The great Indian pow wow is In

red men from three states are present
taking part in the festivities. A num
ber of Umatillas are there enjoying
themselves. The chief diversion is
gambling and many cayuses, blarikets

siderable drinking, the Indians do not

Since the establishment of a Jute
plant at the Oregon penitentiary Is
now a foremost Issue In the state,
the production of raw Jute and the
control of its prices and distribution
by the Jute trust are entertaining
subjects in this state.
Concerning the scarcity of jute and
the enormous price charged for the
raw material, the department of state,
through the bureau of consular re
ports, has Just issued the following In
teresting statement. The report says:
Consul General William H. Michael
of Calcutta, reports that the Jute mills
In India are having a rather hard
time as the result of the speculative
prices of Jute which have prevailed
for so many months, and a want of
foresight on their part in not laying
In a larger supply when prices were
reasonable.
One company sustained a loss of
over $20,000 in July, which is a fair
indication of the situation. How to
tide.ovcr and keep the mills In opera
tion Is the question uppermost. One
mill has shut down altogether, and
others are expected to do so very
soon. Many are working short time,
and one newspaper suggests that a
meeting of the Jute Manufacturers'
association should be held at once to
devise a concerted measure for cur
tailing production to such a degree as
will have an Immediate effect In low
ering the price of the raw material,
to enable the mills to live.
Just how this action will lower
prices Is not clear. The demand for
jute In Europe and In the United
States will have something to do with
keeping up prices, and there seems to
be a genuine demand for raw jute In
those countries. The demand In the
United States for gunnies Is heavy and
Is likely to Increase rather than di
mlnish.
The consumption of jute per annum
In the United States is figured at 600,-
000 bales, with a probability of large
Increase'; the consumption on the con
tinent Is 2.100,000 bales per annum
the consumption In Great Britain per
annum is 1,250,000 bales; the mills in
Calcutta consume 3.750.000 bales, and
the mills In Upper India consume 500.
000 bales.
The India mills consumed 4,250.000
bales out of the total consumption
throughout the world, which Is esti
mated at 8.200.000 bales, or a little
more than half of the raw products.
and finally of the govcrnot, says the
Oregon Dally Journal,
Cascade county Is no longer a
dream, the report comes from Hood
River, because conditions have so
changed that there will not be the op
position to the measure which wfiB
responsible for Its defeat at the last
session.
Mr. Jnynes, who was the county's
champion at the last session, dropped
out of the legislature this time be
cause the people of Wasco county
nominated another man to take his
place, and he therefore will not be
present In the house to lead the strug
gle to place Cascade county on the
mnp. But he will be In Salem, so the
friends of the measure say, and will
try in a quiet way to convince the
legislators that the county is a neces
sity. Mosler Is to be left out of the new
county this time, so It Is, said, and the
line will be drawn Just east of Hood
River. This will still leave Wasco
county some railroad track to draw
taxes from and at the same time will
not take away so much valuable land
and will leave the mountains mostly
for Wasco to derive her revenue from.
It Is hoped by this more equitable di
vision to placate some of the former
opponents of the new county and
make its creation the more certain.

George H. Himes, secretary of the

Mr. Hlmes was much pleased with

Mr. Hlmes will be in the city sev

WHAT APPLES ARE WORTH.
Southern Oregon Paper Waxes En
UnilaHtlc Over Fruit.
The Jacksonville Times says of the
apple-growing Industry of that sec
tion of the state:
Many acres of apple land In Jack
son county will this year produce more
than S600 worth of that luscious
fruit! Six hundred dollars per acre!
What ought a 10-aere orchard be
worth that produces that much fruit?
But suppose we say this is an excep
tional year, which It Is not, and re
duce It to S600 per acre, or S5000 for
the 10 acres, and then take off 25 per
cent for expenses; what Is such an or
chard worth In dollars and cents?
Suppose we give the life of the
trees as SO years, and count the land
a dead loss at that time; what does It
figure?
No man dare give the figures and
be counted clothed in his right mind.
What property could he have, sure
and stable, costing 14000 that would
pay as well as that? Where could he
safely place S4000 to net that much?
And the apple business is in its
Infancy, as it is only beginning to be
known by the fruit-eaters of the world
that one apple is worth half a dozen
oranges, and the time Is approaching
when the orange will compare on the
market with the apple as "punklns"
compare with watermelons.
Southern Oregon will be the apple
producing center of the future.
As to California apples: They have
two great defects they are not good
to eat raw and not fit to cook.
