Of Thl Amount 2233 Miles Are Sur faced Willi Gravel. 209 Miles With Stono and 145 Miles With PUnk, Making a Total of 2589 Miles of Surfaced Hoed Cost of Maintain ing Public Roads Wan S1.93 Per Capita or $23.24 Per Mile La Year. There are S4.258 miles of public road In the state of Oregon, of which 22S5 miles are surfaced with gravel, 209 miles with stone and 14S miles with plank, making a total of 2589 miles of Improved road. It will be seen from these figures that about 7 H per cent of the roads have been Improved. By comparing the total road mileage with the area of the state. It appears that there was about 36-100 of a mile of public road per square mile of area. A comparison of mileage with popu latiin shows that there was 1 mile of road to every IS Inhabitants, but only 1 mile of Improved road to every 153 Inhabitants. The funds used In the construction and repair of Oregon roads are de rived from two sources a property tax and a poll tax. The rate of taxa tion cn property for road purposes must not exceed 10 mills on the dol lar, though road districts may levy an additional 10 mills for the pur pose of making "special" Improve ments. The levy for each county is made by Its "county court or commissioners' court." and the rule of taxation varies In the different counties from 1 to 10 mills. Every male In habitant be tween the ages of 21 and 50 (unless by law exempt) Is required to pay an annual poll tax of $3 for road pur poses. As a matter of fact, the poll tax operates to a large extent as a statute lahor law. since In many In stances the tax appears to have been paid ir labor performed on the road Instead of cash. ' The amount of road funds derived from the property tax was 1649,717.97 in 1904, and the amount of the poll tax was 1146. 65S; the total revenue from both sources being $796,375.37. By comparing the total with the total mileage of public roads and with the population of the state. It Is found that the funds collected and expend ed for road purposes amounted to $23.34 per mile of public road, or $1.92 per inhabitant.
