The address appears In the special edition of the Portland Chamber of Commerce Bulletin and is being used as part of the advertising matter be ing sent east by the Chamber of Com merce. The address is as follows: It must be a source of gratification to every citizen of the state to recog nize that this meeting of the State Development league, held in the cap ital cltv, signalizes the achievements of some of those things for which the progressive men of the commonwealth have teen struggling for a decade, and to feel the assurance that social and material triumphs have just be gun. No state In the Union possesses a population of higher average Intel ligence or of more liberal views than the ctate of Oregon, and her reader ship In industry as well as ideas will assuredly one day be recognized. The excluslveness and conservatism which marked the state in its earlier histuiy had their origin more in the peculiar and isolated condition ex isting than in the temperament of her people. This has been amply demon strated by the eager response to ap peals In recent years for a united sentiment and an onward and con certed movement for the development of the latent resources of her magni ficent territory. The construction of the portage railway has substantially opened the great river which washes her north ern border to the commerce of the three states, all now lacking being the construction of light-draft boats for the upper reaches of the Columbia and the Snake. There Is a unity of sentiment too in every portion of the state for the perfection of the harbors at Coot bay and Yaqulna, the removal of the bar at the mouth of the Columbia, and a sufficient channel from Astoria to Portland. The sectionalism of the past Is now eliminated. The men of the interior counties stand ready to Join hands with those of the coast to make ready the state for the splendid Pacific commerce sure to come with the completion of the , lnter-oceanlc canM, while the people of the west ern counties are anxious to encourage the marvelous Irrigation development of the arid portions of the state, and altogether there seems to be a dedi cation to those things which will carry the commonwealth forward to the ful'ness of Its possiblltles along every pathway of human effoit. The date seems to be upon the eve of the railroad development to which she has been entitled for 20 years, and for which many of her citizens have been pleading through the press and on the platform for the last do- ci.de. The controlling powers In trans portation in the great centers of the east bepin to realize the matchless possibilities of our (.oil, illniute and prouuotion, and it now seems probable that within a few yours there will bu the lieot ssary line of railway piercing the slate from the Snake river to the coast, with tributaries northward and southward opening up the vast Inter ior, and necessary lines to westward to accommodate the harbors of the coast. iVhen this time shall come the state nt an early date can boast a population of two million souls. There are a few things yet which are necessary before the achievement ot the state's Ideals can be attained. Our people need to recognize the fact that we ore living In a commercial age; that the mastery by man of the forces of nature have practically elim inated the elements of time and dis tance, and made the earth as one. Therefore, no maritime state can he supremely great unless it is fully in touch with the shipping centers of the world. The people of Oregon, there fore, must see to It that there Is cre ated a coasting trade which shall util ize and enrich her every harbor; a trade where the coasting vessels are owned at home, and where the con trolling forces thereof shall have a specitl interest in Oregon affairs. This must be supplemented by lines of steamboats reaching from these borders across the Pacific to exchange the products of the Old World and the New. The time has come when this state In the commercial world should de mand her own, and no longer, accept a position subordinate In any particu lar to her sister states north and outh. She occupies a vantage point. She is. In a zone of trade which has belted the globe. Around the coast wise states have always gathered wealth and people and the concomi tants of civilization, and they will gather here. All that Is now required is a unity of purpose among our peo ple to establish the trans-Pacific steamboat lines and the coasting trade to which the state is entitled. The people of Oregon, too, should earnestly co-operate with the move ment to call the attention of pleasure- seekers to the beauty places within the state and the grand and Imposing panorama which can be presented to visitors heie. The natural scenery of the Colum bia rivals that of the Hudson, and in many particulars, surpasses it, while the combination of sea and mountain along the coast, with Its background of verdure, presents a scene which cannot he rivaled upon either conti nent. The toworlng snow-capped mountains are as attractive as those of Switzerland and the valleys of southern Oregon are as charming as the historic vales of Europe. The beauties of Crater lake and Wallowa lake are uniivaied In any portion cf the world. The mysterious watered caves, rocks pictured by the hands of departed races, lakes bot tomless and without outlet, medical springs, hot and cold, kindred to the Spas of Germany, painted deserts and magnificent waterfalls all furnish at tractions rarely to be found, and when the travelers of the world shall know the scenic splendors of this state they will come In uncounted numbers. The charm of the Pacific coast and of Oregon must be made known. One other thing at this time must be numbered among the needs of Ore gon, and that is consideration of that pall which for years has rested upon the state and which never grows less. I m:an -the famous military wagon road grants held largely by alien own ers, having no Interest in the state's development, and evincing no deslra to assist in Its advancement, only waiting apparently to reap where others have sown and to enjoy the benefits which come from the culti vation and improvement of adjoining lands. An alien ownership, coupled with landlordism, has cursed every nation ! which has permitted Its existence, and these stretches of valuable territory lie like the trail of a poisonous ser pent across the fair face of this com monwealth. Godfrey, an Australian, who passed through here on his way to Europe, the rabbits, which so long were the scourge of Australia, are now becom ing a prolific source of revenue to the farmers there. Tho rabbit, Mr. Godfrey states, has become a valuable commercial nsset. and It has been estimated that this little animal brings fully $10.0nn.nnn a year to the commonwealth. The rabbit Industry, however, Is yet In Its Infancy, and judging from the developments of the last two or three years. Is capable of great expansion. The rabbit carcasses are put In cold storage and shipped to England and points in the far east. Thousands of crates of these carcasses are turned out every day. But this Is only a part ot the whole profit. There Is good money In canned rabbit as well, but the greatest returns of all are derived from the skins. Last year the value of the exported skins exceeded that of the carcasses. Every week about 1B0 tons of skins are sold in Sydney, and fully 100 tons more In Melbourne. The price of the skins has advanced B0 per cent since last January.
