Campers' Outfits While the voting machine Is said to be highly complicated and easily dis arranged, as well as being a fruitful source of fraud In the hands of skill ful manipulators, yet It greatly re duces the cost of elections and an at tempt will be made to Install them Tn Portland after this year. Senator Beach, of Multnomah coun- tv. will make an effort to pass a vot Ins machine bill at the next session of the legislature. The Telegram says of the voting machine agitation: An f fort will be made to have tho next election in Multnomah county handled by voting machines. To this end a measure will be Introduced In the coming legislative session by State tor S. T. B.'ach. since a law is neces sary' to enable the use of the appara tus. While a member of the lower house several years ago Senator Beach ad. vocated the installation of voting ma chines, but at that time his bill called for all counties to adopt them. This time the measure will be drafted dif ferently and It will bo optional with each county whether or not It desires buv'ng mechanical voting boxes. Under the present Rystem Portland will hereafter have two elections each vear the primary, which Is a full fledged election, and the regular elec tion following. There Is a municipal election every two years, with the other with the other elections In be tween, so that until the system is al tered local politics will be one con tinuous round. The primaries and municipal election cost Multnomah county about $13,000 a year. At this rate, says Senator Beach, the county would have Its machines paid for in two years, or less. The price of ma chines varies from J50 to 1500. Among the chief advantages to be gained by the use of voting machines Is the decnase In the election expen ses and the absolute elimination or such heart-breaking ccntests as re cently developed over the fight for the office of sheriff. The lesult In a precinct can be known within one minute after the polls are closed. In Milwaukee last year the entire city returns were re ceived complete and tabulated 40 minutes after the polls closed. On the machine there can be no defective ballots, nor ballots with distinguishing marks. In th- line of expense there are two Important hems which the machine saves. The first is the printing of thousands of official ballots, and the second is the saving in salary of the second election hoard. At present, two complete election board? are required, each consisting o five men. One works during the day and the other at night. With the machines one board will suffice, since the moment the polls are closed it Is only necessary to take off the regis tered totals, thus doing away with the tedious counting of ballots. The saving by the, printing of ballots and the rcond election board would be considerable. Another saving can be effected by reducing the number of precincts, and consequently the number of election boards. The machine can count 1000 votes as rapidly as 300 Australian bal lot? can be passed by hand. This will enable the consolidation of two and throe precincts, where the population Is dense, and the machine with a sin gle election board, will do the work of 30 men, resulting in the saving of t!:e wages of 25 Judges and clerks. Senator Bear-h estimates that about 40 machines can take care of the 90 precincts In Multnomah county. . Voting machines are used In 45 cH.Vs In New York. Buffalo has 203 precincts, which are taken care of by II? machines, which save that city Si 4.000 every year. These machines are considered as an Investment bring ing 15 p"r cent. Schnectady realizes 4'i per cent and Rochester 75 -per cent. The machines also do away with hauling, constructing and repair of the present wooden booths, a con siderable Item of expense In Itself. An absolute secret ballot Is cast by the machine, for the apparatus works only when the curtains are closed, these forming part of the mechanism. The labor, of the election board Is nominal, It being practically confined to one of the Judges pulling a string after each elector has voted. CATHOLIC TOTAL ABSTAINERS National Convention In Session at Providence. Providence, R. I.. Aug. 8. The na. tional convention of the Catholic Total Abstinence Union of America opened here this morning with a pontifical high mass at the Cathedral with the Right Rev. Bishop Harklns as cele brant. After high mass the delegates marched to Infantry hall, where they were welcomed by Governor Utter and Mayor Dyer. After the usual ex change of courtesies a short business session was held. The attendance Is very large and every state Is repre sented by delegates. Tomorrow morning a memorial high mass for the deceased members will be celebrated at the Cathedral and there will be business sessions In the forenoon and afternoon. In the even Ins a public rally will be held at which a number of prominent mem bers of the clergy will deliver ad dresses. On Friday the delegates will make an excursion to Newport and on Saturday they will return home. Portland, Oregon. FORTUNE FROM A MINE. GENERAL NEWS. In Brooklyn, New York, Thomas Donner, his wife nnd William Camp bell, all got drunk together, and Campbell killed Donner with an (ax. Richard Standley, demented from despondency and poor health, hung himself at his home 30 miles west of Roseburg. He was 40 years of age and leaves a wife and eight children. The Lawler mines, In the Qunrtz vllle district. Linn county, have been sold for $200,000, to a company that will use a new process of reduction. The group has never paid under old methods. During a fire drill with the chem ical engine at Ne Perce, Idaho, Charles de Schamp stumbled and trip ped Ross Stout, pulling the engine over both, badly Injuring de Schamp, and Stout fatally, two ribs being bro ken and his left hip crushed. Among the recent recruits for the navy have been a numoer or young Indians, who were educated at the Carlisle Indian school In Pennsylvania. Edward Mellis, a grandson of Red Cloud. th famous Sioux chief. Is one of these. He Is a petty officer. The National Association of Win dow Trimmers of America Is holding Its ninth annual meeting In New York ICty. President John G. Grnham says that the trade of making windows at tractive is 30 years old. More than 500 persons belong to the organiza tion, which Is practically a western concern. After serving for three years as city passenger agent of the Rock Island at Portland, W. F. Carson, one of the pioneer ticket men of the northwest and known the length of the coast as "Kit" Carson, has been advanced to the position of traveling agent, with headquarters at Seattle. His territory will embrace Oregon, Washington, Idaho, British Columbia and Alaska. Dr. I. Ii. Magee Cleans Up $51,000 In SW Months. About six months ago Dr. I. L. Ma gee, of Palouse, purchased 28,000 shares of the stock of the Snowstorm mine near Mullan, Idaho, at 17 cents a share, the block costing him $4 760. The state elections will be of more than usual Interest nnd Importance this year and will be watched closely, as the result In several states will have great bearing on the presidential elec tion two years hence. The Important fact Is the schisms In the republican ranks In the usually strong republican stale of Pennsylvania, Iowa, Massa chusetts and Wisconsin nnd the fac tional fights In Ohio, New York, Illi nois, Rhode Islanfl, New Hampshire and Vermont. These party disturbances must have. A colored man calling himself Brown, Is under arrest at Mabton, Wash., charged with being John Shot gun, wanted In Arkansas for the mur der of two white men. Oswald Brothers, of Culdesac, Ida ho, has received a threshing outf't which Is to be run by gasoline engine rather than steam. This Is the first outfit of the kind seen In Culdesac The top notch price paid for wool In Baker county was reported August 4. It is understood that Mr. Cundlff. Ihe sheepman, sold 20,000 pounds of wool at 19V4 cents. This Is the high est price reported so far this season. At his home at Owyhee, Malheur county. Rev. John M. Harris, aged 70 years, died very suddenly, by heart failure. He had lived In Malheur and Baker counties 1G years, and had the unusual distinction of being an ex cellent business man as a farmer, as well us being an able minister. He was a Baptist. Henry Hicks Bond will expiate the crime of murder on the gallows at the Boise penitentiary next Friday, Aug ust 10, and Rudolph Wetter, convict ed of a double murder, will probably he executed at the same time. Wetter Is now trying to secure a change of sentence to life Imprisonment Bond has no hope of anything but death on the gallows. The two boys who shot and killed aged William Powell for his money at Cottage Grove, have been captured at Drain. The boys gave their names as Thomas Eeves and Hugh Saxon. The boys are alleges to have confessed and Roves Is being guarded to pre vent his committing suicide. Powell was a Kan Francisco refugee and was an umbrella repairer.
