Elmer and Al Turner, who were ar
rested as part of the counterfeiting
gang at Weiser, yesterday, have had
checkered criminal career In east
ern Oregon and Idaho.
They were members of the cattle
rustling gang which was arrested by
Umatilla Indian police In 1894, at
Thorn Hollow, while driving 50 head
of stolen cattle from Union county to
Weston for delivery to a purchaser.
The rustling gang comprised Elmer
and Al Turner, Clarence and Alf Pres-
cott and Wayne Fisher, all sons of
highly respected pioneers of Union
county. After their release from the
penitentiary where they served terms
of one to three years, Al Turner,.
Wayne Fisher and Clarence Prescott
settled down and became well re
spected In the community again. Alf
Prescott went to Alaska and Is yet
there. Elmer Turner continued ti
be suspected of cattle and horse
rustling and has continually operated!
In a mysterious manner In the Snake
river district between Lower Powder
valley and Weiser.
James H. Turner, father of the
Turner boys, is on" of the oldest anil
most respected citizens of Union
county. He has resided for about 40
years in Big creek near Medical
Springs, 20 miles east of Union. He
Is well-to-do. but has spent a small
fortune In defending his boys In court.
He is e horse and cattle raiser and
has always borne the highest reputa
tion. The arrest of Elmer Turner for
complicity In the counterfeiting Is not
a surprise to officials who have water
ed his actions for several years, bat
It Is a surprise to many that Al Tur
ner should be Implicated. He ha
conducted a farm and raised stoclt
with considerable success and It was
thought had entirely quit all question
able work.
The horse rustling gang to which It
Is thought Elmer Turner belongs, la
one of the most successful and skillful
that ever operated In eastern Oregon.
Members of the gang operate from
southern Umatilla and Grant county
across the entire width of eastern
Oregon into Idaho.
Hundreds of horses are stolen, ons
in a place. In this territory every year,
and yet few horse thieves are ever
caught. It Is thought the members
ride one at a time through tnis ter
ritory, and pick up a good horse here
and there, until a herd Is gathered
together, which is then crossed Into

WI1.W HORSE 'PHONE LINE.
Atliena to exnire Better Communica
tion With Rural Districts.
The Athena Press gives the follow- ,
Ing review of telephone extensions In
that locality:
The Pacific States Telephone and
Telegraph people are after the rural
telephone business of this locality.
The company now has J. H. Craghead
In Its employ for that purpose, and
Mr. Craghead has been successful In
soliciting a sufficient number of pat
rons to Insure the Installation of a
new line up Wild Horse creek, through
Eagle Hollow to the head of Thorn
Hollow.
The names of the patrons he has
secured for this line to date Include
Mrs. Isabella Tavlor. J. E. Schrlmpscr,
James Bell, R. Coppock, Fred Pinker
ton, Louis Rergevln and Louis L'a
brasche, and he has promises of others
who will Install telephones.
The project as launched by the
long d'stance telephone company, has
been talked of before and has been
expected for some time. In other
localities the big company has taken
over or connected with the rural lines
In Its territory. The rural systems op
erated in and out of Athena are among
the best In the northwest. First-class
material was used In the construction
of tho different lines and long since,
many of the barb wire lines gave way
to the better service of "high line"
construction.
The rural system In this vicinity ts
yet Intact and remains In the posses
sion of the farmers and business men
who first Installed It, and It Is a ques
tion whether the big company will be
able to secure control, although It Is
understood that the company would
like to do so. The new district which
will be canvassed by the new service
at the present time Is without tele
phone convenience.
Aside from this and the scope of
country on the reservation, south and
southwest from town, the territory ad
jacent to Athena Is well equipped with
telephone service, so the company,
unless It can secure this service, will
be confined to the Wild Horse line and
the proposed southwest line on the
reservation. Mr. Craghead considers
the prospects favorable for the In
stallation of the lines southwest of
town.
The company charges $25 to Install
each 'phone. This Includes placing
the poles, stringing the wire, connect
ing at the central office In Athena, etc.
The charge for central office service
is placed at 26 cents per month, or $3
per year. Work of constructing the
Wild Horse line will commence at
once.

2000 HOPPICKERS.
Willamette Furnishes Work for Large
Number of People.
Within the next two months, thero
wlll be within a radius of 12 or IS
miles of Willamette valley country
tributary to Salem, at least 20.000'
people living In tents and engaged Ini
picking hops, says the Salem Journal.
In reality It will be a city of busy
people, and preparations for this work
are already well under way.
Notwithstanding the prevailing tow
prices of hops and the losses that wera
sustained by some of the growers last
year, the amount of capital invested
in the Industry is so enormous that
every effort will be used to facilitate
the harvesting of the crop.
There was a scarcity of pickers last
year throughout the entire season.
This was so extensive that some of the
hops were Injured before they wers
gathered. The growers will use every
means In their power to prevent thls
from recurring. Many of the grow
ers are already engaging help and
when the season begins will have all
the pickers engaged and camping In
tents on the grounds. Good prices
will prevail and many things will be
done to make the hnpplckers have not
only all tho comforts, but most of
the so-called luxuries of life.
