A speclul dispatch to the Oregonlan from Washington, D. C, states that Fort Walla Walla will ultimately be abolished and Secretary of War.Taft Is credited with making the statement. Among other things the dispatch says: "The time is coming when we will have to have a large army post on the north Pacific coast." said Secre tary Tnft. In discussing the staff Idea of centralizing troops' at a few big stations. "We have had a board ex amining sites In Washington and Oregon." continued the secretary, "and that board has reached the con clusion that the American Lake camp situated near Tacoma, Is the best lo cation In that entire northwestern country for a permanent brigade post. "Of course," he added, "we will not establish an army post at American Lake in the Immediate future. It will be years before that post is establish ed, for there are other posts to be built up first, and then we will have to look to congress for the money necessary to buy a large tract of land. The American Lake site can be had on very reasonable terms. Will Abandon Small Posts. The general staff of the army long ago conceived the Idea of abandoning a number of the smaller army posts and concentrating the troops at a few well-selected stations. "Just what posts will ultimately be abandoned has not been finally deter mined, nor is it positively known what posts will be enlarged. "With some few exceptions the small posts will have to go, as the bri gade posts are built up. The loca tion of a brigade post at American Lake will probably result in the abandonment of Fort Walla Walla, which Is purely a relic of old Indian days, and there Is a possibility, if not a probability, that Fort Wright, near Spokane, may also be dispensed with. Vancouver V."U1 Remain Intact. Vancouver barracks, however, Is to remain. Troops at Vancouver can leave at short notice for any portion of Oregon, Washington or Idaho, and moreover can embark as really on transports that come to the docks of Portland. In case there Is urgent need for troops In Alaska or In the orient. Boise barracks Is one of the few small posts that will probably be re tained under the reorganization. It Is the only garrison In Idaho and serves a section ol country not read ily reached from the forts In Wash ington or Utah. From many points of view a post in Idaho Is demanded not a brigade post, but a post that will accommodate a full battalion of cavalry. "SIX BIT" COMPANIES. P.ead th East Oregonlan. On the book containing the list of fire insurance policies carried by Multnomah county on its various properties the figures "75" are writ ten opposite the names of 13 com panies, while opposite the remainder are written "31, O. K.," says the Ore gon Tally Journal. This has been done as a guide to the county court and commissioners in renewing Insurance, and" Judge Webster and Commissioners Barnes and Lightner declare that no Insur ance company that nttempted to com promise losses from the San Fran cisco fire at 75 cents on the dollar will be given further business of the county. They have declared It to be their Intention to cancel all policies carried In these companies promptly on expi ration. "We Intend to have the best there is," said Commissioner Barnes this morning, "and any company that re fused to pay face value on San Fran cisco policies will lose our business." The judge and commissioners say they do not wish to accuse any com pany of belonging ' In the "six-bit" category, but they accept the publish ed reports of the actions taken by these companies as prima facie evi dence against them, and before they will get any more county business they will have to prove conclusively to the judge and commissioners that all San Francisco losses were paid In full at 100 cents on the dollar. The county carries about $60,000 Insurance on the bridges, the ferries L. R. Webster and John F. Caples, the county poor farm buildings and other county property. Bihler. has been awarded the contract for constructing a tun nel for the New York, New Haven & Hart fori Railroad company nt Prov idence. R. I. According to latest In formation the work has been begun. The cost is at least $2,000,000 and the work will require two years. The following article from the Evening Tribune, June 30, of Provi dence, gH'es detail! of the largest con tract: The contract for the construction 6f the New York, New Haven & Hart ford railroad tunnel through the East Side has been awarded to McCabe & Bihler, a Tacoma, Wash., firm of much note throughout the country. Although the contract has not been fully executed executed as yet and definite figures have not been given as to the cost of the construction work of the tunned. It is understood that the Job will involve at least $2,- 010.000. The work wait bid for by seven or eight of the largest contracting firms In the country and the firm that se cured the award Is one which also Is under cortrnct for a tunnel on the Harlem division of the Consolidated road. Under the provisions of the contract for the local tunnel, the work must he finished In two years and It has been estimated that the tunnel will consume a space of about 2500 feet under the East Side hill. Many People Escaping Ilent by Go. ins to the Mountains. That the hot spell Is not over Is very evident from the manner In which old Sol has boiled down upon eastern Oregon during the past few days. Those who were gullible enough to expect some merry from the heat after the warm days Just be fore and after the Fourth, have been forced to abandon such hopes. Dur ing the afternoon yesterday the tem perature reached a point as high, if not higher than on tho glorious Fourth. At 3 o'clock In the afternon the 110 mark was passed on the east side of Main street. It was Impossible to secure the official record owing to the fact that H. F. Johnson, weather observer, and family, have been driven to take refuge in the mountains. Within the past few days dozens of families have left the city to go to the mountains, or sea coast to remain during the torrid days. Many more are preparing to leave tonight or to morrow, and there are Indications that Bingham Springs will be well pa tronized tomorrow. In order to spend Sunday away from the heat and dirt of the city scores of people will leave on the easlbound trains tonight and tomorrow morning. Those who are forced to return in time for business Monday will come back on No. 5 to morrow night, or on No. 1 Monday. WOMEN OPEN CAMPAIGN. Active Work for the Equal Suffrage Amendment Hag Been Started In Portland. The Oregon Equal Suffrage asso ciation Is already working on the campaign for 190S. A meeting of the executive committee has Just been held In Portlnnd and active work on the campnlgn has begun. Thousands of booklets, pamphlets, circulars and circular letters will be printd and distributed over the stats during the next two years to keep the Issue alive ond for educational pur poses. The national association will lend all rossible aid and It is thought that by persistent work In the com ing two yonrs that the amendment will carry In the election of 1908. The total vote for the amendment at the recent election was 36.928, while the vote against It was 48,976. This Is a favorable showing consid ering the hitter opposition which has been exhibited In the past and the wo men feel that the outlook Is hlghir encouraging. Will Open Bids Monday. As the county commissioners dis posed of all pending business yester day evening, no session nf court was held today. However, on Monday the court will meet attain for the purpose of opening bids for the construction of a new bridge across the Umatilla above Pendleton. WRECK IN TUNNEL. Several Freight Cars Smashed Up In a Derailment Near Meacliam. By the derailment of a pair of car wheels In the O. R. & N. tunnel near Meacham, several freight cars were badly smashed up yesterday after noon, and traffic was delayed several hours. A wcstlound . freight train was coming through the tunnel when a pair of wheels left the tracks for some reason and four cars were ditched and comparatively wrecked. No one was hurt In the accident.
