bidders on this work, was here all ofi
last week making arrangements for
work to commence. He has leased
ground for their main .camp Just east'
of the depot near the jilpe line from
the city well and pumping plant to the
reservoir h!U, and the camp will tap
the main and be supplied with city
water. Ten cars of cement and four
of lumber have been .ordered for the
work at the Intake datn which will
De tno first work done, the contract
ors being anxious to have , this com
pleted during the present low stage of
the water In the river, they are en
deavorlng to have the railroad com
pany put in a switch and have this
material delivered at the dam. site,
otherwise It will have to be unloaded
here In town and hauled -there . by
wagons a mile and a half.
There will be about 75 cars .of ma
terial shipped to Echo for the con
struction of the works, principally-cement,
sand and lumber. Several miles
of the main canal will be cemented
where it is necessary to go through
loose rocks or along a steep side hill.
This work will, owing to present high
price of bement, be quite expensive,
but the engineers consider it in the
long run the most desirable. The con
tractors will use 1S0O barrels of ce
ment In all here.

thr.t It will flow under the Echo bridge
Instead of around the farther end that
was washed out during the high water.
He Is also strengthening that part of
the bridge still standing at the far
ther end, by driving piling. Bids for
tl.e fill at the west approach to the
bridge will be opened by the coitnty
court at Pendleton August 22, and the
.present work will greatly facilitate
this vroik. j

I scarcity of range they are obliged to
either sell or move their stock. Mr.
Bennett Is now at Medicine Hat and
Mr. Spike will start from here with
four carloads of horses today for that

from there to Galntln, Mont., on the
Great Northern. From that point ho
expects to drive about 75 miles to
Medicine Hat. Mr. Bennett will re
main there this winter with the horses
and Mr. Spike will return in about
three weeks and remain here till
spring with the cattle.

obligations to its "saloon interests."
Neither of Weston's saloon men
was forcihly hoisted Into town by
means of a derrick. Neither was
drawn !nto this particular batliwlck
against his will with wlndlaaa apd
log chain. Neither was persuaded,
coerced or entreated to come to Wes
ton and engage In business.
The saloon men take out license at
their own option. If they consider
the license too high, they are at liber
ty to close up shop" and gravitate
toward the elsewhene.
Weston has a drastic, ordinance gov
erning raloons. It provides for Sun
day closing, no gambling, no selling of
liquor to minors, no selling of liquor
to drunkards. Violation is Dunlshnhle
by a. fine of from $25 to $00, or Im
prisonment fiom five to 2 .days, be
sides forfeiture of license.
This ordinance was passed jby the
city council with the expressed Inten
tion of enforcing Jt. Under Its pro
visions licenses are granted to the
two saloons with the distinct under-
winning mat it must be obeyed. In
Its evasion they cannot plead Ignorance.
