SENATORIAL ELECTIOXS.

The elections this fall will not only .
determine the political complexion of
the house, but may to some extent de-:
termine the future attitude of the
senate, though there is no probability
of its political majority being over
thrown. There are -S senators to be re
placed by legislatures to De chosen at
the November balloting. Of these, 1J
are democrats and 15 republicans.
Berry. Blackburn and Carmack.
democrats, have been defeated, but
replaced by other democrats. Martin
and Morgan have the assurance of the
primaries for re-election. The others
must run their chances. So far as in
creasing their strength in the sena'e
is concerned, the democrats have very
little hope for the coming elections.
They cannot expect to gain in any
state except possibly in West Virginia,
when- Eikins is up f'r indorsement,
anj they stand to lose in Colorado,
where Patterson has been repudiated
by his own city of Denver and where

One of the best results of the Pen-dleton-Pilot
Rock railroad will be to
-cheapen and increase the fuel supply
Ja this and other towns of the county.
The wood yards In Pendleton are
now more completely cleaned out
than ever before since the railroad
has been In operation over the Blue
mountains. Fuel has been higher
priced the past year than ever before.
and the supply on the rilue mountains
Is becoming more uncertain each year.
The Pilot Rock railroad will Up a
rich yellow pine district to the south
and east of that place. This timber
belt is the ultimate goai of the road
for the mountains to the south are
covered with a splendid forest, which
will give the city a fuel supply that
will be inexhaustible.
In addition to relieving the fuel
situation In this part of the country,
the Pilot Rock road should be the
means of locating a sawmill In this
city with a capacity of at least 100.000
feet dally. The logs can be trans
ported cheaply from the mountains.
and the slabs, sawdust and other
waste products can be utilized for
fuel in the mills.
England, the profits
from the municipal electric light, gas.
telephones and other city properties
have been so great that the city coun
cil has paid the sum of $217,304 of
the city taxes for the past year, thus
reducing the levy on the taxpayers
about one-third of the usual amount.
This Is a practical result of, public
ownership one which no amount of
sophistry can explain away nor dis
parage. The city can furnish these
utilities at cheaper rate than corpor
ations for municipalities are satisfied
with smaller profits. Then when the
profits accumulate, as they have in
Bolton, the city has a surplus on hand
with which to pay off old debts, re
duce taxes, or make further improve
ments, as may be best.
Pendleton and every other town can
take a practical lesson from this story-
Every town is founded on practically
the same general lines. Taxes are
republicanism is on an ascending .

son. Gamble and Warren, republics 1
senators who are acceptable to the
people, are fairly certain of re-election.

representative of the insurance trust.

In their efforts to disparage the re
sult of the earthquake, the people of
San Francisco exhibit a fort of fran
tic hcf-fu!r.e which is amusing, if
not pitiable, at times.
Cr.e bulletin Isrud by the board of
trade says that the very intensity of
the recent shock was & certain evi
dence that the crust ot the earth in
that vicinity was settling Into a per
il i related of a Chinese merchant
who was convicted of wife-murder
and sentenced to die by being depriv
ed of !ep. that he was placed in
prison with guards changed hourly
for the purpose of preventing him
from sleeping. After the commence
ment of the eighth day his suffering
was so intense that he Implored the
authorities to strangle, guillotine.
bom him. drown him. garrotte, shoot,
quarter, blow up with gunpowder, or
put him to death In any conceivable
way.
It is commonly supposed that the
jreatest depth of sleep occurs abost
the end of the first hour. This, how
ever. Is not invariably the rule, ac
cording to my own observations In
the Cook county (Chicago Insane
asvlum. made some years ago. when
