flnm Is to be constructed Is not yet riven out. so hazy are the plans In contemplation. H. Harrlmnn Is plainly visible In this blocking of even a possible attempt to timid. Lnui four weeks ago no one even dreamed that the reclamation service had de signs upon the Deschutes. The build ers of the embryo road began almost a year ago lo grade and pursued their work uninterruptedly until notified by the United States reclam ation service to move their stakes 100 feet above the water line. It was vir tually an order to clear out. bag and baegage. for the walls of the valley l"rt feet up are crooked as a snake, gulches are found every 100 fevt and rlmrocks are so numerous that grad ing alone would easily cost J75.000 a mile. It Is true that whoever was at temptlng to build was not In a hurry to get the Job done and it looked very much like an attempt to hold down the right of way; but what of that? Every railroad expends considerable money to hold rights of way against its competitors, and looks upon such procedure as unassailable Business j policy. The project was regarded as a 'Hill road"; that Is. J. J. Hill was either backing or countenancing It. Harriman also had a crew working on the west bank of the river and had made but little progress. His crew coul l not get ahead of the Hill crew, nn l so a hint from Harriman to the reclamation service accomplished everything he could desire. Work was Immediately stopped. Does It not look that way? Harriman controls every part of Oregon and has acted the "dog In the manger" all along. N"ov for other reasons. The most Impractical of all the routes into cen tral Oregon is via the Deschutes; but still there was a possibility of its go ing through. Its construction would Interfere with Columbia Southern ex tension, if ever that were contemplat ed. For a north and south road the latter is the most feasible for this country. It Is already built half way. and runs thrnueh a territory rapidly .developing, because it Is there, and sending an enormous tonnage over Its rails. The country througn which the extension wae once projected Is equal ly susceptible trt development upon lt advent. And the cost of Its reaching the Agency Plains would not average at;ywhere near ITa.OoO a mile. Still it lines not seem to be coming to Crook at present, and we are left to presume that uil ylans for extension have died a natural death. The Des chutes proposition, on the other hand. S. lenders, of that city, who has just been elected city superintendent of Pendleton's public schools says: The resignation of Prof. Landers will bi! deeply regretted by the entire community, who appreciated his worth, not only as an educator, but as an Ideal citizen. They will also regret to lose his excellent wife, who has rendered such valuable assistance In musical circles and wherever she could serve best. During his 10 years' connection with our public schools. Prof. Landers has given his very best service and how well lie has succeeded Is evidenced by Its phenomenal progress.
