F. Johnson is Convalescing. Hermiston, Sept. 13. Bids will be opened In Portland for the construc tion of the Cold Springs dam under the East Umatilla irrigation project. If the bids are considered too high by the secretary of the interior the work will be done by the government directly. Contractors are now shipping In lumber and cement for work on the pipe line under the project Build ings will be erected to carry on the work of preparing the cement short ly. J. T. Whistler and his corps of en gineers are busily engaged In, prepar ing maps, and work Is going on as rapidly as could be expected under the conditions. A force of men Is now at work on hte division dam at Echo, and some work Is being done along the rock sections of the project also. The contract with the Puget Sound Bridge & Dredging company for the feed canal has been approved and signed by the secretary of the In terior. This Is for the construction of the big feed canal. W. H. Skinner, recently from Lewis- ton, has moved Into one of the cot tages recently erected by Miss Smith of Echo. Mr. Phay of Pendleton, who is with the reclamation service. Is oc cupying another cottage. Mr. Woterly of 'Lewlston, Idaho, expects to arrive here In a few days to open up a general merchandise store, which will make two good stores for Hermiston. A. S. Crawford, secretary of the Umatilla Waterusers' association, will commence the erection of a handsome new residence in Hermiston in a short time and he expects to loctae here. Arrangements are being made for the early opening of the Hotel Her miston. which was recently erected at this place. Father Demarls of Pendleton, was In the city yesterday looking after church work. The fourth crop of alfalfa Is now being cut. all crops being in first- class condition. H. C. Frick of Pendleton, has open ed a carpenter shop at this place. On September 4 the Umatilla Wa terusers' association held their annual meeting, when the same board of di rectors was elected. Next Tuesday another meeting will be held for the election of secretary and treasurer, H. T. Irwin having been retained as president of the association. Inquiries are constantly being re ceived from people wishing to settle on lands under the project, and as the work goes on new settlers are cont'n ually expected to arrive. When the land is thrown open for entry a great rush of people is expected, and the country will be flourishing. Considerable land has been sold of late by the Hermiston Realty com pany. and Messrs Skinner & Newport, most of It going In town lots. A small colony of about six families will shortly arrive from northern Montana to locate Tiere. J. F. McNaught. of this place, has one of the finest watermelon patches In the state of Oregon, and everybody has been welcome to carry away as many as possible during the season, On the day of the WUerusers' asso elation meeting those In attendance had a feed. Mrs. Sayre, accompanied by her friend. Miss Taylor. left yesterday for Portland, and from there they will go to Palo Alto, Cat., where Mrs. Sayre expects to remain a few months v's iting friends. Newport and wife, 8, R. Oldaker of Hermiston, and H. T, Irwin went to Boise last week to at tend the big irrigation congress at that place, all reporting a very en Joyable trip. H. T. Irwin, who is the president of the East Umatilla Water- users' association, had the honor of being elected the third vice-president of the Federal Waterusers' assocla. tlon at this congress. That the percentage of needy dwell ers at the various permanent camps in the city Is exceedingly small Is demonstrated by the fact that wher ever the food kitchens have been or dered closed, and information circu lated that the needy would be cared for at the Speedway, only a few per sons have applied to be transported to the latter camp, says Progress, the Southern Pacific Bulletin of San Francisco. With the closing of the kitchens at Duboce Park and Washington Square, out of the 270 Individuals who had been fed at the restaurant, only seven applied for shelter at the Speedway. Rudolph Spreckels, chairman of camps, said yesterday: "It only goes to show that the edict ordering the discontinuance of kitchens was Justi fied, and I firmly believe that when all the restaurants have been closed it will be found that Ingleside will be more than ample to accommodate all In need of help. We will then make the Speedway one of the self-support- ing camps. "According to the plans of remod eling the Ingleside buildings we shall be able to care for something like 3 BOO refugees, but my present opinion Is that not more than 600 will want our aid."
