The city council levied n 10-mlll tax on all the prop erty In Echo at their regular meeting last week. Heretofore the city has never had a city tax of any kind, all expenses having been met from li censes, with this money the city has been able to grade and gravel the streets In the business part of town, and with the assistance of many pub lic spirited citizens, construct a splen did water works system. While a tax was not absolutely necessary. It seems that here, as well as elsewhere, we have property owners who get all the benefits, yet will give no assistance to ward the upbuilding of the town. This tax on all property alike will equalize the burden on all. Joseph Cunha and T. D. Mathews attended the stockmen's meeting at Sumpter. Ore. E. Massey has opened a shoe repair shop In town west of the Masonic hall on Bridge street. This hns been long felt want in Echo, and Mr. Massey will undoubtely do a good business. Rev. De Weese has been assisting at a revival meeting In Blckleton. Wash., and will probable be away an other week. Rev. Hosklns filled the pulpit during Mr. De Weese's absence Sunday at the M. E. church. A. P. Stover, irrigation engineer In charge of the Irrigation and drainage Investigation carried on here by the department of agriculture, was In town last week checking up the summer s work and seeing to the storing of the appliances until next season. A part ofthe appliances were shipped to imperial. cat., ana me Daiance was stored here. Mr. Stover left for Washington, D. C, and will spend the winter there, expecting to be back again next spring. Very little Interest seems to be taken In the coming city election of December 4, and it now looks possible that no election will be held on that date. No primary was held prior to 30 days before the date of election. and nominations can now be made by petition only. These would have to be placed In the hands of the city re corder on or before November 19. There Is a mayor, city recorder, mar shal and three councllmen to be elect ed. If no election takes place, the present Incumbents will hold over for another year. Gamblers Fined. Four members of the sporting fra ternity appeared before City Recorder Gillette Saturday afternoon and upon a plea of guilty were fined $20 and costs each, for gambling. Scald Kills Child. The little son of W. W. Penry, who was badly salded about 10 days ajo, died Thursday evening and was burled In the Echo cemetery Friday. Rev. Hopkins conducted the funeral serv ices. Hay neing Cut. . - Gillette Bros, are operating a hay chopper on the Umatilla meadows be low town. This machine will shop 50 tons of hay a day. and requires eight men and a 25-horse power engine to run It. Chopped hay Is meeting with much favor with stockmen here. It Is claimed that stock of all kinds do better on It, and that there Is but very little waste when fed. Dry Farming. A. li. Anthony, living five miles south of Echo, has been experiment' Ing with dry farming the past summer from a scientific standpoint. Last winter and spring Mr. Anthony broke out 220 acres of raw land and during the past season, contrary to the ad vice of some of his neighbors, he har rowed the entire tract seven different times at Intervals of about a month between each harrowing. Before the last heavy rain he had stored up In this land two feet of moisture, while all of his neighbors' land was entirely dry. Since the last rain he has three feet of wet soil, while all the other soil In the neighborhood has but about a foot, he entire tract Is now sown to grain, which Is up and look Ing extra well. Mr. Anthony home- steaded a part of this land a little over a year ago. Prior to that time Jt had been used as sheep range, Realty Transfers. Four of the stu dents of Columbia college at this place have been expelled. The boys were of a class who Insisted on stay ing out of their rooms until a late hour at night, for which the faculty would accept no excuses. . They left for thsir respective homes Saturday. The fac ulty Is very strict this year, the stu dents being expected to follow all rules. Public School Troubles. Friday afternoon Professor Pen nock, of the public school, attempted to punish one of his pupils, when nearly the entire school room of boys threatened to do him bodily Injury If he attempted to carry out his plans. Grange Huildiiig. The memoers of the Hudson Bay grange recently organized through the efforts of Mrs. Clara H. Waldo and Jacob Voorhees, are arranging to erect a building for the purpose of holding grange meetings, ns the build ing now being used is not large enough. There are now 100 mem bers of the grange, and more are ex pected. A great interest will be taken In the social work of the organization. Congesting the Apple Market. Apples are piling up here beyond the promise of immediate demands, and though medium grades are not high In price further reduction in prices are expected owing to the sea son's splendid crop, says a New York letter. About 7000 barrels are dally received here and it Is expected that further shipments will add to the stock In hand. It is not an uncommon sight to see quantities of apples on the piers and In the railway yards and dealers are selling undor the market quota tions to reduce their stock. Western shippers would do well to bear these facts In mind. Cuttle and Hogs From Wallowa. One of the largest cattle shipments during the year from this city was made Tuesday evening, when 17 car loads of fat steers and cows were shipped by T. C.
