Frequent complaint Is heard about
obstructions In the North Fork that i
prevent fish from getting up to the
headwaters of the stream, remarks
the Granite Gem. These complaints
have been made a number of times
direct to the fish wardens, but to the
present time they have been of no
avail, and the obstruction, which has
been the principal cause of complaint,
viz., the dam at the head of the .Steu
ben placers" ditch, continues to pre
vent the fish ascending to the head
waters of the North Fork and trib
utary streams. The law of Oregon is
very plain on this point and clearly
says that where a dam Is put across
a stream a fish ladder or some ade
quate means must be provided for fish
to get over the dam. In the Instance
mentioned above there Is plenty of
water going over the dam and as It
Is not high, the expense and trouble
of providing ample means for the
passage of fish would be very little.
So it cannot be said that it would be
a hardship for the company to com
ply with the law In this particular.

a miner's pipe falling into a can of

Pirates are active throughout the
Canton delta. A Russian tea mer
chant was compelled to pay $46,009
rapson for his release, and an Amer
ican named Latto was forced to pay
$2000 for his liberty.
The will of Alfred Belt left sev
eral million dollars for the further
ance of Cecil Rhodes' scheme for
keeping a certain number of English
students "n American universities, and
vice versa. The plan Is so financed
that It may be regarded as perpetual.
The National Livestock Exchange
has appointed as a committee W. H.
Camnton. of Chicago; T. U. McPher
son, of Omaha, and A. L. Keephler,
of St. Louis, to call upon Secretary
Vllson and protest against the de
partment rule forcing post mortem In
spection, and demanding as a substi
tute c.nly an ante mortem inspection.
Guy Anderson, one of the victims of
the recent shooting at Shoshone, Wyo.,
will probably recover. There are
eight suspicious persons In jail who
will be shipped out of the city. It Is
believed that Warner Moody was kill
ed by an enemy who followed him
from South Dnkott. and not by gam
M"rs. There Is no need, the dispatch
s.ivs, to call out the militia, as order
his been restored.

Grande, have bought William Hunli-r's
choke dairy farm In Wallowa coun
ty, paying therefor $6400.
A clamor has begun for the appoint
ment or a woman as matron at the
Multnomah county Jail. It would be
a humanizing and reformatory meas
ure, and will probably be carried out
The Haines fchools have been ad
vanced In efficiency by adding two
glades of a high school course to ths
curriculum. This action was taken In
response to a petition by patrons of
the schools.
R. D. Musser. a big lumber manu
facturer of Minneapolis, has bought
S000 acres of timber land In Lane
county, paying therefor $200,000. It
was bought of Charles Canfield, Wells
Gilbert and 8. D. Allen. It lies along
the McKenzie river.
The sage rat plague appears to be
ill no wise abating, but rather to in
crease ns the summer wears on. Bays
the Prinevllle Journal. The Ilaldwin
Sheep & I.and company of Hay
Creek, has been a heavy sufferer from
this pest, which Increased and de
stroyed crops of grain and alfalfa lit
spile of all the company's systematic
efforts to get rid of it.
The Hay Creek company has been
recently contracting for hay and grain
crops of other sections, notably Trout
creek and Crooked river valleys, for
winter feeding, as its own crops have
been materially reduced by the sage
rat pest during the past few months.
That the company's officers haxe
left nothing undone Is apparent from
the following letter, written by L. K.
Knderud. secretary of the company.
In answer to an Inquiry regarding the
pest and the Injury Inflicted by it.
Mr. Knderud faces the situation
bravely, but it Is plain that he Is dis
heartened. The sage rat seems to
multiply and flourish In spite of all
that can be done by human agency
to dispose of him.

"We have several fields of grain
completely destroyed by these ruts,
and they have also done considerable
damage In our alfalfa fields." says
Mr. Knderud. "It would be difficult
to slates just what the damage would
be in dollars and cents, but It is a
serious matter to us. We have pois
oned thousands of these little destroy
ers, hut it seems that while we have
been able to clean them out with poi
son In a certain field, it has taken but
a few days for a new lot to occupy th
same ground.
It seems that they come In from
the hills faster than we can kill them
off wltn poison, and all our efforts to
destroy them have been practically in
effective. "Then again, we have noticed that
as soon as the Bruin and alfalfa had

Judge William H. Harris, a pioneer
attorney of Tacoma. visited the Red
Cross hospital at that place and
watched Dr. Sargentich perform a
trifling surgical operation, which
sickened him. Vomitli.g followed,
which resulted In the bursting of the
esophapus. causing death the next
day. Judge Harris was about 55 yejirs
of age. His daughter christened the
cruiser Tacoma several yearse ago.
FRAUDS BY TIMBER CRIISERS.

A John Day correspondent of the
Baker City Democrat tells how It is
Oftentimes done, as follows;
I read In your weekly of July 13,
an article on "Timber Turned Down
In Eastern Oregon," most of which Is
quite correct, but only cnose loca
tions of timber lands are rejected by
the government which are In conflict
with the forest reserve.
It Is a well known fact hereabout
that a number of tlmoer locations
have been made In this county on
barren hillsides, when the ' lands
shown to the locators by irresponsible
and fraudulent cruisers was excellent
timber land; In fact trails are worn
around good timber tracts by cruisers
and their locators and the latter made
to believe that they were getting the
correct numbers for these tracts,
when In fact they were given num
bers for tracts miles away from this
and for lands that have not timber
enough on them to build a respectable-
log cabin.
And how will a locator feel after
paying $500 or more for a timber
claim and making affidavit that he
has been on the land and knows it to
be the Identical tract he has made ap
plication for finds out In the course
of time that the tract he receives
patent for Is miles away from this
and utterly worthless a a timber
claim?
A great many claims of this sort
are taken In the Middle Fork and
Long Creek country, and It might be
of Interest to the locators, before it Is
too late, to have their locations looked
up by some reliable surveyor and re
ported on as to the stand of timber,
before they make final proof and
pay out their money for what might
prove an utterly worthless tract of
land.
There Is also a recent ruling of the
land department, requiring that tim
ber land cntrymen shall know the
condition of land as ascertained from
personal observation and examination
near the date of proof; and Inasmuch
as there Is an uncertain time limit. It
would be well to be prepared to pre
sent positive evidence as to the con
dition of the land at a time not more
than two weeks prior to date of tak
ing testimony.

The Hay Creek company is not the
only loser of crops from the sage rat
plague. All through the northern
end of the county there are millions
of rats 'cleaning up any vegetntlon
that can lie found. They are especial
ly numerous In the Haystack country
and the Agency Plains, where organ
ized effort has been made to destroy
them, without appreciable success.
The grangers have expended hun
dreds of dollars for poison which the
little rodent seems to fatten upon,
and the wheat crop will be somewhat
shortened thereby. As will be seen
from Mr. Knderud's letter, the agri
cultural department has been advis
ing the suffering districts by all means
within Its power what to do In the
matter, but without personal Investi
gation by a qualified ofifcer of the
department, the advice Is compara
tively worthless.
The plague, now a purely local one,
may in a year or two spread to alarm
ing proportions and devastate the
whole central Oregon 'ectlon.
